Conyers Raises Specter Of Impeachment, Highlights Support For Removing Bush And Cheney»

This morning on ABC’s This Week, House Judiciary Committee Chairman John Conyers (D-MI) highlighted the new American Research Group poll showing that nearly half of Americans want the House of Representatives to begin impeachment proceedings against President Bush, and 54 percent favor impeachment hearings for Vice President Cheney.

ABC’s George Stephanopoulos asked Conyers today about new reports that the White House will refuse new congressional requests for documents about the U.S. Attorney firings.

Conyers decried the administration’s stonewalling, adding, “We’re hoping that as the cries for the removal of both Cheney and Bush now reach 46 percent and 58 percent [sic - 54 percent], respectively, for impeachment that we could begin to become a little bit more cooperative, if not amicable, in trying to get to the truth of these matters.” Watch it:

Stephanopoulos responded, “I’m surprised you put impeachment on the table there. Are you open to pursuing that?” Conyers said he was not putting it “on the table,” merely pointing out the views of the American people.

Transcript:

STEPHANOPOULOS: One of those individuals is the former White House deputy political director, Sara Taylor. Her lawyer wrote a letter yesterday saying that she wants to testify, but the White House won’t let her.

In that case, who would you hold in contempt, the individual or the White House? Her lawyers think she wants to testify.

CONYERS: Well, I certainly wouldn’t hold her in contempt. And we’re in negotiations with Mr. Fielding in the White House. We’re hoping that as the cries for the removal of both Cheney and Bush now reach 46 percent and 58 percent, respectively, for impeachment that we could begin to become a little bit more cooperative, if not amicable, in trying to get to the truth of these matters.

We have so much more work to do, George, as you know. And we keep getting stalled. They keep pressing us. We’re seeking cooperation. This is not partisan in any way whatsoever. I would have the same attitude if it were a Democratic president.

STEPHANOPOULOS: Congressman, we’re just about out of time. But I’m surprised you put impeachment on the table there. Are you open to pursuing that?

CONYERS: No, I didn’t put impeachment on the table. I was just telling you that 46 percent of the American people polled want Bush impeached, and 58 percent want Cheney impeached. I’m saying…

STEPHANOPOULOS: But not you?

CONYERS: They’re saying that we could — we could move — no, well, if I — if I wanted impeachment, I would probably be on your program next Sunday.

STEPHANOPOULOS: OK. Well, Mr. Chairman, thank you very much.

It’s time to raise more than just the specter of impeachment, but at least it’s a start.

Impeachment needs to proceed because it’s the right thing to do - no matter how impossible it may seem.

It’s about restoring the Constitution and the rule of law. period.

Put on the table and serve it up! Listen to the other polls that don’t rate Congress too favorably. Wonder why? You haven’t listened to what the majority of Americans want and that is the US out of Iraq.

Or would you rather wait until these clowns bomb Iran?

  3. Retired Navy Says:

I think Cheney needs to be impeached first. I blame him for all of the problems this country is in. I think he has WAY too much power.

GWB needs impeached too. Unfortunately, I don’t think Hillary will support impeachment of both GWB and Cheney. If she did, she would not become the first woman president.

At the end of the day, it is still all about Hillary in Washington, D.C.

    Put it on the table!

DA’s don’t not prosecute people because of what the jury might do.

Worrying about the votes is a lame excuse for allowing criminals to roam free.

    Impeach!

  5. toasterhead Says:

If Cheney were impeached and convicted, do you think he’d actually be removed from power? I have to wonder if he’d still be able to operate his double-plus secret “4th Branch” even after losing his title as Vice President.

  6. Jay Randal Says:

It is time to impeach Cheney and give him a prison term of 10 to 20 years. No pardon for him either. Once Dicky is gone, then Bush might shut his yapper or impeach him too.

    Allow me to rephrase:

The American people want Impeachment, but…..well…..ummmmm we don’t think….. ummmmm. Alright really we can’t do it. We really need them to stay there because they are the boogyman and people keep joining our side, which will help in 2008. It’s really better for us if we don’t move on that and wait it out. Doing the right thing is completely different than doing what is best for us right now.

I think(Opinion noted) that our representatives enjoy the partisan bickering. It allows them to follow a line and not represent their constituents. I find it hard to believe that the states are as divided as they all make it out to look. With so many votes following party lines you have to wonder. There are many shades of Liberal and many shades of conservative. I would expect to see “some” liberal states disagreeing with each liberal law, and vice versa based on what the people of that area feel.

