After forcing conservatives to stand all-night and filibuster the Levin-Reed Iraq redeployment bill, Senate Majority Leader Harry Reid (D-NV) has pulled the entire Defense Authorization bill from consideration on the Senate floor.
Following this morning’s vote against ending debate, Reid argued that the Defense Authorization legislation should not be considered until the Senate is prepared to offer a future course for Iraq.
Reid explained:
“Because Republicans continue to block votes on important amendments to the Defense Authorization bill, we can make no further progress on Iraq and this bill at this time.
For these reasons, I have temporarily laid aside the Defense Authorization bill and have entered a motion to reconsider.
But let me be clear to my Republican colleagues — I emphasize the word “temporarily”. We will do everything in our power to change course in Iraq. We will do everything in our power to complete consideration of a Defense Authorization bill. We must do both.
And just to remind my Republican colleagues — even if this bill had passed yesterday, its provisions would not take effect until October.
So we will come back to this bill as soon as it is clear we can make real progress. To that end, I have asked the Democratic Whip and Democratic Manager of the bill to sit down with their counterparts to work on a process to address all outstanding issues related to this bill so the Senate can return to it as soon as possible.
In his Senate floor speech, Reid blasted “a handful of dedicated obstructionists.” Watch it:

You have to realize that both houses of our Congress know they are dealing with a couple of dangerous nutcases. They folded on the first “strings attached” funding bill because they knew that Bush would keep our soldiers in harms way with or without funding. He already has no problem with asking them to fight with guns that jam, unarmored vehicles, and no body armor. It’s not like they are dealing with a man who has scruples or actually cares about the troops.
And as far as impeachment goes — I think the last thing that Pelosi and Reid want is to impeach only to have the Senate acquit. The only way Republicans will jump ship and vote to convict in the needed numbers is a smoking gun — evidence of an action that EVERYBODY agrees is a crime (even Bush’s Supreme Court!). Until the Repubs are convinced their cart is hitched to a dead horse, there’s really nothing anyone can do — they’re totally blind to what the majority of Americans want.

We often wonder why people like Ledeen seem to be so interested in creating conflict for the sake of conflict. One reason is that people who are aware of the timing of a conflict are in a position to make money off it. Another reason is that this constant conflict constitutes the sole reason why these people have any power. They create an escalating series of problems, and then have to remain in power to ‘solve’ them. Of course, the solutions continue to lead to more conflicts. We can understand all the the talk about Iran as another example of creating a conflict which gives these characters something to do. While a civil war in Iraq benefits Likudniks in the American government and in Israel, it also benefits a guy like Cheney, whose only interest is in creating more power for Cheney. The United States has fallen into a vicious cycle where the jobs of the neocons and their fellow travelers like Cheney and Rumsfeld are dependent on their cleaning up the messes they have already started. An end to conflict would put them out of power, so we’ll never see an end to conflict.

He waited to be sure they couldn’t reach the 60, then voted no as a procedural tactic that gave him the ability to make the motions he followed up with. The way I understand it, he had to be part of the “winning” side on the cloture vote in order to make motions on the legislation. I’ll look that up for further info unless someone else can explain this better.

This is what it looks like.
The Republicans will have to talk about Bush’s failure in Iraq from now through the September deadline they set for themselves, which makes it harder for them to blame his failure on the people who never supported his dumb plan to begin with.
Personally, I think Reid kept ‘em up all night so they’d look like hell when Reid pulled this maneuver. So far, it’s worked. The Republicans need at least 24 hours, some coffee, and a couple of hookers before they can cook up any more talking points on this.
And then only a tiny minority of Americans will be listening, most of us just for a good laugh.

I wonder what this number would have been if Bush kept his promise (hunting down those who attacked us) and finished the conflict in Afghanistan before avenging the attack on his daddy.
Bush and his administration is fully responsible for this. Their ignorance has allowed the drug crops to grow to record highs (pun intended) and filled the pockets of those we were originally going after (AQ).

Reid changed his vote at the end, so cloture failed 52-47. He called the bill “bipartisan”, but it looks like all of the GOP except Chuck Hagel voted against it. It’s an odd sense of the term “bipartisan,” but then again, Reid hasn’t exactly put on an intellectual tour de force so far this session as Majority Leader.
Just to answer a question that’s come up, Reid’s vote change does not represent a flip-flop. The Majority Leader has to vote against cloture in order to have the opportunity to ask for reconsideration of the motion later, according to parliamentary rules. It’s a common procedural step, one that Bill Frist used as well, and for the same reasons

