Leahy On Halliburton Move: ‘This Is An Insult To The U.S. Soldiers And Taxpayers’

Yesterday, Halliburton announced that it would be moving its corporate headquarters from Houston to Dubai. Reincorporating in Dubai would mean that Halliburton — which earned $2.3 billion in profits last year — “will be paying less taxes to the U.S. Treasury, even as it collects billions from government contracts.”

House Government Oversight Chairman Henry Waxman (D-CA) said he will soon hold a hearing on the matter to “understand the ramifications for the U.S. taxpayer and national security.” One lobbyist said, “If there’s a huge tax shift, then it’s taking money from U.S. taxpayers while they’re taking no-bid contracts.”

Reacting to Halliburton’s announcement, Senate Judiciary Committee Chairman Patrick Leahy (D-VT) told ABC News it was “an insult to the U.S. soldiers and taxpayers.” Watch ABC’s segment:

UPDATE: Sen. Hillary Clinton (D-NY): “I think it is disgraceful that American companies are more than happy to try to get no-bid contracts like Halliburton has and then turn around and say we are not going to stay with our Chief Executive Officer or the President of our company in the U.S. anymore. Well I am proud to be an American and I am proud to be part of the greatest country in the world.”

Sen. Chuck Schumer (D-NY): “For one of the largest contractors with the United States government to move its headquarters overseas? [It] just doesn’t look good, doesn’t sound good, doesn’t smell good.”

UPDATE II: Sen. Byron Dorgan (D-ND): “I want to know, is Halliburton trying to run away from bad publicity on their contracts?”

ABC: A swift and angry reaction from Democrats in Washington to the announcement that Halliburton is moving its corporate headquarters overseas to Dubai. Critics say Halliburton, which has received billions of American taxpayer dollars for its work on the war in Iraq, is now looking for a tax break. ABC’s Sonya Crawford, is on the story.

CRAWFORD: Without much fanfare, Halliburton announced it’s moving its corporate headquarters from Houston to Dubai in the United Arab Emirates. CEO David Lesar, said, “Growing our business here will bring more balance to Halliburton’s portfolio.” More balance, and thanks to a friendly tax environment, hopefully more profits. Last year, Halliburton earned $2.3 billion in profits. Senator Patrick Leahy called the company’s move corporate greed at its worst. “This is an insult to the U.S. soldiers and taxpayers. At the same time they’ll be avoiding U.S. taxes, I’m sure they won’t stop insisting on taking their profits in cold, hard, U.S. cash.”

WAXMAN: Our job is to provide oversight to make sure government is working effectively.

CRAWFORD: Democrats have been extremely critical of Halliburton, once headed by Vice President Cheney. The company has received contracts valued at an estimated $25.7 billion for its work in Iraq. Among the company’s low points, serving troops spoiled food. Exposing troops to contaminated water from the Euphrates river. And failing to adequately protect its contractors. And last month, the Inspector General for Iraq found Halliburton overcharged the government, $2.7 billion. Which Halliburton is still contesting.

    The army used to be able to feed their own, drive their own trucks, build their own bridges, buildings, whatever, conduct protection missions to high level persons, etc. Believing that these actions can be done for cheaper by an outside company rather than by G.I.s who get paid what they get paid is ludicrous. These made-up companies of old G.Is were created to funnel tax payer money into war profiteers. They should all be outlawed. Period. No laws about keeping them in the US tax system or keeping them in the US. Get rid of these inhuman parasites and you will see the decline of the desire to go to war. Take the profit out and the desire goes away.

    If anyone in this country should have their patriotism questioned, it's these war profiteers. And, especially so the ones who will pick up and move their headquarters in order to lessen the amount of tax dollars they pay into fighting that same war from which they're profiting so handsomely.

    In many ways this is a poor move by Halliburton. On the flip side, this is accounting 101. Companies will always move to places that provide better business environments. It is a big reason to limit taxes unless you want business to move away. Check Out Sioux Falls, SD. Citibank moved there as well as many other companies because it is tax free. The idea of raising taxes is great in theory until you realize companies are free the move away from those taxes. It is very important to keep taxes as low as possible to keep these companies around. They can employ thousands of tax paying Americans and are the #1 reason America is great.

    Hopefull the Dems will learn a valuable lesson from this. You create an environment that is unfriendly and expensive for business and they leave.

    The next administration should be moving back to that model.

    This isn't the same thing, Roger. It's a completely different animal when you're talking about a huge company that has been made an integral part of our national defense. The free market stuff goes right out the window. We've effectively replaced a large portion of our military's supply and support services with private companies. Individual accountability is gone. Accounting disappears. Quality control is out of the military's hands. And, with a no-bid contractor, whose friends in Washington claim is the ONLY one who can do the job, you can't just switch suppliers. You're pretty much stuck with the behemoth you've got.

