Daschle: ‘New Paradigm’ Of Foreign Policy Links Global Poverty With Security

Today, the ONE Campaign launched ONE Vote ‘08, which will push presidential candidates to “make the fight against global poverty a key foreign policy and security issue.” ONE Vote ‘08 plans to spend at least $30 million to educate voters on the fight against global poverty. Today, ThinkProgress attended a briefing with the ONE Vote ‘08 co-chairs, former Senate Majority Leaders Tom Daschle (D-SD) and Bill Frist (R-TN), along with advisers Michael Gerson and John Podesta. All participants stressed that the fight against global poverty is necessary to ensure America’s national security. Daschle stated that the “new paradigm” of national security extends beyond military power:

[W]e really can’t simply respond to suicide bombers and think somehow that alone will be the investment in national security that we need for the future. That a new paradigm with a realization that there is a direct impact between our success on the ground in Uganda and our safety and security in the United States can be drawn.

As it stands today, even the United States’s closest allies are severely hostile toward U.S. leadership. According to a recent poll, 10 out of 15 countries surveyed believe that United States cannot be trusted to “act responsibly in the world.” All 15 of those countries reject the idea that “as the sole remaining superpower, the US should continue to be the preeminent world leader in solving international problems.” Similarly, global opinions of the United States have slipped considerably since 2000.

DASCHLE: I think we’re evolving into a new paradigm, and that new paradigm is, in large measure, based on the realization that a real proactive effort to bring stability and greater tranquility to the world, is going to be dependent on our success in dealing with global poverty and the spread of disease.

That we really can’t simply respond to suicide bombers and think somehow that alone will be the investment in national security that we need for the future. That a new paradigm with a realization that there is a direct impact between our success on the ground in Uganda and our safety and security in the United States can be drawn.

And we’re going to try to draw it as explicitly as we can, because that is a part. So it is an investment in security, it’s an investment in world stability, and ultimately it’s an investment in America’s long-term future, just as it is in the future of other countries.

We need to force our representatives—current and future—to push for the United Nation’s Millennium Development Goals, which call for cutting world hunger in half by 2015 and eliminating it altogether by 2025. It has been calculated that $19 billion would eliminate starvation and malnutrition worldwide. Compare this number with the United States’ current defense budget—$522 billion—and the task of ending global hunger seems well within reach.

    In Canada alone there have been 500,000 automotive jobs lost permantly in the last 5 years.
    But that is OK.

    That’s a very simplistic viewpoint. Poverty overseas is intimately connected to poverty here. The reason we have so many poor and working poor people here is because companies can exploit the working poor in other countries who are willing to work for much less. By fighting poverty and exploitation globally, we do a lot to help our own poor.

    Not so interesting randomness tonight… what does this have to do with stopping global poverty? And what is the world coming to when Mr. President is the regular and the other guys are trolls? wow…
    On the poverty at home vs. poverty abroad, this isn’t really an either or thing. ONE is talking about dealing with global poverty as part of our foreign policy, and we have the money to handle that. As Jessica mentioned, 19 billion (per year) is estimated to be the price of eliminating world hunger. I think it could even be less if American aid would allow the food to be bought elsewhere, but currently American aid comes only in the form of AMERICAN products shipped via AMERICAN transportation. Long term this strategy profits a lot of American companies (which is a good thing), but in the short term it can cause problems if an emergency comes up, since it can take months for food to come from the United States to where it is needed. Of course feeding the hungry is only a temporary solution… some of you may have heard the saying “give a man a fish, he eats for a day. Teach a man how to fish and he eats for life.” Well money can’t really give everyone in foreign countries can’t teach everyone how to ‘fish’ but it can contribute to education programs (Which is another of the MDGs).
    On Poverty at home, I think that needs to be dealt with in different ways. I actually think that No Child Left Behind has helped to contribute, and makes schools focus on helping those who don’t have an environment at home that is very conducive to learning. Also, unemployment in the US is pretty low right now…

    So here you go to great lengths to establish that a percentage is a ratio, and therefore not a number. Yet, a ratio is indeed a number and in fact what you call ‘numbers” are the integers, merely a subset of the rationals. I.e., 1/1, 2/1, 3/1…

    So please, suck it up and try to stay on message, rather than continuing to waste our time.

    Food aid is only a small part of U.S. foreign assistance, but I agree it’s a ludicrous part, at least in its current form. The U.S. food aid system emerged in the Marshall Plan era not so much to feed starving people overseas, but to dump excess U.S. grain. This, it was believed, would have the effect of lowering domestic supply and raising foreign demand for U.S. wheat and corn. It didn’t really do either of these, but farmers could at least make a quick buck selling to Uncle Sam.

    Since then, it’s grown to a multimillion-dollar industry that allies NGOs such as Save the Children and Catholic Relief Services with the agribusiness and farm lobby. The farm industry sells grain to the US government who then donates it to charity groups who then sell it in foreign markets where food prices have skyrocketed. The farmers benefit from selling grain, the shipping industry benefits from selling their service, the government benefits with a photo-op, and the NGOs benefit by getting program funds without outlaying any fundraising costs, making their “overhead” lower. Win-win-win-win, right?

    Well, not so much for the people in the country where a food insecurity is happening. We have this bizarre perception in this country that famines are due to a lack of food – some sort of “food emergency.”

    Bulls**t. There’s no such thing as a “food emergency.” We know six months out – due to satellite and on-the-ground monitoring – when and where crop yields are going to be low due to drought, pest infestation, or conflict. The US government publishes regular reports about it and predicts where price inflation is going to occur, designating these as target areas for food aid.

    The problem is that local sellers in the more remote markets see this information as well. They know in March that food aid is coming in September, and they start jacking up their prices to make a quick CFA Franc. Pastoral families lapse into food insecurity, start selling off their animals, migrate, forage, do whatever they can to survive, and by the end of the summer the international media finds out about it. “Famine in Niger” the headlines say. And the NGOs get their photo-ops and pleas for donations.

    This is what happened two years ago in West Africa. The punchline is that there wasn’t a grain shortage after all. Yes, some countries had really low crop yields, but others actually had a surplus. When you have a famine in the midst of a grain surplus, there’s a problem with the system.

    Nope. I’ve been brainwashed by all the crimes that have been committed by Bush & Company. I have been brainwashed by watching the Republic lemmings blindly follow a leader who is obviously crazy off a cliff. I have been brainwashed while watching hundreds of thousands of innocent Iraqi’s slaughtered. I have been brainwashed while watching over 3,500 of our young men and women slaughtered. I have been brainwashed while watching the disintegration of a country that was once a proud beacon of light to the rest of the world.

    Rather than spend $30 million dollars to raise awareness or educate people or whatever, why don’t these pampered nobs spend their money on actually fighting poverty.

    For instance, rather than enrich $30 first world advertising executives and policy hacks, why not enrich 3,000 or so actual Americans living in poverty.
