They knew that by investigating her now, it would put her testifying before congress in the "double jeopardy" situation that got Oliver North off on a technicality. The Bush administration would rather throw Ms. Goodling under the bus and prosecute her for doing something that Gonzales set her up to do, than they would have her testify in front of congress. Personally, I would be for giving her 100% immunity from any prosecution if it would bring down this criminal regime. My bet is that they started this investigation to stop Ms. Goodling from testifying.
