Documents Show Wolfowitz Lied About World Bank’s Family Planning Policy

wolfowitz200.jpg Yesterday, embattled World Bank President Paul Wolfowitz told NPR that under his presidency, there have been no “changes in the Bank’s policies in reproductive health in family planning.” He stated, “Let me make it very clear. Our policy hasn’t changed. … It is a development issue. The policy of this institution I think was very clear before I got here and it will remain very clear.”

But the Government Accountability Project (GAP) has uncovered Bank documents that show Wolfowitz and his appointees have attempted to reverse a long-standing policy of promoting family planning.

Juan José Daboub, a managing director (MD) hired by Wolfowitz last year, recently “instructed a team of Bank specialists to delete all references to family planning from the proposed Country Assistance Strategy (CAS) for Madagascar,” even though the country’s government has specifically asked for help in that area:

emailmdyel.gif

Additionally, a draft of the pending Health, Nutrition, and Population Strategy (HNP), obtained from Daboub’s office, mentions family planning just once — in reference to 2006 reproductive health project in the Caribbean that supported family planning services (p. 120). In contrast, the previous HNP (1997) identified a “lack of access to family planning services as a primary health challenge.”

Even though Wolfowitz is no longer a member of the Bush administration, his World Bank policies continue to support the President’s conservative priorities: promoting abstinence-only policies and conservative ideology over solid scientific research.

  26. unbelievable says:

A tad OT, but I found this and thought it was worth sharing the next time some neocon troll tells us that the rich pay the most taxes. They don’t, as we’ve maintained, and here is current validation and proof of our most populace (and blue) state (I can’t imagine how much worse in red states this is):

Study finds poor pay higher tax

THEY SPEND 11.7 PERCENT OF INCOME, WHILE STATE’S RICHEST PAY 7.1 PERCENT

    http://www.mercurynews.com/businessheadlines/ci_5657917

Low-income Californians pay a disproportionately large share of their income in state taxes, while the Golden State’s richest citizens spend a much smaller share on taxes, according to a joint study by two research groups.

The report, released five days before this year’s April 17 tax filing deadline, showed that the state’s strongly progressive personal income tax – demanding proportionately more from the wealthiest Californians and nothing from the poorest – falls far short of counterbalancing the regressive effects of sales taxes and excise taxes on items such as gasoline, tobacco and alcohol. Property tax is also regressive, according to the study.

Regressive taxes such as sales and excise taxes are set at fixed amounts, regardless of income levels, thus affecting the poorest most heavily.

It is the world’s dictators who are the chief causes of world poverty. If anyone can stand up to the Robert Mugabes of the world, it must be the man who stood up to Saddam Hussein.”

    Comment by Jake — April 13, 2007 @ 12:53 pm

But your god is all for abortions and killing infants:

Hosea 9:11-16 Hosea prays for God’s intervention. “Ephraim shall bring forth his children to the murderer. Give them, 0 Lord: what wilt thou give? Give them a miscarrying womb and dry breasts. . .Ephraim is smitten, their root is dried up, they shall bear no fruit: yea though they bring forth, yet will I slay even the beloved fruit of their womb.” Clearly Hosea desires that the people of Ephraim can no longer have children. God of course obeys by making all their unborn children miscarry. Is not terminating a pregnancy unnaturally “abortion”?

Numbers 5:11-21 The description of a bizarre, brutal and abusive ritual to be performed on a wife SUSPECTED of adultery. This is considered to be an induced abortion to rid a woman of another man’s child.

Numbers 31:17 (Moses) “Now therefore kill every male among the little ones, and kill every women that hath known man by lying with him.” In other words: women that might be pregnant, which clearly is abortion for the fetus.

Hosea 13:16 God promises to dash to pieces the infants of Samaria and the “their women with child shall be ripped up”. Once again this god kills the unborn, including their pregnant mothers.

2 Kings 15:16 God allows the pregnant women of Tappuah (aka Tiphsah) to be “ripped open”. And the Christians have the audacity to say god is pro-life. How and the hell is it that Christians can read passages where God allows pregnant women to be murdered, yet still claim abortion is wrong?

1 Samuel 15:3 God commands the death of helpless “suckling” infants. This literally means that the children god killed were still nursing.

Psalms 135:8 & 136:10 Here god is praised for slaughtering little babies.

Psalms 137:9 Here god commands that infants should be “dashed upon the rocks”.

  53. Bluedahlia says:

    #38 Unbelievable,
I believe it. I would bet that most of these abstinence cheerleaders were not virgins when they married, but “realize they made mistakes” and now want to convert others, or are in marriages where they cheat and/or are miserable. Sex is a powerful physiological driver. Denying basic human nature is foolish. Not knowing what you can accept or not accept sexually in a partner or yourself for the rest of your life is foolish. You need to know your partner and yorself before you get married and knowing things of a sexual nature is part of that.

