Failing Pakistan Policy ‘Essentially Being Run From Cheney’s Office’

cheney.jpgThe extremely close U.S. partnership with Pakistan’s General Musharraf has come under increasing scrutiny, as Musharraf continues to crack down on the country’s civil society and a new generation of al Qaeda leaders under Osama bin Laden have led a resurgence in Pakistan.

The Bush administration “has put itself in the embarrassing position of propping up the Muslim world’s most powerful military dictator as an essential ally in its half-baked campaign to promote democracy throughout the Muslim world,” the New York Times editorialized last week. “Washington needs to disentangle America, quickly, from the general’s damaging embrace.”

In yesterday’s Washington Post, respected Pakistan analyst Ahmed Rashid explained a key problem with current U.S. policy:

The problem is exacerbated by a dramatic drop-off in U.S. expertise on Pakistan. Retired American officials say that, for the first time in U.S. history, nobody with serious Pakistan experience is working in the South Asia bureau of the State Department, on State’s policy planning staff, on the National Security Council staff or even in Vice President Cheney’s office. Anne W. Patterson, the new U.S. ambassador to Islamabad, is an expert on Latin American “drugs and thugs”; Richard A. Boucher, the assistant secretary of state for South and Central Asian affairs, is a former department spokesman who served three tours in Hong Kong and China but never was posted in South Asia. “They know nothing of Pakistan,” a former senior U.S. diplomat said.

Current and past U.S. officials tell me that Pakistan policy is essentially being run from Cheney’s office. The vice president, they say, is close to Musharraf and refuses to brook any U.S. criticism of him. This all fits; in recent months, I’m told, Pakistani opposition politicians visiting Washington have been ushered in to meet Cheney’s aides, rather than taken to the State Department.

Cheney’s office has been linked to some of the most damaging and reckless policies carried out under President Bush, including the origins of the war in the Iraq, warrantless domestic spying, the historic expansion of executive authority and the sanctioning of torture. It’s no surprise to find Cheney’s fingerprints on the failing U.S.-Pakistan policy as well.

    This has been the problem all along. Musharraf barely has a hold on the slippery reigns of power. He commands less than a 50 percent approval rating from his people (no wonder Bush likes him) and the majority of the country if given a choice between Musharraf and Osama Bin Laden choose Bin Laden.

    What that means is Bin Laden does not need to attack the US. He merely needs to overthrow Musharraf. And since Bin Laden is hiding in Kashmir, (the disputed region between India and Pakistan, a known Al Quaida haunt) all he has to do is walk into Pakistan, and build his army as he goes.

    Once he overthrows Musharraf, then he will have what he wants. Nuclear missles. In the silo’s, ready to go.

    Then we’ll have a ballgame.

    Thats exactly what is going to happen thanks to the Bush policy of ignoring Bin Laden and the real Al Quaida, (the Al Quaida in Iraq are just plebe’s in training) and shifting this nations time, energy and resources on a country that had nothing to do with our terrorism problem.

    That is who is currently ruling Pakistan now. They enforce Islamic law and they are a hotbed for al-Qaeda. Pakistan is also where most of the weapons come from that are used on our troops in Afghanistan.

    The scowling face/Dead-eye: are practiced, character-actor tricks. What hides behind them is an overachieving, megalomaniacal ego with a mid-level bureaucrat’s skill level, at best.

    Businessman appearence denotes competence: The brand is not supported by the product. Competence, in anything outside of promotion of the brand, has never been demonstrated.

    Tough Talk: Big Dick never served in the military, and has probably never been in a fist fight. Big Dick is a big pussy.

    Refusal to heed authority as a claim of superiority/strength: The dickster has pulled a fast one on his supporters here. Refusal to heed authority (even that of the POTUS) is also the best way to tie the system in knots long enough for a criminal to make his get-away.

    It takes a lot of money and effort to promote a brand when the product line does not deliver on the promise of that brand. In the end, Cheney will be exposed for what he actually is: A coward, a criminal, and an incompetent. Let him run the show in Pakistan – he’ll blow it. Hopefully, his insistence on setting policy on-the-fly and outside the constitution will leave him holding the bag.

