Gonzales’s Former Assistant Causes Turmoil As U.S. Attorney

rachelp.gif The Justice Department has faced criticism not only for firing well-respected U.S. attorneys, but also for replacing them with loyal Bushies.

The U.S. attorney’s office in Minnesota demonstrates the havoc that ensues when the Bush administration places politics over justice. Four top staffers to Rachel Paulose, the U.S. attorney in Minnesota, have voluntarily demoted themselves in protest of Paulose’s “highly dictatorial style” of managing. Paulose has also “earned a reputation for quoting Bible verses and dressing down underlings.”

According to news reports, the staffers’ dramatic moves were “intended to send a message to Washington — that 33-year-old Paulose is in over her head.” The Bush administration tried to prevent the resignations by sending a “top justice official to Minneapolis Thursday to mediate the situation. The mediation failed.”

A look at Paulose’s background indicates that she was handpicked by the Justice Department because of her personal connections, rather than her professional qualifications:

She was a special assistant to Attorney General Alberto Gonzales, worked as a senior counsel for deputy attorney general Paul McNulty and is best buds with Monica Goodling — the assistant U.S. Attorney who recently took the Fifth rather than testify before Congress.

Add to the suspicions the fact that Minnesota’s former U.S. Attorney Tom Heffelfinger stepped down just as the White House was developing its hit list.

Paulose had been in her position for a year as an interim U.S. attorney before she was sworn-in officially last month. She created controversy when her lavish swearing-in ceremony included a professional photographer, a color guard, and a choir.

The Bush administration justified several of its firings of the eight U.S. attorneys by baselessly criticizing their management styles. We await the Justice Department’s response to Paulose.

(TPM and Sepia Mutiny have more.)

UPDATE: In a statement Friday, Justice Department spokesman Brian Roehrkasse described Paulose as “dedicated to leading an effective U.S. attorneys office in Minnesota and enforcing the laws to ensure public safety. … We are confident during this transition period that the U.S. Attorneys office will remain focused on its law enforcement priorities.”

  12. MrHaney says:

Paulose and the other 8 fired US Attys are just the beginning of something much bigger. Why else would the US Attorney General need to practice when all he needs to do is tell the truth? It is the sign of the times when the US’s leading law man needs help with explaining the truth. Why else would GOP Representatives keep at arm’s length and even call for Gonzales’s dismissal? If there was an easy and honest answer to all this we would have heard it by now. And that clear and easy answer ain’t “Clinton did it, too.”

A side note on the Paulose situation in Minnesota is that the DOJ sent a representative to Minneapolis to try to “smooth this over” but failed.

Actually, they can. And now, thanks to Bush, there will never be another Democratic scandal. I really wish I could meet the president personally, shake his hand, and thank him for this wonderful gift. Once we have a Democratic president, anyone who even thinks of investigating a democrat will be instantly fired, thanks to Bush setting it up like that. I hope this is what you wanted, Jake, since you have fought so hard to get it. Thank you for the greatest gift you could have ever given the democratic party.

There’s evidence that Paulose’s predecessor, Tom Heffelfinger, was squeezed out because he refused to cooperate with Minnesota’s Republican Secretary Of State Mary Kiffmeyer on voter-discouragement schemes in the Twin Cities and on Indian reservations.

Heffelfinger is a loyal, partisan Republican from an old Republican family which has been prominent in Minnesota since the Civil War, and I suspect that he’s uncomfortable with the semi-criminal Republican Party of today. He refuses to say anything against Paulose or Bush, but he was left out of Paulose’s cheesy coronation ceremony anyway.

    Minnesota Campaign Report

One possible motive I came up with is Heffelfinger’s refusal to pursue Mary Kiffmeyer’s crusade against Hennepin and Ramsey counties in what seemed like a clear attempt to depress voter turnout in those two overwhelmingly Democratic counties by invalidating voter registration forms. The City Pages has a detailed explanation of the situation, which a Macalester newspaper editorial described succinctly:

Secretary of State Mary Kiffmeyer, a Republican up for reelection this year, wants to make it harder to vote. By saying that, I’m oversimplifying reality in order to grab your attention. The reality is that she really doesn’t want anyone who is not of her party to vote.

