President Bush and congressional leaders have begun negotiating a second war funding bill that omits the withdrawal timeline. The second measure would step up Iraqi accountability, “transition” the U.S. military role, and show “a reasonable way to end this war.” Some conservatives are “beginning to move away from the White House to stake out a more critical position on the U.S. role in war.”
“Lawmakers of both parties are making a new effort to pass a federal shield law to protect reporters from being forced to reveal their sources.” Such protection “would give government whistle-blowers more reason to reveal corruption when they know that reporters will be shielded in most cases from prosecutors’ efforts to reveal information.”
Stuart Bowen, the inspector general “who uncovered cases of waste, fraud and abuse in the U.S.-led reconstruction effort in Iraq,” is under investigation by a presidential panel. Former employees “filed complaints last year about Bowen not showing up for work for long periods of time in 2004,” and that he “had employees work on a book that is to explain the lessons of Iraq reconstruction.”
U.S. News reports, “One of [Rep. Henry] Waxman’s next objectives will be not only to examine false claims by administration officials to justify invading Iraq but also to expose people and companies that have profited disproportionately from the war, congressional sources say. Hill Democrats think this line of inquiry will be explosive and will tarnish” war proponents.
“Members of a World Bank board committee investigating the conduct of Paul D. Wolfowitz, the bank president, are leaning toward finding that he violated the institution’s rules against conflicts of interest when he arranged a pay raise and promotion for his companion.”
Sen. Dianne Feinstein (D-CA) has introduced legislation to “shut down the Guantánamo prison and transfer the 385 or so people still held there to more conventional, and accountable, detention facilities.” The New York Times calls Feinstein’s initiative “as welcome as it is long overdue.”
“The House approved more money for the popular Head Start program Wednesday after rejecting a GOP-led attempt to allow religious groups participating in the program to hire and fire staffers based on religious grounds.”
27: Number of times President Bush mentioned al Qaeda during his speech on Iraq yesterday. “For America, the decision we face in Iraq is not whether we ought to take sides in a civil war, it’s whether we stay in the fight against the same international terrorist network that attacked us on 9/11,” Bush said.

Last November’s mid-term election gains for Democrats, we were told repeatedly at the time, were all about the war. Just the war, and nothing domestic. But while all eyes are supposedly focused overseas, the Bush administration has all along been quietly destroying the regulatory systems put in place by better men to protect Americans from the ravages of capitalist extremism.
Virtually every department, from the FDA to the EPA, is a shameless mockery of its former self. The Labor Department invites the eradication of whistleblower protections. The EPA lobbies against its own obligation to regulate greenhouse gas emissions. The FDA approves drugs against its own advice. The USDA’s lax inspection practices allow tainted produce and Mad Cow meat to enter our food supply. And now they’re killing our pets.
…This is the result of year after year of the Bush administration doing everything possible to cripple its own regulatory bodies—we are not safe from our own food, and the government is moving to obscure, not address, that fact. That sandwich you ate for lunch may be poisoning you, and you may never find out about it. You surely won’t if the FDA has any say in the matter.
This is deregulation. Sleeping pills that cause people to cook and drive while unconscious. Usurious interest rates that force careless youths into a lifetime of debt. An EPA that is illegally shutting down and dismantling its own libraries. Fish that give you brain damage. Pet food that kills pets. Spinach that kills people. This is the magic of the free market. This is the Reagan revolution in full ascendance. Massive multi-merged companies are in the clear. You and me? We’re on our own.

Federal Prosecutor Monika Harms said that the case did not have a sufficient connection to Germany to warrant exercise of her legal discretion, noting that the alleged crimes were committed outside of Germany, the defendants do not reside in Germany. Spain passed a universal jurisdiction law of its own in 1985, invoking it most famously in the case of former Chilean dictator Augusto Pincohet.
The German complaint against Rumsfeld…alleged that they were responsible for the torture of the 12 plaintiffs and authorized the commission of other war crimes in the US “war on terror.”

May 3rd, 2007 at 10:30 amThe “negotiations” on the bill are likely to end in a draw. Bush is an idiot and he’ll refuse to change his mind on anything. And what I’ve seen from Pelosi and Reid in the last couple of months is that, given the choice of confronting Bush or letting him have his way, more often than not they confront him. This is a process that is moving in the direction of ending the war. It’s a slow one, because it requires enough of the Republicans to break away from Bush to come up with a bill that’s veto-proof. The closer we get to election season, the more reasonable the Republicans will be.
Why do you think Perino suddenly went after Kerry? It wouldn’t have anything to do with him starting a massive campaign against four weak GOP Senate seats, would it? Those four are going to be on the hot seat. They’ll have to start thinking about their Senate careers coming to an abrupt end if they’re too far out of sync with their constituents on the war. Just watch.

And what do you think is the “best way forward in Iraq”? It’s a disaster so far and not getting better. This President has not exit strategy and never did. I suspect he was hoping God would advise him. He does seem to hear voices in his head.
I wouldn’t be surprised if the funding bill had specific benchmarks spelled out and was broken into three parts where funding was frozen if a benchmark was missed.
Read the full story, Exley, not just the headline. Pelosi & Reid are looking for a way to change the direction of the war and to bring it to an end. They could let the Veto stand, but we know what kind of screaming you’d get into if they did. Bush would probably declare martial law. So they’ll end this thing with a budget of a thousand cuts.
Remember, Bush does need the money. As the end of June approaches, he’ll be the one more desperate to sign a bill –any bill. But the surge isn’t working and the Republican presidential hopefuls are having their first debate and the clock is running down on this Commander Guy and his quagmire. Will he risk a 2nd veto? Will the Republicans risk overturning one if he did?
Bush is a lame duck. His only ace is that he’s the Commander Thingy. He’s the guy who decides things. (When Cheney isn’t there.) And so they have to send him something. But he knows he hasn’t got much clout. He’ll sign a ’strings attached’ bill. And then he’ll see his base vanish over the summer recess and the War will be called due to missed benchmarks in September. Gosh, just as if he’d agreed to the timetable for redeployment in the first place.

The remaining number of troops in Iraq would be moved out of Baghdad to relatively stable areas of the country (such as the Kurdish north and some Shiite areas) to serve as a rapid response force to attack Al Qaeda targets.
Our fight in Iraq is against Al Qaeda. The Shiites and Sunnis can fight among themselves all they want. No American soldier should die because they cannot put aside their ancient religious and tribal differences.
