With Bin Laden ‘Stronger Than Ever,’ U.S. Officials Concede Overestimating Damage Done To Al Qaeda

shrugsIn the months after September 11, President Bush declared victory over the man he once pledged to capture “dead or alive” and began turning his focus to Iraq:

I am deeply concerned about Iraq. … I truly am not that concerned about [bin Laden]. … We shoved him out more and more on the margins. He has no place to train his al Qaeda killers anymore. [President Bush, 3/13/02]

The results have been predictable: As the U.S. has been mired in an Iraqi civil war, bin Laden has slipped away from the crosshairs and is using his freedom to help al Qaeda resurge all over the Middle East. U.S. News reports this week that “bin Laden already has a safe haven in Pakistan — and may be stronger than ever” as al Qaeda “retains the ability to organize complex, mass-casualty attacks and inspire others.” Bin Laden is behind much of this resurgence:

The broader movement inspired by al Qaeda has only grown bigger, largely because of the group’s powerful propaganda machine. Bin Laden and Zawahiri have been able to fill in the gaps between their megaplots with a rising stream of smaller-scale, homegrown attacks.

Now, well over five years after 9/11, some administration officials are conceding they may have been too hasty in declaring victory over bin Laden:

Privately, U.S. officials concede that they had overestimated the damage they had inflicted on al Qaeda’s network. The captures of successive operational commanders, including 9/11 planner Khalid Shaikh Mohammed, amounted only to temporary setbacks; they were replaced with disturbing ease. “We understand better how al Qaeda is withstanding the offensive that was launched against it in 2001 and later,” says a senior U.S. government official.

Bush is using the rise of al Qaeda as fodder to promote his misguided escalation plan in Iraq. He now claims that al Qaeda has made Iraq a central front in the war on terror, but al Qaeda leaders view Bush’s Iraq strategy as more opportunity to launch attacks against U.S. troops. “Iraq has, of course, been an undeniable boon for al Qaeda, both as a battleground and a rallying cause,” U.S. News adds.

no kidding. I hope the American people realize someday that brute force and war will never properly solve conflicts – there’s always another “problem” that arises when dealing with issues this way…

The politicians promise us “success” and peace, but never, ever deliver on these promises.

Only when we have a completely new direction in our foreign policy will we achieve these – we need a foreign policy that doesn’t overthrow governments, doesn’t invade nations and kill civilians, doesn’t have military bases in 120+ countries, doesn’t prop up dictators with billions in “foreign aid”

I was disgusted with the MSM when Kerry pointed out during the Presidential debates that Bush had said to the media he didn’t care about where bin Laden was and the MSM didn’t play that clip again and again. NO, they played tape about Kerry mentioning that Cheney’s daughter was lesbian. It was sheer hypocrisy since even the Cheneys had used their daughter’s sexual preference to gain political points. But the clip of Bush blowing off bin Laden as small potatoes and no concern of his was truly outrageous. It just goes to show you how small minded middle America is.

  6. Mr. President says:

The reason for opposing this war is not “that it is un-winable”, but rather, “that it is immoral” or “unethical”. The fact that bin Laden is still at large, does not negate the validity of a “war on terror”.

  7. Crump's Brother says:

I suppose getting bin Laden would mean that there would be no boogie man out there which we could scare the American people with. Gotta have an enemy if you want unending war.

Bush’s destruction of all things conservative claims another victim. The term “conservative estimate” now means just the opposite: something wildly overestimated, with no basis in reality. While conservatives had to spend decades of effort to trash the liberal brand, Bush has done the same for them in seven short years.

And guess what, y’all — Remember when the MSM was saying that an “extremely high-ranking White House official” was caught in the Palfrey call-girl ring? UKNOWN LETTER FROM OBL TO BUSH

After numerous rounds of “We don’t know if Osama is still alive,” Osama
himself decided to send George Bush a letter in his own handwriting to
let him know he was still in the game. Bush opened the letter and it
appeared to contain a single line of coded message:

    *370HSSV-0773H*

Bush was baffled, so he emailed it to Condi Rice. Condi and her aides
had no clue either, so they sent it to the FBI. No one could solve it
at the FBI so it went to the CIA, then to the NSA.

