Surely not? Can a US president start an attack on a foreign power without approval by congress? What if a ‘friendly nation’ of the US (eg Israel) attacks first and Iran reacts against US forces in the area – is that enough excuse for a President to order a retaliation ?

April 3rd, 2007 at 10:24 amI do think that the Democrats in the Senate should revise their bill and take out all the pork (including funding Katrina victims, that can be a separate bill). Then pass it again without any pork. I know a lot of the pork was put into the bill to get some reluctant Senators to sign on. I doubt that those senators would vote against the bill once the pork was taken out. If they voted against it once the pork was removed, that would tell their constituents exactly who they are and I suspect they would have a hard time the next time they ran for election. Once the pork is out of the bill, Bush won’t have that as an excuse for vetoing the bill.