    When you're replacing a big chunk of the military with a private company, and that company decides to up and move to another country, is it not effectively the same as a command in the military (Army Corps of Engineers, for example) suddenly moving its headquarters to another country? Would that be acceptable?

    This is our national defense. It's time to stop f*cking around with it.

    You do realize that according to our CONSTITUTION, the only taxes that are suppose to be paid is from BUISNESSES????? Individual taxes are not allowed, but you want the companies to not pay taxes and have individuals pay for their taxes. You are more interrested in having the individual pay for everything than the companies paying for things like the country was setup.

    How about worrying about upholding the CONSTITUTION????? Stop making the individual fund everything and put the cost back where it belongs...... On the companies.

    This might be a little out of your depth, but you could consider the possibility that Soros would like to become a majority owner of Halliburton. The more shares he owns, the more he should be able to do with respect to the direction in which Halliburton is heading. Just something to ponder.

    By the way, I don't know Soros and I don't have any kind of interest in what he does or doesn't do with his money. The one person I know of who does seem to have an avid interest in everything that Soros does is Bill O'Reilly. Are you just a big fan of O'Reilly out to do his bidding?

    The simple truth is -- Halliburton is moving to Dubai to avoid any subpoenas that are forthcoming in Congressional hearings. If you know anything about the Arab countries, they do not uphold any other laws other than their own. So, when Cheney leaves office, he will move to Dubai and won't be able to be subpoenaed for questioning in all that he has done wrong in this Administration.

    Avoiding taxes is just spin, imo. Seems there's something else behind the move. In part, they should see the end of the gravy train coming, with Bush/Cheney gone soon, but it also may be a way to avoid scrutiny, if not liability, in the investigations to come.

    After the Dubai Ports fiasco, you'd think this would be highly embarassing for the administration, but those people know no shame.

    At any rate, no more no-bid contracts, no more business from Uncle Sam, and the business they're doing -- let's get it done and over with.

    Halliburton demonstrates that the capitalist system as we know and understand it is fatally flawed. While it may have been an insult 20 years ago, I don't mind being called socialist or - gasp! - communist. And the beauty of living in this day and age is that there are more and more people who are beginning to see the light of just how corrupt the current capitalist system is. I'm not against free markets, but when the institutions legislating those markets have become corrupted by the market themselves then the system itself has failed. It is up to the peopel to reset the system. I only hope I see it done in my lifetime.

    Or Americans could stop doing business with companies who don't honor their communities. Or they can petition their representative to reregulate industry. Since corporations won't do the right thing by themselve somebody's going to have to make them. Take a look at deregulating banking and fees. The banks had to make total pigs of themselves and in about one year they are being investigated by congress and voluntarily removing fees to try and stop regulation now.
    Free enterprise goes both ways and Americans need to use their purchase power. Hopefully the first Corporate Victim will be Halliburton.

    Conservatives fail to understand that the shape of the market (bargaining power of labor versus capital owners for example) has a great influence over equitable distribution of income within our society. This was not a problem when our nation began. Capital and labor was divesrse and had relatively equal bargaining power. This became distorted during the industrial revolution. Large companies swallowed up smaller companies. Labor was prevented from organizing to develop equal bargaining power. Income inequality, safety, child labor and inhumane working conditions became the rule during the gilded age. Indeed, capital eventually was forced to accept the existence of collective bargaining because society and capitalism became threatened by socialism and communism. We now see the same arbritage of labor in globalism. Corporations seek the lowest wages even though the rightr to collective bargaining in most of these locations is (in a practical sense) non-existent. Health, safety, child labor, use of prison labor and other such protections are also missing. This means that labor occupies a subordinate position and will be abused. Capital and income flows into the hands of a few.

    In a perfect system, corporations should be paying their fair share in terms of the support that they receive from the government. (Think subsidization of big pharma through government research, unrealistic royalties for the use of public lands, infrastructure and so forth.) The continued lowering of taxes merely tilts in favor of the corporation. Notice that this Maladministration has consistently given tax breaks to corporations and capital. Yet, Halliburton moves to Dubai. Note the Halliburton is indeed a US corporation. The corporate move is nothing more that a thinnly veiled tax dodge. Meanwhile, Halliburton and other large energy corporations will receive the windfall of governement expenditures to maintain access to energy reserves.

    It is simple to argue for a free market. It is virtually impossible to actually have a real free market. Society is too complex. Regulations, infrastructure and the military all play a part. The simplistic view of the conservative neither understands or seeks to recover these costs from those actually benefiting.

    We have to congratulate the people of Dubai. They have proved to be too smart for Americans. When they offered their services to run the container section of some of the US ports, the Zionists and neocons in the Congress and the Senate were were all up against them. Why are they quiet now? I am wondering if Americans also know that Abu Dhabi, a Dubai sister state, is in charge of security arrangments over the USA "navy base" in the UAE? These are the same UAEs who were labeled terrorists and therefore not fit to run "our ports."