    Pakistan will be 60 years old this August. During this time Pak has seen countless governments dismissed on charges of corruption, as well as a number of military dictators (Mucharraf is the 4th?). Immediately before Gen Musharraf in 1999, Pakistan under Nawaz Sharif was on the brink of ratifying the most conservative and non-secular constitutional ammendments and was close to enforcing full Sharia (islamic) Law. It was also consistently ranked as one of the most corrupt countries in the world (2nd only to nigeria at the time i believe). It was during this same year that Pak became openly nuclear and publicly tested some weapons to much fanfare and celebrating across the country. This was the face of democratic Pakistan b4 the general.

    Some places are simply not ready for democracy. Pakistan may or may not be, but this is an issue for Pakistanis to fight for for themselves. Forcing democracy on a largely uneducated population with no discernable middle class may have potentially disastrous results. Have we not learned from Palestine? The US is now training personnel to fight the government that was fairly elected in elections that the US was pushing for in the first place there.

    I would describe myself as very liberal, and I don’t like most of the policy cheney has been responsible for, but handling Pakistan and the general with caution will prove to be a wise move. We need to maintain a safe distance, and offering a few encouraging words to the general re his support for the war on terror does no great harm. Cheney has found himself in a difficult and un-enviable position and is wisely playing a cautious waiting game

    • Cheney’s Pipelinestan has been well known since before Bush took the country to war to establish it.

    AND, it’s the subject of yet another of Bush’s OTHER signing statements, that is, his SECRET PRESIDENTIAL ORDERS, of which there are tens of thousands.

    One of his secret orders bars any discussion of Pipelinestan. No discussion of the pipelines, the airbases and Blackwater teams who guard them, the massive bribes to Musharrif, or of the secret CIA prisons which hold and torture local leaders who refuse to go along with the scheme.

    Dick Cheney’s crimes against humanity are a long list, but his Pipelinestan is the major purpose of the US invasion of Afghanistan — certainly not Al Qaeda, which Bushco allowed to escape.

    Given Cheney’s dismal diplomatic track record, we could have India and Pakistan waving nukes acoss their respective borders anytime soon.
    I’ve only got one vote over here but I will be using it to get rid of John Howard if poss. Meantime a beefed up opposition in Oz is helping our situation. Surely Cheney is also answerable to public opinion!

    Hmm, lets see two of the worlds least democratic countries, the US and Pakistan sign a deal to make sure a perpetual enemy, Al Qaeda, gets to keep training uneducated, gullible idiots to blow themselves up killing uneducated, gullible American idiots to divert world attention from BIG OIL THEFT and Piplineastan. Hmm, yep great idea Dick, now did I tell you how Barney shat on the Oval Office carpet the other day?
    And really what if someone detonates a nuke in some US city? After all who developed nukes in the first place Chuck? What goes around comes around. Are you scared? Be scared very scared Chuck.
    I met this idiot American on a plane flying to Germany who had seen his buddys head blown off in Afghanistan, a Marine he was, family friends of the Bushs he was, and asked “Do you reckon its worth it, your buddy dying like that?”
    “Yep, he said, he was fighting for freedom and democracy.”
    “Hmm brainwashed idiot ” I thought and then outlined that freedom and democracy cannot be introduced by corpses to corpses. He didn’t get it just ranted on about how Bush was doing “the right thing” We will here heaps more of that crap now that Bush is trying to manipulate his legacy. Maybe like the last great world dictator he might do us all a favour and step outside the bunker and blow his brains out. Murderers, whether they wear suits, uniforms or long robes and spout religious mantras are still MURDERERS. For the sake of some sort of spiritual, after life justice i truly hope there is a God and he hates mass murderers as much as I do. And di you hear the one about the Yanks wanting to nuke Afghanistan after 9/11. Stopped by Tony Blair apparently. So Tony isn’t such a pill after all. But that redneck, warmongering bunch of lunatics running America now certainly are. America! Reclaim your democracy, send Bush, Cheney, Rumsfeld and all the others to the Hague and hang them from the same Gallows they hung Saddam from, then we will have justice on earth again and the blood of all those innoicente they have murdfered will be avenged. God bless America, because you really f#*+en need it!.