Yes, Reid could force a simple majority vote by changing the rules, but you better believe that the Republicans would take the Democrats out back when they are once again the majority by using Reid’s rules against him, not to mention a reverse Gang of 14 situation could derail that fast.
Honestly, if the democrats were to play super-hardball, they’d accomplish three things:
1) The Republicans could honestly argue that they are being squashed by the Democrats as the minority party. That would be an honest charge of hypocrisy against the Dems…and we see how hard the Trolls are trying to stick hypocrisy claims against Democrats now…imagine if it was true.
2) The Democrats would set a distinct precedent. The Democrats would essentially be handing the Republican’s future majority a blank check to screw themselves over.
3) The Democrats may lose their moderate members. The Gang of 14 was an example of moderate Republicans crossing the aisle to stop the whole Republican power grab. It’s not too hard to imagine the Democrats having the same scenario.
The key is to force vote after vote after vote. We’d love to be out of Iraq today but the reality is that until the Republicans start feeling major pressure from home and realize their jobs are on the line, they’re going to toe the line.
Hard as it is to wait, I think Reid’s starting to get the right idea. They can’t win on the straight and level because the Republicans are using procedural gimmicks. Publicize those gimmicks to world+dog, and don’t bend. Now let’s see if he’s got that whole “You want the money? Play by our rules, or you don’t get shit” card down.

They’re providing cover for their president, and shielding him as best they are able from the consequences of his disastrous leadership. Mostly, though, they’re saving their own corrupt asses from having to stand up for what they pretend to believe.
They filibustered, and successfully. Let it eat them.

None on the right want to be known as not wanting the troops home. That’s why they ignored the issue all last night. Pontificating on the glorious service and the boogey men in AQ. The Republicans know full well the bill would have been vetoed. Another thing they couldn’t allow. Having Bush veto a bill so the time frame for the troops to come home would have been started.
They are scared and the american public knows this.

Whether this parliamentary move comes from a sincere place of concern for our the welfare of our troops and our nation is something Harry knows.
We’ve been griping about the Dem’s having no backbone. Let’s give Harry at least a little credit for these latest moves this week. If he gets some good feedback, perhaps he’ll understand it feels good to be something other than an invertebrate, and actually grow that spine that allows him to pull himself out of the swamp.

Yet another Democrat political spectacle that no one paid any attention to is over. And still, the Democrats didn’t have the power to actually do anything. (Nor the Huevos). Seems all they did was show which Dem is a defeatist, lose at all costs charletan, and showed that the Republicans have the backbone to stand tall and follow through with what they said they would.
Man, the spin here is unbelievable! Only liberals take defeat and try to spin it into some sort of warped victory.

I know it’s a little more detailed than the fear talking points you feed on but it’s what is now. There is no spin here. It’s forcing the republicans hand.

Jeremy. I appreciate your well thought out and reasonable response.
I do have some disagreement however.
First, and foremost, its not “hard to wait”. Not for me anyway. I certainly am not suffering or diminished in any capacity by waiting. Its not hard for Harry Reid to wait in his comfortable home and senate chamber. Its not hard for most of us to wait.
And for the troops, well, I’d hardly call it “hard to wait”.
Its hell to wait for them.
In fact, for the troops, its literally a matter of life and death.
You present some good arguments. The idea of the nuclear option giving the republicans power IF they were to take the majority again (not likely in our lifetimes). On the other hand, one could argue its been used before for things like confirmations (Clarence Thomas was confirmed in 1981 without the required 2 thirds majority). Once the precedent is set I also argue that it could be overturned. I can find nothing to support that a precedent cannot be overturned or reversed once established. In fact, invoking the nuclear option would indeed be reversing established precedent.
Additionally I find it troubling to consider politics when so many are dying. While we don’t want to remove the checks and balances that protect a congressional minority, we also don’t want to be found using politics as a reason to continue the slaughter in Iraq. In other words, its a hard decision, and I can understand the hesitation to do it. But I am not convinced that once done, it cannot be undone.
On the other hand, it really doens’t matter, as Bush would simply veto the bill, and without a 2 thirds majority of both houses the congress could not override the veto as I am sure you already know. So in other words, you’re probably right. It doesn’t “feel right”, but all in all it would change things in the Congress, (although I am not sure it could not be undone) and in the end would probably accomplish nothing.
What really has to happen, is Congress just needs to start acting like they actually hold the constitutional powers they hold, and cut all funding for the war, other than funds to bring the troops home. If the president doesn’t sign the bill, he would still not get the funds, and be forced to bring the troops home.
Also a vote to reauthorize the war, (which would surely fail) would be a smart move, as it would put the president in the offical position of acting outside of the law. Not that he has a problem with that, but this would be an offical “gotcha”, if he continued the war when Congress had voted that the war is no longer authorized. The republicans could not defeat such a vote.

If Harry Reid really meant it, if he really wanted to end this war, he’d badger the republicans to no end. After all he’s the majority leader. Why stop at one night? Why take the bill off the floor? Why not force vote after vote until the republicans pass it? Why cancel voting until 5 AM? Why not force everyone to stay up all night? Why not cancel the upcoming 5 week vacation and force the congress to hold vote after vote after vote?
You know the republicans would.
They’d be merciless, until the dems caved if they had the majority. The fact is Harry Reid is weak, and uncomitted, as is Steney Hoyer and Nancy Pelosi. If we want to beat the republicans at anything we’d better come up with someone a little tougher than these 3.
