THe constitution is quite clear that ALL bills must be voted on. Since this was not, this law is not LEGAL……

The Patriot Act, a massive piece of complicated legislation was signed into law, in it’s final form, within 45 days of 9/11. That feat is impossible to achieve even in the best of circumstances, let alone at a time when every boss you need to consult is unavailable because the country just suffered the biggest attack on it’s home soil.

It says that when the Republicans were in power they were scheduling votes to be held on bills before there was time for the Dems to read them. They actually locked the Democrats out of the joint conference committee meetings so that the first chance they got to see a finished bill was when it was up for a vote.
