On the other hand, a democratic form of government cannot be secretive (except in very limited national security and foreign policy cases), because a democratic form of government MUST answer to We The People, thus making a fully-informed We The People essential to any democratic form of government. Thus, secretiveness is the sign of a fascist, totalitarian, anti-democratic government, while openness is the sign of a democratic government with a fully-informed We The People being the ultimate "deciders." And we all know where the fascists in the Bush administration and the five fascists sitting on the Supreme Court stand on this. Fascist-ruled governments always are secretive.
