Former U.S. AID director Randall Tobias, who resigned yesterday upon admitting that he frequented a Washington escort service, oversaw a controversial policy advocated by the religious right that required any US-based group receiving anti-AIDS funds to take an anti-prostitution “loyalty oath.”
Aid groups bitterly opposed the policy, charging that it “was so broad — and applied even to their private funds — that it would obstruct their outreach to sex workers who are at high risk of transmitting the AIDS virus.” But President Bush wouldn’t budge. He signed a 2003 National Security Presidential Directive saying prostitution “and related activities” were “inherently harmful and dehumanizing.”
Several groups and countries had their funding cut due to the policy. Brazil lost $40 million for “one of its most successful anti-AIDS strategies, persuading sex workers to use condoms or other measures to stop spreading the disease.”
During an “Ask the White House” online chat in 2004, Tobias defended the policy, saying the U.S. was “partnering with communities” to begin “fighting sex trafficking and prostitution, while still serving victims of these activities.” Tobias added that he was overseeing several “highly successful” relationship programs “aimed at men and boys to help them develop healthy relationships with women.”

The lesson we can learn from this scandal is that it is by taking a liberal stand that one actually reduces incidents of unwanted pregnancy, abortion, the transmission of HIV/AIDS, child poverty, and improve the working conditions of women who might other slid into vicious cycle of prostitution & drugs. It's the Sunday School morality lesson that the sinner must fall on her knees and repent before being forgiven that sticks in the craw. And yet a progressive might turn to Genesis 38 and the tale of Judah propositioning Tamar to see that this kind of moral blindness has been explored since the beginning of civilization. Rather it's the fundamental law of leadership: Credibility. The quickest way to destroy credibility is to create conflict between what you say and what you do. 'Do as I say, not as I do' is not leadership and is never acceptable policy. Leaders must always 'lead by example' but also be honest about what subjects or policies on which they really can or will be able to maintain that leadership consistency.
In the case of an escort service: if you can't resist the need that you know will lead it, then do NOT moralize against that whole subject of sex. We adults (physically and mentally) know about sex and know the urges are both natural and sometimes unavoidable - most of us can live with those human urges in politicians if they aren't hypocrites about it.
The Bush administration seems to be too ideological, too ignorant or too stupid to understand this most basic, this most fundamental of simple human concepts. It's a consistent thread - every time there is something the Bush administration touched that later went bad, lack of leadership consistency has always been one of the root causes that triggered the fall. Classical Greek hubris gets mixed into it also.

They competed for a grant from the US state department, and were awarded it. In the 'red tape' of the contract was language requiring that Brazil condemn prostitution, which is now standard USAID lingo in contracts under Tobias, including PEPFAR (the President's Emergency Fund for AIDS Research). Rather than undermine their own program, which had been proven successful, Brazil decided that they were not hypocrites and GAVE the money back to the US. rather than sign the contract.
Now THAT takes chutzpah. I think they should get the $$ back given the scandal over the last few days.

No oposition party, no "free press", nothing. --- Looking for example at just aired Dem prez candidates forum: Almost all talk persuasively about some kind of universal health coverage. Yet it will never happened because the system is so short-sighted individualistic and even "reasonable" people do not want "socialized medicine" which universal coverage supposedly is. Secondary (or worse) issues are fiercely debated, the most important things almost ever on the table.