    Comment by Bluedahlia — April 13, 2007 @ 1:00 pm

I think that sentence right there is the ultimate problem with the fanatical rightwingers – they live in a fairytale universe that they wish existed rather than teh one that actually exists… Especially when it comes to denying that we are just one species of animal that evolved like all others and therefore are just as prone to the raging sexual desires of our DNA (which believes we exists solely to reproduce).

If they’d just join reality, we’d be absolved of so many issues… perhaps including sexually transmitted diseases, because instead of denial of sex, we’d be more pre-emptive in the realms of protection and treatment of these things.

  65. Crump's Brother says:

    Jake,

As you said, theoretically, It might. But it must be obvious to you that one cannot work in absolutes such as this. It’s the same as Bill Bennett noting that (his words not mine) if we just aborted all the black babies then we’d see a mass reduction in crime. It’s total nonsense to work in these types of hypothesis.

And how very Christian of you to shrug off the deaths of thousands of innocent children as “collateral” damage. I’m sure that Jesus would agree. In fact, I’m sure he believes this war is so just that, is he were here, he’d be on the front lines mowing down those bad guys, collateral damage be damned.

    Comment by Jake — April 13, 2007 @ 12:30 pm

There is a matter of LAW Jake and there is a separation of church and state that Bush violates by subjugating us all to his version of morality. At one point Bush was in a high risk group as well for an HIV/AIDS infection. Since he is a self professed alcoholic with several DUIs his morality is in question. Since Bush used COCAIN and other drugs it is possible that he may have been exposed to the virus? Regardless it is imperative that families are planned.

HIV/AIDS is passed from blood to blood. Improperly cleaned dental & medical instruments are known ways to transmit AIDS. Receiving HIV/AIDS contaminated blood is another way that this is transmitted. Direct confrontations, such as biting or fighting, are yet another method of spreading infection. Naturally sharing needles is yet another way to spread the virus. This does not have anything to do with the World Bank or family planning by the way, it just happens to be true.

Condoms are more than necessary these days since it is impossible to tell if someone is infected. A disease that has become an even bigger epidemic is called HPV. In women this can become CANCER and if a child is born he or she may also become infected during delivery. HPV can take up to 10 years to become active. Thank GOD there is now a vaccine for HPV.

HPV is an STD and a birthing transfer virus and using condoms is no guarantee of safety, however using birth control goes against CHRISTIAN RELEGION. Atheists and non Catholics do not share the belief of for instance the pope or even Bush. How is it that Bush’s morality is to be my morality when there is a LEGAL SEPERATION of Church and State?

    Comment by Jake — April 13, 2007 @ 1:16 pm

Jesus was supposed to return almost 2000 years ago, Don’t hold your breath…

    More stuff Jesus lied about:

Prophecies to Identify the Messiah, Which Jesus Does Not Fulfill:

    1) Matthew 1:23 says that Jesus (the messiah) would be called Immanuel, which means “God with us.” Yet no one, not even his parents, call him Immanuel at any point in the bible.

    2) The Messiah must be a physical descendant of David (Romans 1:3 & Acts 2:30). Yet, how could Jesus meet this requirement since his genealogies in Matthew 1 and Luke 3 show he descended from David through Joseph, who was not his natural father because of the Virgin Birth. Hence, this prophecy could not have been fulfilled.

    3) Isaiah 7:16 seems to say that before Jesus had reached the age of maturity, both of the Jewish countries would be destroyed. Yet there is no mention of this prophecy being fulfilled in the New Testament with the coming of Jesus, hence this is another Messiah prophecy not fulfilled.

You feel morally justified to support this war. As do those who attacked us. Of course Iraq never attacked us, which is quite a problem for that moral justification.

Nope. Check your math. It’s wrong.

Homo sapiens sapiens have been around for about 3 million years (when we split with our cousins the chimpanzees – who are the least monogamous variety of all African apes – which includes us ). “Monogamy” has only been around for about 3000 years. And the population, as you go back in time, halves every 49 years approximately.

I’m guessing you’d be better off, if you’re going to delude yourself, into picking a species that is monogamous. Canadian geese for example. It wouldn’t be much of a stretch considering that someone who won’t use his massive brain is no different than a bird brain…

    Romans 13: 1-7

“Everyone must submit himself to the governing authorities, for there is no authority except that which god has established. The authorities that exist have been established by god. Consequently, he who rebels against the authority is rebelling against what god has instituted, and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he shall commend you. For he is god’s servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is god’s servant, an agent of wrath to bring punishment on the wrongdoer. There fore it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience.

