In her recent testimony before the House Judiciary Committee, former Justice Department official Monica Goodling tried to dismiss voter suppression allegations against Karl Rove-protege U.S. attorney Tim Griffin. As ThinkProgress noted, she called the voter suppression tactic — known as “caging” — just as “direct-mail term.”

In today’s washingtonpost.com daily chat, Washington Post congressional reporter Jonathan Weisman was asked about why Congress didn’t follow-up on her erroneous testimony:

Orlando, Fla.: I want to know why Congress didn’t jump on Monica Goodling’s testimony about caging? Aren’t they aware that it is illegal? Thank you.

Jonathan Weisman: They jumped on lots of stuff. I thought Rep. Artur Davis of Alabama won the prize for best performance as a grand inquisitor. So what is this caging thing?

The allegations against Griffin are serious. They are serious enough that Goodling briefed Deputy Attorney General Paul McNulty on them before he testified before the Senate Judiciary Committee. Congressional sources have also told ThinkProgress the Bush administration was worried about the allegations and decided not to proceed with the Griffin nomination before the Senate because it would draw attention to this very topic.

In 2004, BBC reporter Greg Palast obtained two e-mails — prepared for the executive director of the Bush campaign in Florida and the campaign’s national research director — that listed “1,886 names and addresses of voters in predominantly black and traditionally Democrat areas” of the Jacksonville, FL Naval Air Station. Palast explains:

Here’s how the scheme worked: The RNC mailed these voters letters in envelopes marked, “Do not forward”, to be returned to the sender. These letters were mailed to servicemen and women, some stationed overseas, to their US home addresses. The letters then returned to the Bush-Cheney campaign as “undeliverable.”

The lists of soldiers of “undeliverable” letters were transmitted from state headquarters, in this case Florida, to the RNC in Washington. The party could then challenge the voters’ registration and thereby prevent their absentee ballots being counted.

In 2004, African-American leaders denounced the caging scheme as “another ’shameful’ Republican effort to keep blacks from voting.”

So to respond to Goodling and Weisman: caging is a voter suppression tactic. Suppressing votes on the basis of race is not only illegal under the federal Voting Rights Act, but also unconstitutional.

We could drive Priuses the rest of our lives and never eat a steak again and we would still be just as thoughtless as McChimpy HaliCheney. We must end ALL immigration to America from third world countries - it’s the only way to SAVE THE PLANET!

    It is stunning that so many in such responsible positions, who either should know what caging is but don’t , or, more likely, are being at best incredibly disingenuous or at worst just plain lying. The NRC has been under a nationwide federal restraining order for at least the last 20 years to not engage in “caging” and yet here we have several member of the House Judiciary Committee who claim/demonstrate ignorance. What’s up with that?

    Also, when Ms. Goodling was testifying about Tim Griffins’ caging activities, she stated that she had a discussion with Mr. Griffin about his appointment to the Arkansas USA position. That discussion, Ms. Goodling stated, occurred “during a social visit” with Mr. Griffin. That seemed an odd description, and makes me wonder if she had a romantic relationship with Mr. Griffin that may or may not be relevant to this whole scandal. I’ve not seen any mention of this in the media nor in any blogs that I’ve visited. Anyone have any thoughts or additional information on this point?

    Another way they did their caging was to mis-address the envelopes to guarantee that they came back not deliverable. And I understand in Florida, if this happened, they took that person off the voter registration roles.

    It’s too bad that the Republics can’t win an election without cheating. If they are as wonderful as they think they are, why do they have to steal elections?

    We are in deep shit and hopefully we can get this madman out of office before he does permanent harm to this once great nation.

    that is the wacked out version. Let us not forget that Democrats LOST the election, and didn’t like it. Thus they went to a judge and asked for a recount. It wasn’t until the third recount, forced by a Liberal/Democratic Party judge that all of a sudden 2,000 new Democratic votes were found.

    I read on Think Progress this afternoon you’re unaware what caging lists are. First, Caging Lists are illegal under the federal Voting Rights Act, and unconstitutional. They’re also the method Karl Rove used to help George Bush win in 2000 and 2004. I suggest you run to the library and read the first chapter of Greg Palast’s “The Best Democracy Money Can Buy”. Then read his next book “Armed Madhouse”. You can also visit his website for free and get all the info…GregPalast.com.

    There’s overhwleming evidence they’re planning on using Caging Lists in 2008. Infact, Palast presents evidence 4-8 million black, Hispanic and other minorty Americans will be caged out of their vote and never know it.
