Memo To Bush: 57 Days < 119 Days»

The US News Political Bulletin reported this morning that “White House strategists are now pulling out all the stops to blame the Democratic majority in Congress for a potential delay in funding the Iraq war. … White House aides have adopted a new gambit — referring to the number of days since Bush requested funding for the troops in an effort to keep up the pressure.”

This morning at his Rose Garden press conference, President Bush highlighted this new gambit, saying it has been 57 days since he sent Congress his funding request. If Congress fails to act soon, Bush said, “the price of that failure will be paid by our troops and their loved ones.” Watch it:

Screenshot

During the reign of the Do-Nothing 109th Congress, Bush submitted two major supplemental spending requests. Each request experienced a delay far more than 57 days with hardly a peep of anger from the Commander-In-Chief. Details below:

February 14, 2005: Bush submits $82 billion supplemental bill
May 11, 2005: Bush signs the supplemental
Total time elapsed: 86 days

February 16, 2006: Bush submits $72 billion supplemental bill
June 15, 2006: Bush signs the supplemental
Total time elapsed: 119 days

After the 119 day delay, Bush did not say an “irresponsible” Congress had “undercut the troops” or that military families had “paid the price of failure.” Instead, Bush told the conservative-led Congress, “I applaud those Members of Congress who came together in a fiscally responsible way to provide much-needed funds for the War on Terror.”

Transcript:

It has now been 57 days since I requested that Congress pass emergency funds for our troops. Instead of passing clean bills that fund our troops on the front lines, the House and Senate have spent this time debating bills that undercut the troops.

[…]

In a time of war it’s irresponsible for the Democratic leadership in Congress to delay for months on end while our troops in combat are waiting for the funds. The bottom line is this, Congress’s failure to fund our troops on the front line also mean that some of our military families could wait longer for their loved ones to return from the front lines.

[…]

They’re now failing in that responsibility and if they do not change course in the coming weeks, the price of that failure will be paid by our troops and their loved ones.

Promises and deals were made by Bush with the Saudi King and he has no choice. Look Rove told him Republicans would win Congress so the rubber stamp would continue. Now that the Democrats are checking on the money to make sure it goes to our troops and not to Bush friends he’s upset. Notice how well Bush takes care of our injured troops. What happen to their money? Bush is using our soldiers as a way to steal more money but he’s more up set about Speaker Pelosi kicking butt. She was given a Presidential welcome in Syria and will find out the secrets Bush made. Plus Connie is just a waste of time as no one is listening to her. She is known as a liar so nothing will be settle with her in charge. Now Nance is doing Connie Rice’s job and doing it well. Bush has now seen his foreign policy fall and the Democrats bring stability back to the Middle East. Watch big business turn to the Democrats now that Republican Bush is a lam duck. Cheney is getting what he can and moving on.

  24. Peter Says:

Why, exactly, is this still “supplemental” funding? Surely, the fact that we have troops in Iraq is no longer a surprise. I thought the Pentagon had included war spending in its regular budget. If the administration is going to undertake discretionary wars, shouldn’t they be a part of the budget?

  25. Dubya Says:

    Hey guys,

I know you think I am dumb, but as people in this world are not dying fast enough to combat population explosion, I am forced to abuse my strengthening authoritarian powers to control these expanding baby makers. It seems that my gamma ray creating tsunami and killing spree in Iraq just ain’t doing the job. My new strategy was thought up after reading Jonathan Swift’s Modest Proposal. Obviously the naïve Swift cannot understand the speed at which we must combat this terror; I will try and talk with him in the coming weeks about this. Folks, time is of the essence to off another few million people, since the scandals of my administration are starting to cause people to question (as if they have the right) my decisions (I AM THE DECIDER DAMMIT). By executive order, I am hereby escalating my PNAC and AEI funded apocalyptic plan (CFR is so jealous). Although there will always be a few hiccups like the date, time, and place of my initiating “Operation: Kill All The Unnecessary People.” Another hiccup is that my current Black-Ops operative and ex-FBI henchman who was supposed to plant numerous false flag explosions throughout Iran being missing for a few weeks. Can’t someone Black Bury him, or use the Google and the internets? Hey Iranians, could you please help us find him?

Well anyway, my 5 step plan to kick off this expedited plan is called “Operation: Look How Stupid The American People Are.” Over here at disinformation central, we just love naming plans, preplans, post-plans, hit-strategies, etc.

