Setting aside for the moment what the language says about the framing,
how many terrorists have they caught using racial profiling? Let’s see, they caught, tortured and rendered unable to try Jose Padilla. They’ve tortured untold thousands of innocents in Abu Garib and Gitmo. What real plot have they stopped? Don’t count the photo-op plots that are quickly, and quietly downgraded after the grandstanding is done.
How many potential allies does the bush adminstration alienate by calling them dirty skinned?

It has nothing to do with their actual skin color or state of hygiene, but rather, it refers to their lack of history of previous criminal/terrorist involvement or affiliation.
Interesting that Michael Chertoff defined “clean skin” terrorists as those “whose documents are completely legitimate.†This is not the usual definition of the term.
Chertoff has a deformed club-foot, so he would be wise to not call other people names. He reminds me of Hitler’s Propaganda Minister Goebbels, who had a deformed club-foot too.
All joking aside, this is repugnant. What they have been doing is repugnant. Don’t be surprised if what they decide to do next turns out to be repugnant too. After six years you really should be expecting it by now. Just remember that expecting it should not lead to accepting it.

can you furter explain the term, or provide a good link? I’m not questioning your statement, I just want more info. My instinct is to expect the worst from these people, and usually I’m still stunned. If this is a benign term, I’ll cut some slack here, but given what else they’ve done in the name of “protecting us”, I’m not willing to give them the benifit of the doubt anymore on anything.

While it is a benign term, that doesn’t necessarily mean that the people using the term are benign. All this just looks like the latest attempt to keep the American populace in the state of hysterical fear and hatred that has historically served the neocons so well…a state that is no longer sustainable, given our desensitization as well as our increased knowledge of the lies and deceit that characterize this administration.

I’m with BnF on this one. Lurch and his cohorts don’t say anything in public without an ulterior motive. There’s a reason that they want to make us afraid of another group of people and I doubt that it has much to do with terrorism per se.
I believe it is the first move in identifying the EEC as part of the Axis of Evil and thus justifying “shock and awe” on those countries. They are next after Iran.

Just because a term has been around for a long time, doesn’t make it correct. Take the term Tar Baby for example. This falls into that category.
Within the vernacular of counter-terrorism agents and police officers, a cleanskin is an undercover operative whose identity is not known to the forces he or she is tasked to infiltrate. This is usually because such an agent has not conducted any prior undercover activity.
