Congress not told of major covert action.

“U.S. intelligence recently undertook a ’significant’ covert action without notifying Congress, as required by law, the House Intelligence Committee disclosed in a new report on the 2008 intelligence authorization bill,” Steve Aftergood reports.

“The Committee was dismayed at a recent incident wherein the Intelligence Community failed to inform the Congress of a significant covert action activity. This failure to notify Congress constitutes a violation of the National Security Act of 1947.”

“Despite agency explanations that the failure was inadvertent, the Committee is deeply troubled over the fact that such an oversight could occur, whether intentionally or inadvertently.” [...]

In response to this lapse, the Committee adopted a provision in its authorization bill that would require the CIA Inspector General to audit each covert action program at least once every three years.

The lack of disclosure was deliberate and most likely approved by Rove or Cheney or both. Once again, can you imagine the howls of protest from Republicans if this had happened under Clinton?

    But it is really a sad state of affairs.

    The President's Constitutional duty is to see to it that the laws are faithfully enforced.

    The President issues signing statements indicating that he will not live up to his Constitutional duty.

    Congress's sole remedy is impeachment.

    Impeachment is "off the table" reducing Congress to pleading with the President to please live up to his Constitutional duty.

    BERLIN - Police raided the premises of leftist groups in cities across Germany Wednesday on suspicion of a plot to attack next month's G-8 summit.

    More than 900 federal and local police officers in cities including Berlin, Hamburg and Bremen searched some 40 apartments or offices used by various leftist groups, federal prosecutors said in a statement.

    The prosecutors said they were investigating more than 18 individuals suspected of organizing a terrorist group. They said they were focused on dismantling a Web server where many leftists and groups and projects maintained their internet sites and mailing lists.

    "The militant extreme left groups and their members are suspected of having founded a terrorist group, or of being members of such an organization, with the specific goal of staging firebombings and other violent attacks in order to disrupt or prevent the upcoming G-8 summit," the statement said.

    The Anti-Fascist Leftists of Berlin said the searches targeted activists who were organizing protests against the summit of the Group of Eight industrialized nations.

    "The only point of these searches is to criminalize and disrupt the protests against the G-8," the group said. "The accusation that terrorists would coordinate their movements through a leftist-run Internet server is ridiculous."

    Federal investigators have expressed concern the summit in the Baltic Sea resort of Heiligendamm could be a target for attack.

    In December, anti-G-8 activists splashed paint on a hotel at the resort in northeastern Germany.

    G-8 summits have often been a magnet for protests against globalization. At a summit in Genoa in 2001, the demonstrations turned violent, with protesters and police battling in the streets for days.

    German security officials have built a $17 million fence around the resort in an effort to keep protesters from the event, hosted by German Chancellor Angela Merkel. The leaders of the United States, Russia, Britain, France, Italy, Canada, and Japan are also to attend.

Cohen, D-Tenn, who is white, pledged to apply for membership during his election campaign to represent his constituents, who were 60% black. Cohen will have to accept what the rest of the country will have to accept - there has been an unofficial Congressional White Caucus for over 200 years, and now it's our turn to say who can join 'the club.' He does not, and cannot, meet the membership criteria, unless he can change his skin color. Primarily, we are concerned with the needs and concerns of the black population, and we will not allow white America to infringe on those objectives."

    Bush Vetoed the money, that legislation has not been passed. Its May op and there is money to june 30.

    The benchmarks were on the Iraqi government, not Bush. The FY 2008 budget is some 520 billion.

    The tribunals at that time were ruled unconstitutional and the Bush administration lost on all counts. However, if I recall correctly, the Court left the door open for Congress to step in, which it promptly did; a sad day for this country. The new rules are still wending their way through the court system and it's not clear how the Supreme Court will rule.

    I'm not as clear on this as I would like to be, so take this with a grain of salt, but I believe that there were two problems -- a Constitutional problem and a legal problem. Congress took care of the legal problem by rubber-stamping what Bush wanted to do. That still leaves the Constitutional issue and it's not clear that what is being done will pass that test. If it does not, the new tribunal system will once again be overruled.

    The people need to hold these individuals personally and collectively responsible for the massive debt we've incurred in the execution of this illegal war. I've heard that the international tribunal is already writing up their charges.

    I fully realize I'm not a regular poster and don't know the history of the back and forth between characters here but honestly, why do people engage such obvious partisan instigators as Jake, m12 and michael? Their comments have absolutely no substance and serve only to bait those who want to have a meaningful dialog.