That’s why the Secretary of State’s office produced a new, more complicated and confusing voter registration card before the 2004 elections. Hennepin County (Minneapolis) and Ramsey County (St. Paul) wouldn’t bite though, and kept using the simpler federal election form. Kiffmeyer tried to get the US Attorney to take them to court, saying the counties were in violation of the Help America Vote Act (HAVA). The US Attorney investigated, and discovered that not only were the counties safe within federal laws-they were doing exactly what HAVA prescribed.

Rachel Paulose is a U.S. attorney who is comfortable quoting Bible verses. She believes it is a blessing to live in a country where a person can take on crime, terror and corruption.

The daughter of immigrants who support her every move, she works herself hard, shorts herself on sleep and sacrifices her social life in the pursuit of justice.

Meeting her for the first time, you might not detect her underlying strengths. She easily disarms you.

Keep in mind that one of Gonzales’ objectives was to place partisans in order for them to gain the credentials to be judges. Paulose could have been one of those. This is pure patronage and ideology and loyalty are the primary requirements. There are are only 95 USAs, certainly a good Republican with the proper experience is available. Paulose’s suitablity for the job was never a concern. It is disquieting that anyone would have assumed, given her credentials, that she could have done the job. Perhaps this was a faith-based appointment.

Paulose was confirmed just before adjournment. It was leaked to local media that the Bushies had “forgotten” to run her name past (totally compliant) GOP Sen. Norm Coleman, so she probably wouldn’t be approved in time. Knowing what we now know about the extensive preparation and practice that went into this operation, you can be sure she was on the list for recess appointments, but her name was floated to see if she gathered any resistance. Coleman of course gave prompt support, and the lame duck Dem (and, boy, do we mean lame) Mark Dayton, a frat brother of Bush at Yale, took a dive and Paulose shot through approval without, I think a committee hearing. She refused to invite her GOP predecessor to her installation, saying that if he was interested in attending, the event was open to the public. But then he’s not a Federalist, so screw him, right Jake?

Year after year, the Republicans try to convince us that Minnesota is moving to the right. In 2000, Gore won Minnesota by about 5,000 votes. In 2004, Kerry took it by about 100,000 votes. Last year Democrats took back the MN House and increased their lead in the MN Senate, and also took back a couple of constitutional offices AND grabbed a U.S. House seat away from a Republican.

For those who don’t know check out the arch way at the Vatican and clearly His Name is printed. If any had listen to Pope John Paul as he called our Creator by His Name. I was thinking if a man’s name is John and their were 50, 000 people as a call came out for John how many men name John would step forward. Now if you called John Smith a person who know who your talking about. Dorsey & Whitney LLP, a national law firm based in Minneapolis, has served as United HealthCare’s outside counsel since the early 1980s.

Dorsey & Whitney–the same firm Rachel Paulose worked for until Dec. 2005. She left Dorsey in Dec. 2005 to go to McNulty’s office in Jan. 2006. But wait, on Feb. 17, 2006 she was named the Interim USA of MN. So she went from the firm that represented UnitedHealth Group, to main DoJ overseeing Health Care Fraud, to Interim USA of MN overseeing prosecution of her ex-firm’s client. And, all this “unforeseen” activity in a mere 1-1/2 months.

Assistant U.S. Attorneys have complained that Paulose has “earned a reputation for quoting Biblical verse and dressing down underlings.” Her resume is slim–she was once a special assistant to Attorney General Alberto Gonzales–and she is also very young (33 years old) to be a U.S Attorney. United Healthcare’s an awfully damn big client, too. Their headquarters are in Minneapolis. Dorsey & Whitney’s headquarters are in Minneapolis. Paulose went from Minneapolis to D.C. (healthcare fraud at DoJ) back to Minneapolis.

It could be coincidence. But, when you’re talking about the Gonzales DoJ and the Rove White House, very few things are coincidence.

Stay with this story…where there’ smoke there’s fire. Lots of people in MN have been suspicious about this for awhile. The MN issue is not going unnoticed w/the House Judiciary Committee….probably why the Bushies freaked and sent an emissary to MN to spin for the bible quoting USA.

Well Qualified? She had ONE year of TRIAL experience and ZERO experience as a prosecutor when she was appointed as the CHIEF PROSECUTOR for the federal government in that state!

It doesn’t matter if she was the top of her class at law school and had all the educational bona fides. She didn’t have the EXPERIENCE to be given this kind of post.

  97. dixie blood says:

And how do we know if this sh!t isn’t happening in the Fed. Prison system too?

