Earlier, ThinkProgress reported that the Bush administration’s senior foreign aid coordinator had stepped down. The Blotter has the reason:

Tobias submitted his resignation Friday, one day after confirming to ABC News that he had been a customer of a Washington, D.C. escort service whose owner has been charged by federal prosecutors with running a prostitution operation. Tobias, 65, Director of U.S. Foreign Assistance and administrator of the US Agency for International Development (USAID), had previously served as the Ambassador for the President’s Emergency Fund for AIDS Relief.

A State Department press release late Friday afternoon said only he was leaving for “personal reasons.” On Thursday, Tobias told ABC News he had several times called the “Pamela Martin and Associates” escort service “to have gals come over to the condo to give me a massage.” Tobias, who is married, said there had been “no sex,” and that recently he had been using another service “with Central Americans” to provide massages.

UPDATE: Tobias was a strong proponent of the Bush administration’s abstinence-only policies. Before touring African countries for an AIDS program 2004, he said, “The message to young people in the schools is not either ‘Be abstinent or here are condoms, take your pick.’ It is a message of ‘Be abstinent.’ Delaying sexual activity is a means of eliminating the risk of infection.”

    I would highly suspect that people are being paid not to talk. One or two isolated scandals are one thing, but 25 scandals are quite another. There is so much filth and dirt, within the Bush inner circle, that money has to be exchanging hands. And no doubt people are being blackmailed not to talk.

    Why aren’t people talking? Maybe they’re too busy having massages, sex, and screwing people. That’s their night activities. During the day who knows what’s going on? Lying is a good bet, and Swiss bank accounts is probably a good bet, too.

    The point is that the Abstinence Only program is deeply flawed, and does not help in the fight against the spread of the disease.

    Well, I disagree with Canuck Observer. (Was that you Mark Steyn???) And I do so as a fellow Canuck. Canadians love a good sex scandal. Sex between a Soviet spy/prostitute and a one-legged Defence Minister brought down one of our governments.

    The fact is that this story is GOOD. And it’s good because it shows up the fallacy of Republican Family Values. A man lectures teens about sexual abstinence, but he’s busy with hookers. He claims to be working to stop sexual slavery, but seems like he’s doing a lot of after hours research on the topic.

    Republicans like to talk about San Francisco values. And yet what is it that liberal Democrats embrace? Tolerance. The right to privacy. The right of two consenting adults to love each other in their own way. And the right of women to have control of their bodies. Republicans have some goofy idea that the State has a vested interest in these things. And so they meddled in the bedrooms of the nation trying to stop unmarried peoples from having sex and really freak if the couple are of the same sex.

    Well, It’s really not their business. And when sex is a business, liberal Democrats are of two minds. They embrace sexual freedom, but they know that, when cold hard cash is added to the equation, freedom flies out the window. Liberal Democrats know that it’s only by raising the minimum wage, guaranteeing equal pay for equal work, and protected the young and the homeless from sexual exploitation that any semblance of an ‘honest’ sex trade can happen. And since those conditions are a long way off, it is not likely that you’ll find a Democrat approving of prostitution, but the Democrat is more likely to be critical of the johns than the hookers. Republicans, on the other hand, seem to think the Jezebels are to blame for their sinful and uncontrolable lust.

    What I find most amusing is that Republicans have to pay for it. That’s what I think really annoyed Republicans about Clinton: they hated that women genuinely were attracted to him. Republicans want their sin to be sordid. They want it to be something that needs to be hidden and something to feel guilty about. It’s their guilty pleasure. But an old friend of mine once said, “If you must sin, sin joyfully.” Clinton sinned joyfully. And most of us could see him as being human because of that. Whereas these old farts see women as servants, maids, hookers, and scarlet women. Their attitude is fundamentally sexist.

    This is a good scandal. There’s nothing particularly American about it. And we’ve seen just as good up here in Canada. And the hypocrisy of the Right remains a constant. This has been so since Judah propositioned Tamar by the wayside in Genesis 38.

    A very weak comparison you’ve come up with. The Iraqis are dying in battle, every day, and their deaths are instant and bloddy — as are the deaths of Americans (and Brits and Canucks and … well you name the allies) — Bush brought this on, no question about it.

    Tobias was appointed as “Global AIDS coordinator” by Pres. Bush. The people Tobias told to *refrain* from sex (stupid thing of him to even consider saying) are not NOW going to go out, full force and do otherwise, just because Tobias got caught having “massages” from hookers. Most of them won’t even know about it, since they’re out of the country. They’re not gonna read the papers so they can make a judgement, and god knows, most of them don’t have access to computers to tune into the news. This bit of news will have little or no effect on their behaviour, one way or the other. Count on it.

    It may have been “equivalent” to Deputy Secretary of State — but it sure as heck wasn’t the “same as” Deputy Secretary of State. So, he’s still a ’small fish’. IMO

    I’m not knocking the war against AIDS - no way I’d do that. Nor do I thumb my nose at it. Stephen Lewis is a beloved Canuck hero for HIS work in the field of AIDS prevention.

    It’s just that, in this effort to get Pres. Bush and his lousy Administration, you all are heading down a small, nowhere branch on the road to accomplishing it — lead by what most folks in the world outside US borders consistently get astounded by — and that’s Yanks basic fascination and abhorrence of all things “sexual”.     The Bush administration is in a state of free fall. It’s blowing up right before our eyes. Surely Bush is facing resignation before his term is up.
