Petraeus Adviser Says Escalation ‘Is Likelier To Fail Than Succeed At This Point’»

Over the weekend, Fox News pundit Fred Barnes claimed that in September, Gen. David Petraeus will report “great progress and say [Baghdad] is heavily pacified.” That optimistic assessment is not shared, however, by one of Petraeus’ key advisers.

On CBS Evening News last night, Stephen Biddle, an early proponent of the escalation, argued that Bush’s strategy in Iraq is “likelier to fail than succeed at this point.” Biddle assessed that there is “maybe a one in ten” chance the escalation will succeed. “Maybe it’s a one in five longshot, if we play our cards right,” he said. Biddle is right to be cautious about the escalation’s success. Despite a brief lull at the beginning of the surge, sectarian murders in Iraq are on the rise again. Car bombings, chlorine bombs, and the use of children as bombers have all also increased. On Tuesday, May became not only the deadliest month for U.S. troops in 2007, but also the third deadliest month in the entire war.

DAVID MARTIN: This is David Martin. All the troops for the surge are now in Iraq. And U.S. military officers say American casualties are likely to go still higher when operations hit full throttle the second week in June. Compounding that grim forecast, Stephen Biddle, an advisor to the American commander in Iraq, says the odds against success are long.

STEPHEN BIDDLE: If I had to put a number to it, maybe it’s a one in ten. Maybe it’s a one in five longshot, if we play our cards right. There’s no question that this is likelier to fail than succeed at this point.

DAVID MARTIN: In an effort to wipe out insurgent strongholds, U.S. troops will be moving into parts of Baghdad and the surrounding countryside, where they have never been before. But even with the surge, former marine Bing West says, there aren’t enough troops to chase insurgents all over Iraq.

BING WEST: The insurgents move 60 to 100 kilometers in a night. And all of Iraq is so flat, has such terrific highways, that you can scoot very quickly from place to place.

MARTIN: According to Biddle, success depends on coercing insurgent factions into accepting a cease fire.

BIDDLE: 160,000 troops is not enough to secure the whole country. But it’s a powerful source of sticks and carrots. If we start using it selectively to reward those who cooperate and consider cease fires, and to punish those who don’t.

MARTIN: There are cease fire negotiations going on with insurgents, but for now one military officer says, “there out to kill us, we’re out to kill them.” David Martin, CBS News, the Pentagon.

    War does not bring peace, and this war is no different than those in the past.

    It doesn’t matter to Bush and his sycophants whether the surge succeeds, or just succeeds in killing more American soldiers. Bush’s endgame strategy is to just stretch this war of his out until he leaves office. Then when an adult is President we will finally pull out of Iraq.

    And Bush and his puketrolls defenders can go to their graves without having to say they were wrong. “We would have won if only we had another 6 months”.

    The “surge” succeed? Let’s just say Bin Laden has a better chance being the Republican candidate for President in the year 2012.

    Iran won the “war” in Iraq and there is fu#k all we can do about it. US theft of Iraqi oil is impossible with a healthy and robust Iran next door but we still have a choice: We can make the clusterf#ck worse by attacking Iran (and then Russia and then China etc) or we can admit we screwed this up beyond all repair and get the hell out of Iraq ASAP.

    You have to have some real war experience to understand that there are some hills you simply have to give up if you are going to live to fight another day.

    I get the feeling Biddle is low balling the chances of progress so that if there is even minor improvement it will seem like a major success. I hate to be a cynic, but these folks (anyone in the Bush Administration or appointed by Bush) have a long way to go to earn my trust back.

    Last time I checked, half of the so-called “troop surge” wasn’t even deployed in Iraq yet.

    Last time I checked, Congress (which is controlled by the Democrats) decided to continue to fund the war without setting deadlines for troop withdrawls if things don’t improve in Iraq.

Bush administration insiders are now whispering about another surge of approximately 60k, to bring us up to about 200k total.

    Also, the Dems in fact were vetoed by the President. But I’ll tell you what. I’d be happy to placate you by agreeing with your asinine suggestion that the Dems are pushing this war, if you in turn take your kneejerk hatred of all things Democratic and turn it against this war. Let’s bring our troops home now.

