He had his entire crew masked against hazardous pollutants and even handed out spare masks to responders. He thought that the city wound follow throught as well. He learned later that the government (both city and national) had declared the area safe to work in. His only regret is that he did not order masks for each of the people working on the site, he thought that the city would do so.