They all feel that they know what we “need” vs what we want and it’s their job to do that for us. I want representatives not managers in those positions.

And the republicans are playing the same game. Every call from a republican for a “change of course” in Iraq is accompanied by a statement that they don’t want withdrawl now, but somewhere down the road. The dems will need significant help from republicans to change course, and realize they don’t have the votes without republican help. Calling out dems for their tactics without acknowledging that it is simply a reaction to political reality, that they don’t have the votes without major defections from the GOP, is a rather myopic view of the political situation.

  15. Moderation Says:

    Tundra,

On this, you are completely correct. The people on the Hill do not listen to their constituents and vote along those lines. They vote along party lines, or they vote along lobbyist lines. They rarely vote how the constituents they represent would vote in their place. That is simply wrong, on many levels, and they do a disservice to the republic as a whole.

Get the damned money out of politics. Politicians are now so used to the system being broken, that they no longer feel constrained to vote in the interest of their constituency. The system is corrupted, and must be purged, cleansed, and begun anew.

How can any politician voting along party lines if that vote disagrees with their constituency? How can any politician vote for a measure their state vehemently opposes, because they recieved favors, bribes, or back-scratching from some corporate interest? How can they continue to do so without being removed from office?

I agree with you utterly, Tundra. We want REPRESENTATIVES, not MANAGEMENT.

  16. whiteyfresh Says:

To read the Art II powers of the President as providing an absolute privilege as against a subpoena essential to enforcement of criminal statutes on no more than a generalized claim of the public interest in confidentiality of non-military and nondiplomatic discussions would upset the constitutional balance of a “workable government” and gravely impair the role of the courts under Art III.

    United States v. Nixon [1974]

What the heck is wrong with you?!?!? I have friends who were so exited to be moving to San Fransisco, and to have you as their representative, but now, even they aren’t sure where you are coming from. A majority of the country wants impeachment BACK on the table, at least for (Vice) President Cheney. Do you need me to forward the absolutely RIDICULOUS amount of evidence that supports this call to action? I just don’t understand how you can claim to be for Democracy asnd Freedom, yet you are HURTING AMERICA by allowing this regime to run this country! A wise man once said(paraphrasing) that through INaction, you are just as guilty as those who perpetrated the crime. America will not forget that YOU let these thieves continue to ruin this once great country. YOU are the one who sat idly by and let them destroy America. YOU are the one who will not be back as Speaker of the House if you don’t actually take some action against the incredible amount of damage done to our Democracy and our country each and every day this cabal is still in power.
They are NOT going to “play nice”.
They are NOT going to turn over documents.
They are NOT going to let anyone who is employed by or has EVER worked at the White House EVER testify(which I thought wasn’t legal in and of itself. I thought Executive Priveledge only applied to current employees. Not the janitor who worked at the White House in 2004.
Please. PLEASE. Listen to America. DO NOT fail us, or YOU will become labeled as weak. We(Americans) want to support you, but you make it so hard, so very hard, for us to back what you say when you don’t listen to what America says it wants. You claim to be working for America, so prove it. PUT IMPEACHMENT BACK ON THE TABLE, or you may find yourself filling a new(and lesser) role in the House of Representatives. This is NOT to be construed as a threat in any way, this is just the truth. America is sick, you hold the cure in your hands, and you wont use the medicine.

A SEVERLY dissapointed(and a little bit scared) American.

    Good point, unbelievable,

They can’t be worrying about what might or might not happen in the end. This can’t be one of their political games where they only proceeed if they know they an “win”. The Republicans knew damn well they couldn’t get enough votes to remove Clinton from office, but they just wanted to please their base, so they played the game and put on the show and blamed the Democrats for losing.

This situation is different because both Bush and Cheney have not simply ignored the constitution, they used it as toilet paper. And they have done so in a way to cover up with is obviously a lot of wrongdoing on their part. And that is not a justifiable reason to claim Executive Privilege, as the Supremes ruled in UNITED STATES v. NIXON, 418 U.S. 683 (1974) (which should be required reading for anyone trying to defend thas administration’s actions.)

I agree with your conclusions, but not necessarily your reasoning. I do not see this as a liberal-conservative issue. I see it as a libertarian-authoritarian issue. The libertarian sides of us(not just you and me, but everyone) do not want to see government officials blantently abuse their powers with impunity. But the authoritarians out there (the infamous 26%-ers) do not believe in challenging authority, and will resist.

