The number of Republican House members who will back the nonbinding resolution opposing escalation in Iraq, according to Rep. Wayne Gilchrest (R-MD), “which would be the strongest repudiation of Bush’s Iraq policy from Republicans since the war began nearly four years ago.”
UPDATE: The text of the resolution is now public:
(1) Congress and the American people will continue to support and protect the members of the United States Armed Forces who are serving or who have served bravely and honorably in Iraq, and;
(2) Congress disapproves of the decision of President George W. Bush announced on January 19, 2007, to deploy more than 20,000 additional United States combat troops to Iraq.

There is a psychological principle that indicates that people who take a small committment toward something will tend to take an even greater committment in the future (the salesman's tactic of getting a potential buyer to say "yes" early and often is an application). The non-binding resolutions are, I hope, a prelude to greater committment from the Republicans, who would have to at least not block an impeachment for it to go forward. If the Democrats simply jumped in with impeachment, I would bet that it would fail. This way, perhaps...

George W Bush has commited crimes agaainst humanity by starting an UNNECESSARY war, and many impeachable acts, but we know for a fact that he broke a federal statute because he admitted it on national television.
A federal judge ruled that he broke a federal statute, therefore he should be impeached, arrested, and charged.
If his "crackshot" lawyer Gonzalez is right about that federal statute being unconstitutional, then Bush has to prove it in court, because just because he thinks so is not good enough!
I think gun control laws are unconstitutional, but if I violate those laws, I will be arrested and will have to prove my case in court.
Unless you believe "George Bush" is a king and does not have to follow the laws of the United States, there is no need to wait to impeach him.

I did not say that Bush should not be impeached because I definitely think he should be. And there may well be enough Democratic votes to impeach, but a fillibuster by the Republicans is a likely tactic that will stall the impeachment proceedings and get no where. The Democrats have to use all the parliamentary procedures, persuasion, and public pressure they can muster to inch enough Republicans in that direction. Impeachment is a political action, not a criminal indictment. Therefore, I still maintain that these resolutions, while slow and by themselves not going to get us out of Iraq or Bush impeached, are still useful for moving the debates.