  98. John O says:

    Dear Jake:

Try to be more of an authoritarian cultist moron. We’d enjoy it.

Christ, you’re an idiot. If Clinton was doing this shit, you’d be braying like a wolf at the full moon. But you’re probably to self-unaware to admit it.

I suppose we need people in the 35% Club. Just to show everyone how many fucking intellectual infants there are out there. We need to scare this country into some sanity.

And make no mistake about it, you prick: I know there are more terrorist attacks coming, and when they do, you’ll blame everyone but Bush, who has personally created more terrorists than anyone in the history of Mankind.

I will not let you get away with it. Terrorism takes a little time to be done well.

Here’s some elementary stuff for you, Jake: Assuming you have the mental capacity to accept that we cannot stop 100% of people willing to die to do us harm, can you jump to the logical conclusion that the best way to minimize the threat is to reduce the raw number of people willing to die to kill some of us?

Or is that too hard for you?

    Thinking is tough business.

JT at @87 — I love it when “well educated” people such as yourself have difficulty even spelling — it’s “sophomoric” in case you’re wondering.

Also, Jake, I’m glad that you, as a proud Korean War veteran, are here protecting the integrity of Ms. Paulose, the 33 year-old immigrant from India (I assume from this that you are also in favor of an open immigration policy for this great country of ours).

Ms. Paulose may have indeed have more talents than her ability to quote the Bible and, per protagonist, to “suck a wicked dick,” but, unfortunately, she doesn’t seem to have the legal experience and gravitas to run a U.S. Attorney’s office. Other than her connections to the corporate, right-wing Christian, Karl-Rove Republican political machine, what are her real qualifications to hold this office?

  106. smgumby says:

Paulose was confirmed in the closing minutes of the previous republican senate. My guess is she was deeply involved in the US Attorney purge. Hopefully she will be called to testify by the Senate. We may be witness to the unprecedented spectacle of a sitting US Attorney taking the fifth amendment.

One of the most brilliant and highly respected U.S. District Judges was appointed by the president when he was in his early 30s. After nearly 40 years on the bench this judge is now on what is called senior status (a form of semi-retirement). If a white male can become a judge at 33, then an Indian American female certainly can become a U.S. Attorney at the seem age.

It seems the Minnesotans (many are Euros of Scandanivian descent) aren’t happy with a young highly intelligent Indian-American woman serving as the U.S. Attorney. You need to look beyond the politics and the true source of the Minnesotans dislike for this young lady’s rise to become top prosecutor.

Here is another thought. Suppose you served 25 years in the US Atty office. Then a 33 year old, who has 8 years of legal experience becomes your boss. Then this 33 year old criticizes your work and your priorities, you probably would complain too.

Let me reiterate – she had NO EXPERIENCE as a prosecutor at ANY LEVEL. You don’t tap someone to lead aprosecutor’s office that has NEVER done any kind of work in that field, no matter if they’re white, black, or green with pink polka dots.

I said it before – she may have had the educational bona fides, but she’s too wet-behind-the-ears to be handed the top spot in a state’s U.S. Attorney office.

And shame on the senator who finallyt sponcered her nomination. The “good” senator was elected to protect the interests of his constituents. Here, the Bushies are inflitrating Minnesota for Bush/Rove goals with this unqualified baby attorney. The Senator admits that Paulose was not his first two choices to fill the opening and that she was forced on him by Gonzales. She has ruined her career by accepting this position. She is tarred forever by this Rove/Gooding/religious sting on Minnesota.

Interesting that you tell us about “one of the most brilliant and highly respected U.S. District Judges” who “was appointed in his early 30s” but don’t give his name.
Moreover, if Minnesotans are as racist (against dark-skinned people) as you imply, how can you explain its recent election (Nov. 2006) of the first Muslim, a Black man, to the US Congress?

  123. Richard Rhodes says:

IT is truely a joke that this site actually has the guts to call themselves think progress. Whose progress are we talking about here. The attorneys are appointed by the executive branch of government. They are political appointments. They can be fired for any reason at all. Why not such a big scream about Clinton firing all of them. You brilliant people who like to scream about anyone who is a republican being evil need to look at your own I am sure democratic representatives and senators and look at all the political appointments they make and hire. You want to get real outrage and see where taxpayers money and the health of this country is being effected the most adversely. Of course then again there will be no outrage anyhow from you because either you don’t want to pay attention to this or you have the some of the nice politically appointed jobs in your districts.