Here’s the thing. While the country may be divided, more or less, evenly on the liberal-conservative line (not Democrats and Republicans, this includes unaffiliateds), on the libertarian-authoritarian line we outnumber them by about 3-1. THAT is what Congress needs to open their eyes and recognize.

Bush is a lame duck anyways. Without Cheney trying drum up another war with Iran and with the US attorney, Plamegate, breaking the FISA laws and condoning torture and on and on and on. When a poll says that it has an error margin, it creates a RANGE. For example, and error margin of 4 would give you a range of 50-58, with 54 being the median. 58 is within the range, and therefore technically, not incorrect.

    THE CANCER REMAINS

Millions of Americans cry out for the impeachment of Dick Cheney and George Bush!!!!

54% of Americans say that Dick Cheney should be impeached and 46% say his sock puppet George Bush should be impeached.

There is a cancer in our country!!!! A thirty year old cancer, and it is growing and infecting and killing America.

Over 30 years ago John Dean told Richard Nixon there was a cancer on the presidency. He was right and he was wrong. Nixon was the cancer, but it was in the body of America.

The small tumor was removed, but the cancer was not destroyed. When Gerald Ford pardoned Nixon, he allowed the cancer to survive. He said that we needed to forget the cancer in order to heal the nation. You don’t cure cancer by forgetting it. So the cancer cells were allowed to remain in the body and to matasticize. The cancer is back in the executive branch, but now it has invaded the legislative branch and the judicial branch.

The cancer is killing America, and if America is to be saved, then the cancer must be destroyed.

It must be cut out of the body through impeachment, it must be irradiated through prosecution and it must be eradicated from the body through the chemotherapy of justice.

It will not be easy or fast but it is imperative if America is to be saved.

And then just like cancer survivors, there needs to be regular checkups to make sure the cancer never returns again.

Impeachment must start now and followed through completely to the end.

Well, at least you’ve learned something … Not you’ve really gotta work on those crirtical thinking skills…

Still harping on one slip-up of numbers by Conyers. Is that really all you got? You mean you got on this message board to argue against Conyers and for Cheney and all you have to bring to this board is the fact that Conyers slipped up and said 58% when the actual number is 54%. This was already noted in the article itself.

Please tell me that you have some other point to make besides this trivial point. We’re waiting. If you have nothing else to say, you may now leave.

if the OVP and the President weren’t refusing to turn over documents and emails and forcing ex-employees to refuse Congressional subpoena’s and covering for assistents who lied and perjured themselves on the stand, then the 4% plus or minus would be meaningless. Hey, Conyers should have said he was not putting it “OFF the table,” because American voters may WANT it ON the table if more about this administration comes to light.

We may be on the verge of getting some major dirt on this administration and there is this uneasy feeling, and we can see it coming from conservatives voters who are not exactly in tune with Bush conservatism anymore or his genuine lack of real conservative values.

ALSO, Dems should not be scared to approach the Supreme Court bench, because Dems need to know how paritisan the bench is going to play the Bush loyalist card. Bushie conservatism wasn’t good for the conservative party - so I’m thinking Bushie conservatism won’t be good for SCOTUS either and I’m kind of wanting to see if Chief Justice Roberts can distinguish the difference. Whatever happens, if its good for Repugs, it’ll be good for Dems in power too.

I say declare Bush, Cheney in contempt and proceed forthwith…

Retired three-star Army General William Odom threw Commander Guy under the bus today. And Odom is no ordinary three-star. From 1985-1988 he served as chief of the NSA under Ronald Reagan.
So take a deep breath, Red America: It’s going to be hard to spin this one.