With no clue as to its meaning, they eventually asked Britain ’s MI-6
for help. Within a minute MI-6 cabled the White House with this reply:

“Tell the President he’s holding the message upside down.”

“Gosh, I just don’t think I ever said I’m not worried about Osama bin Laden. It’s kind of one of those exaggerations. Of course we’re worried about Osama bin Laden.” (October 13, 2004)

“All I would ask them to do is listen to the words of Osama bin Laden and take him seriously. When he says he’s going to hurt the American people again, or try to, he means it. I take it seriously, and the people of NSA take it seriously.” (January 26, 2006)

I makes all the difference in the world – we are in an unjust war in Iraq, when we should have stayed and got the job done in Afghanistan against OBL. Like most people in the world, I was for our attacking OBL and the Taliban, yet we effectively gave up the fight in order this president to pursue his lust to attack Iraq – unjustly.

Conceding an overestimation of damage to Al Qaeda, is part and parcel of the lies this administration has used to gain support for an unjust war in Iraq. One that has cost more American lives than those who were lost on 9/11. One that has cost billions of dollars that could & should have been spent here in America.

It’s useful for the Bush administration to continue using this slogan (which they’ll do as long as the public keeps buying into it), because it protects them from having to answer real questions like “Who are the people we are fighting this war against?”, or “Why are all our resources in Iraq when the people who attacked us on 9/11 were not from there?” You know – real questions.

I am not in favor of a total withdrawal from Iraq. I support Hillary Clinton’s proposal to remove most of the U.S. troops from Iraq but also keep a effective rapid response force there outside of Baghdad to fight hunt and destory Al Qaeda elements in that country.

There won’t be any necessity to leave our people behind to fight Al Qaeda. The Iraqi’s hate AlQaeda and the minute we leave, they will throw them out on their ears. The only reason why they tolerate them now is because they are helping them kill Americans. Take the target away and there will be no reason for the Iraqi’s to allow Al Qaeda to stay. There will only be one reason for us to leave our troops behind and that will be to protect the oil if we are able to steal it from the Iraqi’s. But right now, the Iraqi’s are winning on that one too.

It’s too bad that our “national security” people didn’t spend a little more time researching terrorists’ mindsets and organizational practices (it’s not like there haven’t been plenty of terrorist organizations in the last 50+ years to research). A little research–granted, not exactly a neocon practice–might have rewarded the Administration with this little tidbit: Successful terrorist groups operate in small cells, kept largely unaware of others NOT in their immediate cells by their higher-up contacts (who tend to operate under a great deal of secrecy) so as to minimize a massive collapse when “little fish” get captured. (Additionally, there’s a fair amount of “refreshing” which predated the internet concept–updating plans to factor in last-minute changes.)
All the Bushies had to do was talk with British intelligence about the IRA or talk with Italian intelligence about the Red Brigades or talk with Spanish intelligence about ETA or even spend some time with Israeli intel about the various Palestinian groups (PLO, Hamas, PFLP). But, no. That kind of talk would’ve done something that *might* have found bin Laden. Of course, all a capture of bin Laden would really have achieved is a shift in terrorist leaders (and as bin Laden is VERY popular, especially in Afghanistan and the NWFP region of Pakistan, I have little doubt that there would be a massive upsurge in al-Qaeda recruiting with a whole host of potential new leaders).

You have valid points. We actually see some of what you describe going on right now in Anbar province. Sunni militants have now turned against Al Qaeda and are working (albeit, tentatively so) with U.S. and Iraqi government forces.