I will give you the 5 main components of the plan:

    1) Leak a completely fabricated story (we pulled this one right out of Cheney’s ass) to my illuminati buds at Disney to circulate via their MK-Ultra sponsored subsidiary ABC.

    2) Schedule a fake press conference three days before dropping bombs on Tehran. Note to self: Remember to make sure to call on the CIA plants in the press, remember not to allow any unscripted questions or my brain might explode with all the bull shit in it.

    3) Make sure the reporter that has the “key question.” You know the one about easily refuted Iran nukes! Make sure that she has completed her state sanctioned mind control treatments, knows that we can ruin her in a second, and is so tied to me that she cannot think of diverting the plan.

    4) Answer the question in a way that can easily justify bombing dozens of cities and millions of people for no reason. Now that we have sanctioned pre-emptive wars, this should be a no brainer. Those morons at the Congress are busy dealing with my Iran escalation (they are so dumb they think it is to secure Baghdad — jokes on you Pelosi!)

    5) Tell Blair to mention some BS about crucial 48 hours to Iran. Hey Blairo-you better stick to the script like a good monkey!!!

Well there you have it folks. I just hope that this educational lesson will allow me to do my job as Milky Way Deity and “Decider of Who Shall Live and Who Shall Die.” Please stop bugging me so that I can get on with our Final Solution. I want to get back to playing “The World’s Most Dangerous Game” with shotgun wielding Dick. I mean really, can’t you see I am doing the people’s business?

The terrorist have us where they want us…

OBTW, if you were a terrorist why would you choose to fight the US military in Iraq as opposed to traveling to the US and attacking here? I mean terrorist might be a lot of things but they are not generally STUPID! Leaving IRAQ won’t make a diff on that front.

  41. Patrick1 Says:

Well as we saw in the 1990s when the left failed to defend America against Islamo Fascism the result was the death of thousands of innocent Americans. When they flee the Islamists again it will result in the deaths of tens of thousands of Americans, Europeans and Muslims.

You can’t hide in America and hope the Islamists leave you alone. There are more important things in the world than multicultrualism.

When the left fled Somalia it lead to the death of 3,000 Americans now when they flee Iraq how many lives will it cost? Not that it will matter to the left, there is no number high enough to bring the moonbats into the fight against Islamo Fascism.

  46. sl88 Says:

Yes, it’s true that we shouldn’t just leave our troops to fend for themselves in Iraq without any funding to back them up. However, it’s not as though we’ve been stingy when it comes to this war. Over $340 billion has already gone towards the Iraq War. Think of how many issues are most likely being ignored due to the high concentration of energy and funds going towards Iraq. One of these important issues is global poverty. In 2000, 191 countries, including the United States agreed to the Millenium Goals, a plan to eliminate world hunger. According to the Borgen Project this can be accomplished with $19 billion annually. Where is Bush’s push to gain that funding?

  47. Joe Sixpack Says:

I find in ironic that after pissing away a SURPLUS and ignoring the passing of the largest pork-laden bills in history by a Repugnican congress for the past six years, the Right Wing is once again concerned about spending——-but only because the Democrats want to spend some money on their own projects.

And to what nation would we surrender? Islamo Facism doesnt even exist… it is a concoction of the very people that have been wrong about everything. Surrender to Osama? Hell we cant even find him.

The arabs have ZERO ways to invade America. There is no such thing as surrender in this case. But that word “surrender” sure makes red neck idiots get itchy though doesnt it.

  56. Chris L Says:

As Pelosi stated before, the debate is no longer about funding the war. Congress has agreed to fund the war. Bush has asked for a tremendous amount of money, and congress has agreed to give it to him. The debate is now about whether or not America wants to be in Iraq forever. I don’t think that they do. By setting benchmarks and timelines we assure that the Iraqis will eventually stand up and our troops can come home.

  57. John Palcewski Says:

Bush has these news conferences down pat. Doesn’t matter what question he gets, he slips and slides most of the time, and then flares his nostrils at other times, and keeps repeating the mantra of 9/11, followed by Karl Rove’s talking points. I know why Rove will never leave. Without him Bush wouldn’t know what to do. Now as bad as Bush is with his non-stop lies, spin and BS, what makes it worse are those MSM reporters who simply don’t have the moral courage to actually call Bush on his absolute refusal to ever actually answer a question. No, they just scribble down what Bush says, cuz that’s what they’re paid to DO. How can they call themselves news reporters when virtually everything Bush said this morning is the same old tired crap that he’s been spouting for the past two, three years. No news, just more of the same, ad nauseaum.