    The Angry Rakkasan’s diary :: ::

Writing for Harvard University’s Nieman Watchdog, Odom called for the withdrawal of U.S. forces from Iraq. Now, he’s done this before, so that’s not where the news is. Rather, the good stuff came at the end of Odom’s piece—when he delivered a three-step plan by which Congress can force the President to give in. Here’s a summation of what Odom said:

Redefine what “supporting the troops” means.
Flatly refuse to appropriate war funds “for anything but withdrawal operations with a clear deadline for completion.”
If that doesn’t work, Congress should impeach the President for “the ‘high crime’ of squandering the lives of soldiers and Marines for his own personal interest.”
Ouch. The article that Odom has written could be described as “scathing,” or even “blistering.” And the great thing about it is that he doesn’t pull any punches with regard to Congressional Democrats: He even begins by rebuking them for allowing the President to beat “them into submission with charges of failing to ‘support the troops.’”—hence his first point in the three-step plan.
There is a movement building here. It’s something about that “I-word.” It’s been popping up all week. And perhaps if more leaders like General Odom will speak out, it’ll gain a head of steam. Maybe people are beginning to see that our military is, as Odom puts it, “combat-exhausted to the point of losing effectiveness.” And maybe people are finally starting to realize that the person responsible for doing such a thing is actually aiding the enemy—and that it’s become a national security issue. Thus I agree with Odom about what the Congress should do if Commander Guy remains obstinate: They must take decisive action. Because you can call it incompetence and you can call it treason. But either way, destroying the military is most assuredly a high crime against the people of the United States. MORE

Rep. Conyers predicts Bush cooperation as impeachment support grows

Rep. John Conyers, chairman of the House Judiciary Committee, appeared Sunday on This Week with George Stephanopoulos to discuss his promise to hold hearings next week on President Bush’s commutation of Scooter Libby’s jail sentence. He also responded to questions on his committee’s outstanding subpoenas in the matter of the US Attorney firings, offering the striking suggestion that growing public support for impeachment of the president might make the White House more inclined to cooperate.

Conyers began by explaining why hearings into the Scooter Libby commutation are appropriate, even though the president’s pardon power is absolute. “What separates this from President Clinton’s pardons, and anybody else’s,” said Conyers, “is that … the president is not supposed to intervene until there has been an exhaustion of the appeal process. And here the president didn’t wait. … The suspicion was that if Mr. Libby went to prison, he might further implicate other people in the White House, and that there was some kind of relationship here that does not exist in any of President Clinton’s pardons.”

“You seem to be suggesting that President Bush commuted Mr. Libby’s sentence in order to keep him quiet,” said a surprised-sounding Stephanopoulos.

“That’s what the general impression is,” responded Conyers. However, he insisted that his committee was simply asking Bush to do what Clinton had done and release his lawyers from executive privilege so they could explain the commutation and “put this kind of feeling, that is fairly general, to rest.”

Stephanopoulos next asked Conyers what he intended to do in light of a Washington Post report that the White House plans to deny his request for documents on the US Attorney firings. Conyers refused to be drawn into speculation, replying that “we don’t have any other choice” but to press ahead with the subpoenas.

Conyers emphasized that his committee is continuing to negotiate with the White House, and told Stephanopoulos, “We’re hoping that as the cries for Bush and Cheney now reach 46% and 58%, respectively, for impeachment, that we could begin to become a little bit more cooperative, if not even amicable in trying to get to the truth of these matters.”

“We’re seeking cooperation,” insisted Conyers. This is not partisan in any way.” He also told Stephanopoulos, “I didn’t put impeachment on the table. I was just telling you that 46% of the American people polled want Bush impeached and 58% of the American people polled want Cheney impeached.”

Stephanopoulos responded, “I’m surprised you put impeachment on the table there. Are you open to pursuing that?” Conyers said he was not putting it “on the table,” merely pointing out the views of the American people.

Which is why he and Nancy PollLoser (and this is exactly why Americans are pissed at Democrats now [low poll #’s]), are sinking the Democratic Party at the very point in history where Democrats have had the greatest chance in 40+ years to move this party out of the wilderness!!! Can you hear us Nancy…John C. …Harry? Are you listening??? I don’t think so!!!!!

You are all too busy collecting money from the powerful!! JUST LIKE THE REPUGNISCUMS!!!

“Well, I certainly wouldn’t hold her in contempt. And we’re in negotiations with Mr. Fielding in the White House. ”

I really don’t see how the Bush White House can stop Ms. Taylor from testifying if she wants to. They have no control over her. She is a private citizen and I don’t believe they have the legal right to tell her what she can and cannot do. What are they going to do, have her arrested if she testifies? On what charge?

On the other hand, if I was Ms. Taylor I would go to Conyers or someone else on the committee and tell them that I wanted to testify but that I was asking to be put in protective custody. I really would put it past this criminal White House to have Ms. Taylor killed if she says she is going to testify no matter what the White House says.

Sooner is better. Get the impeachment of Cheney underway and begin the proceedings against the President immediately the