ANBAR RISING: Life Returns to Ramadi; Uneasy Alliance Is Taming One Insurgent Bastion

    April 29, 2007, Sunday
By KIRK SEMPLE (NYT); Foreign Desk
    Section 1, Page 1,

“Anbar Province, long the lawless heartland of the tenacious Sunni Arab resistance, is undergoing a surprising transformation. Violence is ebbing in many areas, shops and schools are reopening, police forces are growing and the insurgency appears to be in retreat. ”Many people are challenging the insurgents,” said the governor …”

    http://select.nytimes.com/gst/abstract.html?res=F60710FF385A0C7A8EDDAD0894DF404482

If the Sunnis could defeat Al Qaeda all by themselves, that would be fantastic. However, there is reason to doubt that can happen given Al Qaeda’s resources and ruthlessness. Perhaps U.S. assistance to any indigenous Iraqi fight against Al Qaeda could be limited to logistical support, intelligence gathering, and air strikes.

  114. buck turgidson says:

I’ve said from day one that al-Qaeda is not what it is portrayed to be. It was essentially S.P.E.C.T.R.E (SPecial Executive for Counter-intelligence, Terrorism, Revenge and Extortion). Note that Spectre is a kind of undead, phantom. al-Qaeda was a minor organization that achieved an accidental major success. There was no al-Qaeda network, no international conspiracy, no unified jihad–the idea of a unified jihad among Muslims from different areas, ethnic groups and Sunni divisions is preposterous.

There is no question that there were plenty of relatively independent terrorist groups prior to September 11, whose targets were mainly Americans and Jews of any national origin. But the connections between these groups were tenuous at best. Some Palestinian terrorist groups had been trained by Carlos (the Jackal) in the 1970s and early 80s, so there were some connections there. The PLO and its constituent organizations created a number of rival terrorist groups, but many of them hated each other as much or more as they hated Americans (but not Israelis–always the top target). But the Gulf War in 1991 contributed to some unification among various terrorist groups because now Americans were no longer an abstract target, but an invader. At the same time, any external controls that the Russians exercised in the 1970s and 80s was gone–the Russians, having lost Afghanistan and the Warsaw Pact, were no longer interested in maintaining ties with these groups. That cut off the initial major source of funding, so the groups had to switch to self-reliance. That meant that the number of groups was going to dwindle significantly. Sponsorship by Sudan, Yemen, Uganda and the Afghan Taliban, combined with private wealth of some of its members, such as bin Laden, limited the scope of these groups, but continued to nourish them. Because the individuals with the purse strings had the control, they got to run the agenda.

Bin Laden’s group–whether that was the original al-Qaeda or not (it’s an irrelevant point, really)–was supported and sponsored by the Taleban. But the connection was tenuous, as the Taleban had made overtures to expel bin Laden or even turn him over in exchange for certain concessions. This did not materialize and, after the bombing of the Buddha statues, the Taleban grew increasingly isolated, so they turned to their internal friends instead. The US was not Taleban’s enemy, but the groups that came to Afghanistan to fight the invaders needed a new target. They found it in the US that maintained continuous presence in Saudi Arabia. bin Laden, who used to be on the US leash at one point, and his group used their better than average resources to recruit and train a large contingent of “pilots”.

But this does not mean that there was an extensive network. In fact, if there was a network of the kind ascribed to al-Qaeda shortly after 9/11, it would have been a lot easier to intercept them and to terminate the plot (unless the intelligence were completely inept, which it wasn’t). But how can the US government admit that it was outsmarted–with disastrous results–by a ragtag group of terrorist misfits that just happened to succeed beyond their wildest dreams? Not possible!

They had to puff up al-Qaeda beyond any proportions hitherto known. Al-Qaeda became a myth and one cannot destroy a myth. They could have killed every single al-Qaeda fighter and still end up with a live al-Qaeda group (just think of the “I’m Brian of Nazareth!” scene in the Life of Brian). By claiming that there was a broad-based al-Qaeda network, they effectively created one. Now every minor terrorist group that wanted to be recognized could claim its association with al-Qaeda. How can one track a connection between two parts of the same group if the connection is completely fictional?

