POLL: 67 Percent Of Congressional GOP Say No Iraq Exit Even If War Hasn’t Improved By September»

House Minority Leader John Boehner (R-OH) said this week, “By the time we get to September or October, members are going to want to know how well this is working, and if it isn’t, what’s Plan B.” His remarks were echoed by Senate Minority Whip Trent Lott (R-MS).

But a new National Journal “Congressional Insiders Poll,” which surveyed 124 members of Congress, finds that the September deadline may not mean much to war supporters.

Fully 67 percent of congressional Republicans say that even if conditions in Iraq have not improved significantly by September, Congress will still not pass legislation withdrawing U.S. forces out of Iraq. They give reasons such as, “Democrats will try, but fail,” and “No complete withdrawal can occur without Al Qaeda setting up a safe haven.”

Question: If the political and military situation in Iraq has not significantly improved by September, will Congress enact legislation to withdraw U.S. troops from Iraq?

In contrast, 59 percent of congressional Democrats said they believe Congress will pass withdrawal legislation if conditions don’t improve.

Also, unlike their GOP counterparts, the Democratic members who say Congress will not pass withdrawal legislation say they feel this way because they don’t believe enough war supporters will buck President Bush — not because they oppose the idea of withdrawal.

    The headline seems to me to be very misleading.

    Congress, consisting of the House of Reps and the Senate has about 282 Republicans. Since the number of respondents was only 36, then this represents about 15% of congressional republicans or about 11% of republican Representatives. Of those 36, 67% would not favor a redeployment or withdrawal by September regardless of the situation on the ground.

    Is my summary off or should you correct the headline for this article which appears to overstate the situation.

    My math was off above…the total of repugnants in the Senate is, what, 48 or 49 if you include Leiberman, and in the House, 202. Total 250. So my percents are off a bit….but the point holds, I think, that the headline should indicate that 67% of the 36 republicans interviewed are living in denial and will continue to be oblivious in the Fall.

We could leave Iraq today and be better able to monitor by sattelite and spy planes the progress the enemy may be trying to make and we have the ability to destroy it at any time from afar. There is no real need for such a huge force of troops on the ground when we have control of the air. Our mission should be to guard Iraq’s borders, maintain a small but stable force for training Iraqi’s and ensure that outside interference is stopped or at the very least minimized.     Also, what are they using to determine “progress”? Patreaus has already said they expect casualty rates to go up, and Bush himself said that we should not judge progress based on casualty rates. With Muqtada Sadr growing stronger in the Iraqi government, I wouldn’t consider that progress. And it will be very difficult for the government to make progress while taking a two month recess. So again, what are they using to determine “progress”?

    What defines “improved”?

    These terms need nailing down. If there’s one thing anyone should have learned after more than six years of Bush-Cheney and Republican rule, it’s that words mean very different things to them than they do to everybody else.

    Democrats aren’t stupid people. They know Bush has snookered them at every turn, so why are they letting these very vaguely and loosely defined ‘understandings’ get reported, to take root in the people’s minds? “General Petreus will report back in (first it was) the middle of summer (and now it seems the middle of summer means) September/October.” That’s when any further real discussion about Iraq has been put off to now. “And if there’s improvement….” What’s improvement? If five U.S. troops paint a school in one of the heavily reinforced zones, that’s going to be spun by Bush as improvement. Never mind that for children to attend that school, hundreds of U.S. troops have to surround the perimeter of it the whole time school is in.

    With Hillary wanting to keep a residual military force in Iraq (70,000 troops), I don’t see either party desirous of ending this farce in Iraq. Apparently Democrats support the oil law being pushed on the Iraqis, and want the multinational oil corporations in there. I don’t see the Democrats’ commitment to leaving Iraq. After all, if the war is ended before the 08 elections, what are Democrats going to run on?

Should Bush remove the troops now, it will be very clear that the responsibility for the damage, the costs, the lives, the body parts, rests solely with him.