This is also why you pay taxes, for the authorities are god’s servants, who give their full time to governing. Give everyone what you owe him: If you owe taxes, pay taxes, if revenue, then revenue; if respect, then respect; if honor, then honor.”

Clearly it is the job of Christians to obey the laws, and the laws of this country clearly state that abortion is legal. So too should Christians respect and honor that law. God commands them to NOT disobey, which entails attempting to get the law overturned. If god wanted abortion to be illegal he wouldn’t have appointed authorities to make it legal.

From there Elisha went up to Bethel. While he was on his way, some small boys came out of the city and jeered at him. “Go up baldhead,” they shouted, “go up baldhead!” The prophet turned and saw them, and he cursed them in the name of the Lord. Then two shebears came out of the woods and tore forty two of the children to pieces. (2 Kings 2:23-24 NAB)

    God Kills the Curious

And he smote of the men of Beth-shemesh, because they had looked into the ark of Jehovah, he smote of the people seventy men, `and’ fifty thousand men; and the people mourned, because Jehovah had smitten the people with a great slaughter. And the men of Beth-shemesh said, Who is able to stand before Jehovah, this holy God? and to whom shall he go up from us? (1Samuel 6:19-20 ASV)

    Killed by a Lion

Meanwhile, the LORD instructed one of the group of prophets to say to another man, “Strike me!” But the man refused to strike the prophet. Then the prophet told him, “Because you have not obeyed the voice of the LORD, a lion will kill you as soon as you leave me.” And sure enough, when he had gone, a lion attacked and killed him. It really won’t take long to find millions — as I said above, I’m willing to bet it’s been BILLIONS, especially if we can now extrapolate back 3 million years — that means less than ONE person per year : )

    Shocking Revelation on Easter Sunday!

Dr Rowan Williams shocked his congregation today with his frank confession before donning a funny hat and proceeding to tell the assemblage of sycophants silly stories about someone called Jewsuss of Nobody.

The assemblage fell about laughing at the risible tale of this third-rate carpenter being nailed to a plank of wood, dying horribly as he deserved, and then apparently being resurrected by his allegedly supernatural Daddy in the sky, when everyone knows that the whole story is a complete and utter fabrication from beginning to end.

Still, if it wasn’t for this sort of ridiculous entertainment, a large section of the mentally dysfunctional would have nothing to occupy their vacuous little minds with, so we shouldn’t be too harsh in our judgement of them.

But as the Archbish said after the gig, “That was a nice little earner; it’ll keep me going in Chateau Mouton Rothschild for a week or two.” But when he was asked about his surprising confession, he replied in his usually opaque style “Oh that. Well, everyone knows that religion is entirely humbug. But when I say ‘everyone’, you understand, I mean simply those who are capable of thinking critically for themselves. That is, so to say, those who are not persuaded by dogma or childhood indoctrination. But for the rest of them, well, I’m performing a sort of social service, you know, like some sort of psychiatric nurse ensuring that my patients keep taking their psychotropic medication. That analogy is quite apt, you see, because it is an acknowledged fact that so-called ‘religious belief’ is actually not what epistemologists call ‘justified true belief’, being nothing more than a misplaced faith in some supernatural nonsense, which, as everyone knows, is actually a symptom of delusional psychosis. Hence my reference to psychiatric nursing and appropriate medication. Apposite, what? Now then, must be off. The gig’s over for another year, and I’ve got other fish to fry.”

With that he winked, lifted up his skirts, and vanished into the cloisters.

    Hi Jake!

Moral beliefs may indicate an underlying altruism and a desire to make sure no one else is infected with HIV, said senior behavioral scientist David Kanouse. Promoting these feelings could then be used as a component of HIV prevention programs….

According to the study, Roman Catholics and evangelical Christians were less likely than other mainline Christians, non-Christians and non-religious people to report unprotected sex. Catholics and evangelicals also were less likely to report high-risk sex than other mainline Christians and reported fewer partners than non-Christians….

The basic need for food, shelter and sex all trump everything else.

‘Cause Jake always pays his hookers to not have sex with him!

  149. Bluedahlia says:

    Wow,
Coming back from school and got to read some of Jake’s inane posts. If I rememer correctly I started the find me “2 happily sexing monogamous first sexual partner” question
Jake has conveniently dropped the important part of that. The “both partners enjoying sex” part of the monogamous, only one sexualy partner part.
How many did you find. And since your wife has not responded herself, your marraige still doesn’t count as one.

Great piece. We do need support for international health goals, but not guided by ideology. And we need heads of multilateral institutions that are appointed on merit, not political connections.

Mmmmmmmm, I didn’t realize that this was the case. I apologize for repeating myself since the scene is already in the score. So, when then is when, or do we lack a central meaning at this point?