    They have not completed deploying the “surge” INSIDE OF IRAQ yet. Units are still mobilizing for the move. When those troops are on the ground inside of Iraq, then my friend they will have been deployed.

    And yes, your right, the Dems were vetoed by the President. However, all they would have to do is, N O T H I N G……. President Bush can’t veto a budget if one isn’t sent to him. Therefore, no funding would have been available to continue the war. Thus, the war would have to come to an end. Need proof, just check Vietnam war history.

Biden is part of the crowd saying that it would have harmed soldiers to not continue to fund this debacle. What a joke. Not funding this war would have forced them to budget 10 billion of the remaining dollars for removing all of the men and materials safely.
    End of story.

    I personally don’t see how this surge can be measured in a matter of MONTHS. However, the war can be measured in a matter of YEARS.

    After four years the war is a complete disaster, and Bush will not own up to his miscalculations. That means more money and more blood for years to come.

    Many bright scholars say a military solution is not possible. Iraq has a long, long, long history of conflict, and more conflict is just not going to solve much of anything.

    Yes, Saddam Hussein is gone but what replaces him may not be the nice little democracy that George W. Bush envisioned for this conflict-ridden country.

    Nonsense. The Congress shut off SE Asia military funding (1973’s Case-Church) AFTER Nixon signed the peace treaty, had withdrawn most of the troops, and, as it turned out, too late to save the Cambodian gov’t from the effects of the massive bombing.

    The prior shutoff of funds (1971’s Cooper-Church) extended the draft, and the final bill dropped the shutoff date, changing it to ‘earliest practicable date’ — not so different than the current Congressional imbroglio.

    There is no comparison in terms of public opposition, because there is no draft. The suggestion that the Dems can bring the invasion of Iraq to a halt within six months of taking power (another major difference from the Vietnam era) is spurious jive. WE DON’T HAVE THE VOTES.

    The current issue of Newsweek has an article about Anbar province in Iraq. It seems our military is now on friendly terms with the local Shieks. They are the real powerbase in that area, and are cooperating with us .AGAINST Al Qaeda. Only a year ago, many were part of the Iraqi Insurgency that was attacking our troops.
    They want Water, Sewage treatment, Electricity, and an economy with Jobs for their people.
    This is a window of Opportunity that we better take advantage of. It also shatters the Un-Nuanced myth that the Iraqi Insurgecy is the same as Al Qaeda.

    Has anyone ever considered this was a deliberate attempt to set the bar so damn low by Petraeus that any given “good news” will be considered miraculous to give way to the ridiculous rationale for staying longer? It’s almost Rovian of one of Petraeus’ advisors to come out and give a grim assessment like this.

    I’m sorry, but given this Administration’s history including Petraeus and their yes-men generals, I don’t trust one thing that comes from their collective mouths. Matt, this is worthy of printing not in the sense of agreeing with Biddle, but as a cautionary all too familiar tale of setting the bar extraordinarily low that a freakin’ snail could slime over it.

    What optimistic assessment? Barnes is just explaining what’s going to happen. This bears no more relationship to predicting the reality on the ground than Lieberman’s assessment recently that things are going along swimmingly, all resplendent in goofy helmet and bulky body armor, looking like that Martian in the Daffy Duck cartoons.

    First Id like to point out that i today realized that this is the same Stephen Biddle that I played football with long ago. He is very smart and as a young fella, he was quite tough. Im impressed but not suprised with the career he has had….but, lets not get excited about his words about the odds of success with the surge. Biddle has written that we MUST stay in Iraq no matter the outcome. He has been critical of the Bush Administration’s plans for a withdrawal after victory. Yes, in the present political discussion, Biddle is to the right of the Bush administration. His arguments may be sound, he worries about the effects of withdrawal and the possibility of genocide. He calls the situation in Iraq a civil war. It seems that his view of this is close to that of another fine Delawarean, Joe Biden. Lord, what a mess we are in…