Is al-Qaeda in Iraq really connected with the original al-Qaeda? Without infiltrators, it cannot be known. And, judging from the success the US has had against it, they have no intelligence within the group. Is the current group in Pakistan/Afghanistan that claims to be al-Qaeda the original al-Qaeda? Probably so, although it is equally probable that only the leadership is the same, as well as the funds. The Iraq War has provided them not only with an invaluable recruitment tool, but also with funding. The original al-Qaeda and the al-Qaeda in Iraq do have something in common–their members are mostly not natives of the region where they fight. In Afghanistan, that put them at an advantageous position, because the Taleban needed friends–especially friends with money. But is that the case of al-Qaeda in Iraq? No! This group of lunatics is actually opposed by local Sunni groups–both those that engage in terrorism and those that do not. And, certainly, they are bitter enemies of the Shiite groups.

The latter point is most significant, because the idiots in Washington–both the Republicans and the talking heads that prop them up–have been beating the drums of war against Iran and pointing their fingers at al-Qaeda in Iraq as evidence of Iranian activity. And the Washington journalist corps will not question this nonsense! The claims make no more sense than they did when these idiots tried to pin the IEDs on Iran. Iran cannot and will not plausibly support most Sunni insurgent groups, but under no circumstances would they support a group like al-Qaeda, which is its sworn enemy. If anything, it is the US that supports the anti-Iranian terrorist groups that may well be allied with al-Qaeda. But, all we hear from Washington is that al-Qaeda is the modern–and non-fictional–equivalent of S.P.E.C.T.R.E. It is a phantom group that aims to destroy Western Civilization through means not dissimilar from those concocted by Fleming’s imagination.

Since the group is largely phantom and they keep looking in the wrong places, of course, Bush&Co could not possibly destroy them. In fact, they’ve done everything to make the group successful beyond its wildest dreams. If the US moved out of Iraq and gave up its bases in Saudi Arabia, any semblance of al-Qaeda in Iraq would be wiped out in a matter of weeks. The problem is that this may have an unfortunate side-effect of essentially a genocide of Iraqi Sunnis, irrespectively of whether they are involved in the insurgency or not. But it is too late to make this problem a priority–the mess is already made and there is nothing the US can do to prevent further escalation. They may delay the eventual coming disaster, but they cannot stop it by military means.

About the only way to prevent this disaster right now is through normalizing relations with Iran and persuading Iran to exercise its influence to protect Sunni civilians in Iraq. This will not happen as long as the Bush clan is in power. We can double the footprint in Iraq and that may slow down the intra-Iraqi bloodshed. But it will result in increased casualties, which is exactly what the new al-Qaeda tape claims. If there is one skill that the real al-Qaeda proved to have it is the ability to play the propaganda game. Whatever their other goals might be, they certainly have not achieved them. Yet, being essentially a phantom group, they evaded capture and avoided destruction–it’s impossible to destroy the group that does not really exist. The trouble is, now every successful terrorist will claim that he’s a member of al-Qaeda. It will be impossible for US and ally intelligence to figure out if these connections are true or not–we’ve created a monster that cannot be caged.

I would say that Pres. Bush was his best friend.

Pres. Bush did nothing to stop the Sept. 11th attacks, despite the warnings from the out-going Clinton Administration.

There were no foreign attacks on US soil after the 1993 Feb attempt on the WTC. It wasn’t until AFTER Pres. Clinton left office that foreign terrorists were able to exploit the failure that was the Bush Administrations concept of national defense.

Pres. Bush has flip-flopped more often than a neo-con on if he’ll ever consider following up on his “promise ” of hunting Usama bin Laden down. Let me guess, you’re going to give Pres. Bush 3-6 more months for success on that failed adventure as well, right?

That Dubya and Cheney could have deflected raw emotions to avenge 9/11 by lying to the public for 5 and 2/3 long years seems to have been an egregious abuse of power. Don’t other republicans feel that way, too?

    Bush=Bin Laden.