    Their comments in this thread could be used as a textbook example of the concept of "troll."

    HI Binx and welcome to the TP threads! TP IS a wonderful source of relevant, timely news and information with plenty of sources for their pieces noted. The regular posters here are also a viable, valuable source of information and I've eliminated watching primetime news and reading the newspapers at this point unless/until they are referred to in one of the blogs for a specific article.

    The fly in the ointment, however, is the predictable "hijacker troll" who prowls these threads in the hope of a confrontation. Obviously, these individuals are hate-filled and in need of attention. I agree with you wholeheartedly that these individuals do not deserve the time or energy it takes to engage in dialogue with them. We've also discovered that at least one of them suffers from MPD (multiple personality disorder) and switches monikers as often as three times per thread. You've hit the nail on the head and, without any previous experience or knowledge, identified this particular troll who uses such monikers as: Jake, Michael1, Firehead, and the others.

    Why anyone would give away their personal power to a sicko is beyond me. Any time another individual jerks your chain to the extent that they affect you energetically enough to elicit a response, it's clear that they are "power vampires". We've got several on these threads. Freeze them out. Do not respond to them.

    They litter the threads with inana commentary, obvious hijacking of the discussion, and/or blaming past presidents for the horrors of this presidency. Don't let them trick you into giving them one iota of attention.

    I can't over-emphasize the insight I've gotten reading certain of the commenters on the political sites I frequent. Not only have I developed a more nuanced set of opinions but I've taken great comfort in the shared outrage at the lawless acts of this administration and the passionate support of our Constitutional rights among the eloquent writers that are backbone of the Democratic netroots. Keep posting and ignore those pesky irritant buzzing around your head!

I find the troll posts to be extremely insightful into the mindset of the GOP and their inane talking points. So, in that respect, the posts of this troll actually become fodder for the recruitment of more people to the democratic party (or independent but certainly not republican) than any lofty, expensive PR campaign! Dialoguing with a fool is definitely "fool's play" and I make it a practice to NEVER engage directly with a troll lest I suffer my personal power unto them.

    Most of us here are cognizant of the trolls and warn each other. Although it may be tempting to engage in a head-on collision with one of them, the fact is that they then "vampire" your personal power by engaging you when you don't desire engagement. It's a "power play" well known by psychotherapists.

    Welcome to the threads and I hope our paths will cross again later on! Your point is well taken about this being an outlet to share the level of outrage which is currently reaching critical mass proportions in this country.

    In regard to the actual content of the article we're commenting on, I'd like to ask, how many times do we have to accept "inadvertant" as an excuse? The most recent example being the millions of Rovian RNC emails that were "accidentally deleted."

    Do we have to take this as simply another "mistake" or are there criminal or procedural actions we can take to force the administration to take responsibility for their negligence? You wouldn't let a child lie to you time after time without some sort of response, what can our's be?

    Al qaeda has not signed the GV conventions, and therefore are not eligible for POW status. Since the other party has not signed the deal, we are not bound by it. They do not fight under any nation or any flag, and cannot be considered soldiers.

    You might have your ideal about how these foreigners should be treated, but it doesn't mesh with the American people, and didn't mesh with the last Congress.

    So lets take a look at the Iraq war. Has Iraq signed the Geneva conventions?

    Yes. In 1956.

    Has Al Qaeada's nation of origin, Saudi Arabia, signed the accords?

    Yes, in 1963.

    Have Iran or Syria signed the accords?

    Yep, both in 1949.

    If you want to list countries now, I can keep on giving you years in which they signed.

    Al Qaeada as a NGO is protected via the fact that its members are nationals of signatory states. That as a militia it is not a signatory to the accords is irrelevant, as this would translate into every militia in the world having to have signed.

    Al Qaeda qualifies for individual protections guaranteed by law, rather then the protections granted as POWs. As such, an Al Qaeda operative may be charged with murder for killing a "enemy" soldier.

    However, that same operative is still guaranteed protections under American law, and article IV of the geneva conventions (as per the Celebici Judgment which holds that there is no gap through which someone can fall and find themselves without any rights.)

    Of course, under American law, where habeas corpus has been eliminated and anybody anywhere can be arrested and held indefinitely, tortured, and denied the right to appeal until a Combatant Status Review Tribunal has heard their case (Which can be staved off indefinitely as there is no time limit on just when the tribunal has to be called) this is all irrelevant - as anybody can be declared a potential enemy combatant and thus stripped of all of their rights.