  153. PaulB says:

But we can’t let him post unanswered

Yes, actually, you can, and should. Jake (or Chuckles, as we call him over at WashingtonMonthly), like most trolls, thrives on attention. Deprive him of attention and he will eventually disappear.

or it appears as if we either agree with him, or cannot counter his argument.

Not really. Chuckles is an obvious troll and most of his points are so bloody stupid that no counter-argument is necessary. Laugh at him or ignore him, but don’t make the mistake of trying to address his arguments seriously.

  156. John M, USAF, RET says:

By the way Jake, I asked a question 2 days ago that you never bothered to answer, sans cut and paste. My father is your age. He was airborne in the Korean war and was sent home with a purple heart, what was you MOS?, perhaps a rear echelon clerk? PLEASE don’t tell me a lie now.

Before you accuse me…I’m retired Air Force, 22 years. Now is the truth in you, SOMEWHERE? Buried deep, perhaps?

  157. John M, USAF, RET says:

    #81. Thanks. I missed Jake’s challenge:
Jake….. Still waiting for that UN-PLAGERIZED military experience you claim you have!

Yeah, and ironic part was Jake was whining about the Clinton “is”/”sex” debate earlier, while engaging in that act himself in this post. Ironic huh?

  163. unbelievable says:

Once again, 10 people x 200,000 years = MILLIONS. Every little bit adds up.

Once again – marriage is only 3000 years old! so 10 x 3000 is NOT millions (it’s 30,000). Besides, you can’t use dead people. They aren’t credible. Just admit you made it up…

Once I get done searching “killed on their honeymoon” on Google, then I will at least have enough evidence to submit my application for funding into all the interviews and other investigations whether those couples were virgins, monogamous, etc. If that doesn’t do it, I will next start searching death certificates for couples who were married their entire lives. It really won’t take long to find millions — as I said above, I’m willing to bet it’s been BILLIONS, especially if we can now extrapolate back 3 million years — that means less than ONE person per year : )
    Comment by Jake — April 13, 2007 @ 2:37 pm

No, you have to have PEOPLE

And, hello, anyone home? Marriage isn’t 3 million years old.

  164. unbelievable says:

I guess we’ll have to start with the 1500 women killed by their husbands every year first . . .
    Comment by Jake — April 13, 2007 @ 2:43 pm

What? That’s not SUPPORTING your position – it’s disproving it.

You got nothing, get over it…

“Yes, actually, you can, and should. Jake (or Chuckles, as we call him over at WashingtonMonthly), like most trolls, thrives on attention. Deprive him of attention and he will eventually disappear.”

Well, I disagree as I’ve been here for a year and a half and I’ve seen evidence to the contrary.

You’re free to ignore him, but I plan to poke holes in every one of is inane messages – or as Trip Master said above, it looks like we agree – and we already see what trouble that has gotten the Left into in teh past.

Not really. Chuckles is an obvious troll and most of his points are so bloody stupid that no counter-argument is necessary. Laugh at him or ignore him, but don’t make the mistake of trying to address his arguments seriously.

It’s not a mistake. You’ve given no proof – just stated your opinion.

I’m not trying to convert him. He’s beyond that. I’m just showing him and his ilk, as well as those on the fence who read but do not post, the errors in his positions. To not do that creates the percpetion that we cannot, and that gives them the arrogance to talk MORE. My time here has demonstrated that – repeatedly from the trolls. They multiple when think they have the upper hand…

It’s standing up to bullies. And I will continue to do so.

  166. cyberspice says:

The original version of the commandment was ‘Thou shalt not covert they neighbours wife’ NOT ‘Thou shalt not commit adultery’. Multiple wives and sex with unmarried women was allowed and was the norm.

The last ‘old school’ pagans here in the UK were the Vikings and they were around about 1000 years ago and they were not monogamous.

Finally they safest relationship to minimise the spread of HIV/AIDS is actually a lesbian one so may be all men should give up sex to preserve the human race!

  167. lmwilker says:

And all these monied entities like the World Bank aren’t taking a position for birth control for married people they are against all birth control. This is all about the disempowerment of women and a patriarchal, Old Testament worldview being used by the very False Prophets the Good Book warned us about.

  168. Shirley Ugest says:

Everything going on is born of Jewish Holocaust survivor-turned-atheist Leo Strauss’ “Philosophy of Deception”. The masses are being controlled by religion and ignorance for the benefit of the very rich.
Nothing will likely change until the masses start militaristic acts against the powerful. The Tree of Liberty is fed with the blood of Patriots.

  169. Daniel Barker says:

The greatest problem facing planet Earth is growth and development out of control. We are paving the rain forests for lumber, crops and places to live.

The answer is simple: family planning.

Let me ask you, how many children do you have? If you have more than two (other than unusual births, such as triplets) you are guilty of destruction of the planet.

For the record, I have no children, and plan on one child and adoption.
