Faced with the likely passage of an Iraq withdrawal bill and the ongoing U.S. attorney purge scandal, the right-wing today is clinging to a silver lining: this afternoon, House conservatives used legislative tactics to delay a vote on legislation that would finally give Washington D.C. residents representation in Congress. (Read Matt Stoller for some background on the importance of this bill.)
Matt Drudge is leading the charge with the banner headline:

The usual suspects are weighing in: Wizbang says it’s “satisfying to watch them in complete disarray.” The Corner calls the delay “pretty embarrassing” for progressives. Michelle Malkin appeared on Fox News to announce, “The wheels have come off.”
But it turns out they spoke too soon. D.C. Delegate Eleanor Holmes Norton has released a statement saying that she and House Majority Leader Steny Hoyer (D-MD) have already found a way to evade the right wing’s legislative block. “We have a quick fix. Republicans have a sure defeat,” she writes.

“Republican opponents of the D.C. House voting rights bill triggered the mother of all misfired shots today when they tried to add a provision to repeal D.C. gun laws in order to kill our vote bill. Instead, Republicans were checkmated by a Democratic counter-motion that delayed the vote, sending the Republican side into a tailspin with endless parliamentary inquiries, but unable to rescue their maneuver to kill D.C. voting rights. All that they got was a nuisance delay, but we will get our bill any day now. Democrats expected the motion to recommit, designed to send the bill back to committee for further consideration. Most are harmless in effect because the bill still moves to final passage, but this Republican motion contained certain parliamentary words that would have stopped the bill altogether. This maneuver deserves condemnation, not because it is hard to overcome. It is disgusting because Republicans have only used this kill motion on our bill to give D.C. tax-paying Americans, some on the ground in Iraq and Afghanistan, a vote in the House.
“Majority Leader Steny Hoyer called me this afternoon to discuss alternative options. We have a quick fix. Republicans have a sure defeat.”
*Norton will make her third appearance on The Colbert Report on the Comedy Central cable network at 11:30 EST tonight, when she is expected to spar with irreverent commentator Stephen Colbert over what happened today with the vote.

T.V.’s in the the local dive bars were always on some political channel instead of teh requisite sports everywhere else in this country and most engaged in political discussion as a habit. Saw some strange things and heard stranger. I just can’t believe that all those people that are into politics that much are not represented. I always thought that they should have just incorporated the D.C. area into Maryland for voting rights of congressmen and counted them as a district in that state.

From what I’ve seen in the bill, whatever Representative is selected from D.C., that Representative will not be from a State. That’s difficult to reconcile with Article 1, Section 2.
While I agree that D.C. should have a Representative, I don’t see how it can be done without either a Constitutional Amendment, or a cessation of the land back to Maryland.

March 23rd, 2007 at 12:31 amI’m from DC (I now live in Northern Virginia). There seems to be some confusion here (and pretty much everywhere but DC) as to it’s geographical and political makeup. Washington, District of Columbia, was designed by Pierre L’enfant. It is a square, 10 miles on a side, with the points of the square oriented with the cardinal points of the compass. The result is four quadrants NE, NW, SE, SW. The city’s southern border is the Potomac river (the river divided the original city – leaving 2/3 in the north, and 1/3 in the south. The southern portion was ceded to VA sometime in the early planning stages).
The city is arrainged in a grid with streets running parallel to the sides, and with Alpabetical streets crossing Numerical streets. The Capitol in the center (at what would be First and “A” streets if the Capitol wasn’t so big). There is no “J” Street, and no one knows why. This orderly arrangement is interrupted by diagonal “State” streets, traffic circles, parks, etc.
Currently, the “Federal” portion of the city (what you’ll see if visit), consists of the National Mall, monuments, the original “Department” buildings, the Capitol, WH, and other Federal buildings.
Immediately surrounding this Federal area is Downtown – the Businesses, Lobbyists, and Law Firms. the infamous “K” street is the home of the lobbyists (specifically 14th to 20th and “K” Streets, NW – just west of the WH).
Most of the people who work in the federal and business areas commute to DC from MD and VA. Congress prohibits DC from collecting a commuter tax.
This is surrounded by the “city” of Washington.
NW is Georgetown (part of washington but older), Embassies, the Zoo, and Rich White People, extending into Montgomety County, MD.
NE is Rail yards, small industry, slums, RFK Stadium (actually on ther NE/NW line), and Poor Black People, extending into Prince George’s County MD.
SE (and NE) is/are divided by the ultra polluted Anacostia river, wich separates the part closest to the Federal portion portion of the city(affluent to gritty waterfront/Navy Yard), from the Very Poorest Black People. SE also extends into Prince George’s County MD.
SW is very small, consisting of a peninsula formed by the rivers, and containing Federal and Residential (waterfront with mostly Rich White People) areas to the west of the Anacostia, and a small sliver of territory to the east of the Anacostia consisting of highways, Bolling AFB, and White Plains water treatment facility.
The density of the city is relatively low due to building height restrictions (nothing can be taller than the Washington Monument – 555 feet, or 13 stories), a restriction which has been handed down by Congress. Nonetheless, Washington is a true city with a population greater than Wyoming.
In case you’re wondering, I’m an upper-middle class white fella (compared to most, I’d be considered Rich White People).
In the early ’60’s, I grew up in the National Capitol Housing Projects in SE, DC – leaving in 1968 when racial division tore the city apart. I am the son of a single mother with two kids by different men, who had a back alley abortion when I was 5 (didn’t learn about that until I was 40 – she said she’d wanted to die, but she had two kids who needed her).
I now live in Northern Virginia where I work as an advertising executive.
DC should get equal representation. The only reason they don’t is the same reason the people of NOLA can’t get any legitimate help with their plight: Racism.

Smafdy; DC is made of land that was originally ceded to the federal government by Maryland. When Alexandria and Arlington counties were originally given to D.C. by Virginia. When the Federal Government decided that they didn’t need that much land, they returned the land across the Potomac river to the original owner ie Virginia. So based on precedent the land which was originally part of Maryland would return to it.

The people of DC pay income tax, yet they have no vote in Congress.
Congress critters from all over the country control what happens, but yet no one from DC has representation in that discussion.
Having spent a year just over the border from Anacostia in PGC (which, as a white guy from the Midwest, resulted in a lot of funny looks from people), I can assure you that many residents complained about having no representation in Congress.
We’d sit in the local liquor store on a Friday, watching some political show on TV, and people would yell and scream about this or that. These people work their ass off, for almost nothing, and have no say whatsoever in what happens to them in terms of government.
I realize that Republican’ts have an inherit disdain for poor people, but every person I met was more informed than I think most people realize. They have great hearts, and I even taught a few how to bar-be-que (being from KC, it’s in my DNA).
They DESERVE to be represented in Congress, and the fact the right fights against it says a lot about the rights views on democracy — namely, that they obviously hate it.