  59. marie2 Says:

Since no improvement is being made on the Iraq War, we need to spend our resources on other issues such as global poverty in order to discourage more terrorism and wars. We should let our representatives know that we want change.

  64. grrtigger Says:

I called the White House comment line and left a comment pointing out the above information, and telling Bush to stop using the military and political cover, drop the act, and sign the bill. Congress has passed his supplemental bill (which I also pointed out he wouldn’t have had to send if he’d included the necessary money in his original budget), so at this point if he fails to sign that bill the only one not funding the troops is him.

  65. Captain Kirk Says:

Harry Truman a Democrat put American troops in the Korean peninsula for ever….

why is it that it is ok for a Democrat President to put our troops forever where ever they want, but not ok for a Republican President?

In fact, Harry Truman also put American troops in Europe forever…but I take it that is ok since it was a Democrat who did it, correct?

Do you guys not realize that by getting this bill to become law we are telling the terrorist when we are leaving? so they can wait until then, regroup and after the USA has left they can do whatever they want.

It is like telling Hitler the day of D-Day, right? or FDR, later Harry Truman, signing into a law a bill that would have demanded that all American troops be back from Asia and Europe by the end of 1945. What do you think Hitler and Japan would have done if they knew that all American troops were going to leave the battlefields by the end of 1945?

If we leave Iraq, and Iraq is a mess, do you guys honestly believe we won’t be back? If we don’t fight this war now, do you not think that our children will have to fight it at a later date?

I mean, most liberals are crying about global warming and how it is going to affect future generations. Why not take that to Iraq and if we leave now or within a year and things are not stable, how is that going to affect future American generations?

I look forward to the 2008 election when we gain a filibuster-proof majority in the Senate and the Presidency. We can finally go about reversing the near permanent damage the Republicans have been doing to our great nation and the world for the last six years.

    Surrender to Islamofascism?

    Face the facts.

If American troops are still fighting in Iraq in October 2008, the Democrat who will win the November 2008 presidential election in a landslide, supported by an overwhelmingly Democratic Congress, will start troop withdrawal on Jan. 21, 2009.

We’re leaving Iraq by October 2008 or approximately four months later. You need to adjust to this reality.

Einstein, we have two countries on our borders and neither one is Islamo Facist. Did you think Mexico or Canada is Iraq? You act like Iraq is walking distance to us and that all the terrorists are cornered, can’t get out, and no more will ever be created.

If we didn’t have all our soldiers so far away maybe they could be working, safely, defending our borders from any terrorists trying to enter the country. Does that not make any sense to you?

His reign is over and it’s just a matter of time till impeachment.

    Hey..Damn I did it again. I got nuthin….

  103. PrahaPartizan Says:

Dubya might argue that the funding is needed for the troops, but I suspect that he really needs the funds for his mercenary army, principally Blackwater. The American people might be concerned that the troops might not receive the supplies and ammunition they need to protect themselves, but Dubya and Cheney are far more concerned that their mercs take a hike if the funding isn’t received on time.

Dubya could always sweet-talk the merc condottiere about their getting their funds when the Publicans controlled the Congress. Now, who knows if, when and how the mercs get their funding buried deep inside those supplementals with the Democrats riding herd in Congress. Dubya can’t sweet-talk them now, because they can see the real risk involved. He must produce, for the first time in the four benighted years since he plunged into Iraq without a plan or a clue.

How would you like to have mercs hopping mad at you because they couldn’t meet payroll to hired killers? All that matters to mercs is the money. Machiavelli was very clear on mercs. Don’t deal with them - ever. Sound advice.

  105. PopeRatzo Says:

Now that the Democrats are checking on the money to make sure it goes to our troops and not to Bush friends he’s upset.

I believe congress should cut the funding to the Iraq war or at least put very strict oversight on the President’s prosecution of the war.

However, I’d have felt a lot better if it hadn’t taken quite so much pork to get our own party to vote for this funding bill. I know Nancy Pelosi got it done however she could, but we need to remember who the reps who held out for bribes are, and remind them at a later date.
