Rice: ‘I Don’t Know What We Were Supposed To Preemptively Strike In Afghanistan’ In July 2001

This evening, 60 Minutes will air its discussion with former CIA Director George Tenet. In one exchange, Tenet elaborates on a briefing that he and his former aide Cofer Black delivered to then-National Security Adviser Condoleezza Rice in July 2001 warning of an “urgent threat” from al Qaeda. In the 60 Minutes interview, Tenet says this is the message he delivered to Rice two months prior to 9/11:

We need to consider immediate action inside Afghanistan now. We need to move to the offensive.

On CBS’s Face the Nation, a perplexed and stunned Rice said, “The idea of launching preemptive strikes into Afghanistan in July of 2001, this is a new fact.” Rice then said, “I don’t know what we were supposed to preemptively strike in Afghanistan. Perhaps somebody can ask that.” Watch it:

SCOTT PELLEY, CBS NEWS (voice-over): By the summer of 2001, Tenet was alarmed by repeated, specific intelligence warning that an attack was coming. He asked for an immediate meeting to brief then national security adviser, Condoleezza Rice.

GEORGE TENET, FORMER CIA DIRECTOR: Essentially the briefing says there are going to be multiple, spectacular attacks against the United States. We believe these attacks are imminent. Mass casualties are likely.

PELLEY (on camera): You are telling Condoleezza Rice in that meeting, in the White House, in July, that we should take offensive action in Afghanistan now.

TENET: We need…

PELLEY: Before 9/11?

TENET: We need to consider immediate action inside Afghanistan now. We need to move to the offensive.

PELLEY (voice-over): In his book, Tenet says that even though he told Rice an attack on Americans was imminent, she took his request to launch preemptive action in Afghanistan and delegated it to third tier officials.

SCHIEFFER: So, what he is saying is that you just sort of brushed him off.

RICE: Well, it’s very interesting, because that’s not what George told the 9/11 Commission at the time. He said that he felt that we had gotten it. And, in fact, the very next day or the day after, Steve Hadley, hardly a third tier official, sat with the intelligence agencies to try and determine what more we could do.

We were concerned for instance, could we go after Abu Zubaydah, who might have some information. But the idea of launching preemptive strikes into Afghanistan in July of 2001, this is a new fact, and I will have to…

SCHIEFFER: Well, why would he say something like that?

RICE: Well, I don’t know. I don’t know what we were supposed to preemptively strike in Afghanistan. Perhaps somebody can ask that.

    Every journalist, pundit and “expert” who gets air time on a ‘news’ program should be required to see Bill Moyers’ “Buying the War” which shows how irresponsible reporting owns the blame for the Iraq debacle.

    Afterward, they shouldn’t be allowed back on teh air until they promise restitution for their actions by standing up to the criminals running our country into the ground.

    Perhaps that’s why Condi is getting asked a tough question here? Some of those in the media woke up from their stupor and decided to stop kissing White House ass?

    Take a closer look at the timeline involved. This warning was several days before a daily presidential briefing titled “bin Laden determined to strike inside the US”.

    This means that Rice and Bush had two full months before the 9/11 attack to try and thwart the attack. What did Bush do during these critical days? He took a month off in Crawford fishing for perch and other important matters like raising campaign cash.

    The more we see from Dr. Rice the more ugly the picture becomes. She makes Alberto Gonzales look competent.

    So, she can find the time to appear on three talk shows today, but can’t find an opening in her schedule to appear before Congressional committees.     Not only did Tenet try to warn her about the pressing need to deal with Al Qaeda, so did Richard Clarke and Sandy Berger. She tried to lie and say that they didn’t, but in his book Lies and the Lying Liars that Tell Them, Al Franken showed she was lying:

    Bill Clinton’s far-reaching plan to eliminate al Qaeda root and branch was completed only a few weeks before the inauguration of George W. Bush. But might I direct our mutual friends, my readers, to a certain December 30, 2001, New York Times article? Perhaps you know the one, Condi? Shall I quote it? “As he prepared to leave office last January, Mr. Berger met with his successor, Condoleezza Rice, and gave her a warning. According to both of them, he said that terrorism-and particularly Mr. bin Laden’s brand of it-would consume far more of her time than she had ever imagined.” (Italics mine.)

    Didn’t we already know that the attack on the USS Cole was directed by OBL by that time? Bush&Co are quick to blame Clinton for not attacking OBL before we knew it was AlQaeda who committed the act, but by this time, it was known that OBL was the leader of the group.
    In fact, we knew it by December 2000, and Bush had nine months to attempt to take him out.
    Then they ignore this warning in July
    They ignore the PDB in August
    They prefer to attack the wrong country after 9/11.

    This is more than SNAFU — this is criminal.

    The answer is: Yes you were supposed to strike Osama Bin Laden in July 2001. May not have stopped 9-11. But the evidence was there for past crimes (USS Cole).

    The problem was that the Administration had a different strategy for Bin Laden back then. It was to rely on friends (close personal riends of the Bush family), Saudi Arabia, to reign Osama in. But Osama is a rogue and not controllable by yhe royal family.

    The mistake was the strategy that the Administration has pre-9-11.

    Are we really supposed to believe everyone would have dropped their “Commander in Thief” banners and supported what would have been quickly portrayed as a pointless and unprovoked attack on the poorest country in the world? Based on a terrorist act the administration assured us was “imminent?”

    It’s one thing to ding Bush for not going after Al Qaeda more aggressively. But it takes the zip out of it when you ding him for not doing things you would never have supported.

And I guess that three thousand dead Americans aren’t enough to send in the special forces and gunships to drag him out of the Pakistan borderlands.
