Congress Must Reject The Toothless Supplemental

Yesterday, congressional leaders relented and removed a timeline for withdrawal from the Iraq war spending bill.

The mainstream media reports today that war critics “handed President Bush a victory.” But this victory for President Bush is a defeat for the American people. While the new supplemental bill will likely pass, members of Congress need to use this opportunity to go on the record once more about their opposition to Bush’s course in Iraq.

With his veto, President Bush rejected a supplemental bill that required a change in course. In a similar vein, Congress should follow Speaker Pelosi’s lead and vote to reject a bill that maintains stay the course. Here’s why:

1) Maintain unity for withdrawal: Pelosi and Reid showed tremendous leadership in creating a bipartisan majority for withdrawal. That unity is now threatened. Those members “who reluctantly have backed House leaders on the Iraq spending bill may defect due to the leadership’s decision to eliminate any timeline for withdrawal from the legislation.” Furthermore, to pass the supplemental, many members favoring withdrawal may ally with conservatives who overhelmingly favor an open-ended commitment in Iraq.

2) A toothless option: The new bill will likely “incorporate the benchmarks-based provision authored by Sen. John Warner (R-VA.),” but “Bush could waive these requirements if he submits a report to Congress on why he is doing so.” The final bill is also likely to be “stripped of other features that Mr. Bush had previously resisted, including readiness standards that would have prevented troops from being returned to Iraq within one year of serving there or without adequate training and equipment.”

It doesn’t have to be this way. Congressional leaders need to live up to their word and continue to fight for a change of course in Iraq. We’ve laid out four possible courses of action for them to take.

But in the meantime, anyone who supports accountability for President Bush’s Iraq policy must reject this blank check for war.

    It should be rejected, but not many in Congress have spines to stand-up to Bush. Rep. Kucinich is one of the few in the House with guts, and Sen. Feingold in the Senate, But Rep. Pelosi and Sen. Reid are wavering now.

    It is time for the Democrats to draw a line in the sand, and caste out those congressmen who vote in favour of this supplemental.

    They came in claiming their victory as a clear mandate against the Iraq war, if they do not take that mandate seriously, they do not take the voter and consequently do not deserve a single vote.

    They’re different, to be sure, but in the final analysis, no better.

    Had this Congress actually wanted to end this disastrous occupation, all they would have had to do is rescind the AUMF. No authorization, no war. Period. And the rescinding of the AUMF would not have been something Chimpy could have vetoed.

    Congress’ failure to end the occupation in this fashion displays their tacit acceptance of this administration’s policies, notwithstanding all their vociferous opposition.

    The two party system is a disease, and America can’t stand much more.

    #5 ~ There’s a difference between blocking legislation and allowing it to fail. It still needs to be voted on.

    That being said, I think it will pass because until we can force a policy change on Iraq (and dear god, Iran) it doesn’t do anyone any good to strand the troops without support.

    Bush may have won this round, but we crave and want power so badly that we will do anything to stay in power.

    Wait a minute, we are very different than the Republicans. We create social programs that keeps voters down, keeps them poor and makes them believe we care for them. Republicans push people to get jobs and make every effort to make it in life.

    It took 10 years and the largest mugging ever (9/11) to get the US back into Iraq. Why do so many here seem to think that everything will be solved by one vote in the House? If you’re mad at the Democratic leadership, communicate that to them.
    But you may want to check Meteorblade’s thread at Kos; repeatedly sending the same bill to be vetoed will simple reinforce the prevalent idea among many, if not most, citizens that the Democrats are responsible for any lack of funding by the troops in Iraq. That way lies defeat for any exit from Iraq.
    The bright (?) side is that, slowly, more and more citizens are waking up to who is actually responsible. The President’s approval ratings are at 30, give or take a point; support for defunding Iraq is in the 40’s and at present there is not a veto-proof majority in either House.
    Hopefully we can stick together long enough to prevent any further acts of despotism by the present Administration as well as start cleaning up the mess they have made.

    The Dems COULD have ended the war WITHOUT A BILL. All they needed to do was NOT offer a bill to fund it. They caved. They signed a death warrant for our troops…and many innocent civilians.

    It IS simple: no money, no war. But too many of the Dems, including their “leadership” have no conscience. They’re weak, fearful and they don’t care enough about the people who are dying. They also said “f%ck yourself” to the 70% of us who demanded that our troops be brought home.

    No apologies. No forgiveness. We need to show OUR resolve; if the political process doesn’t work…and it doesn’t…we need to destroy the tyranny in our country through non-cooperation. Like Gandhi, or the Czechs in the 90s.

    There ARE some good Dems…like Feingold. But they can’t save our democracy or our troops. We’ll have to do it ourselves. And it won’t take place at the ballot box. If we want our freedom, we’ll have to demand it in the streets. Period.
