Tony Snow: ‘The Al Qaeda Of 2001 No Longer Exists’

tonysnow8327.gifOn Tuesday, the administration released its latest National Intelligence Report, asserting that al Qaeda has “regenerated key elements of its Homeland attack capability” and is leveraging “the contacts and capabilities” gained via the Iraq war.

In today’s USA Today, White House spokesperson Tony Snow pens an op-ed denying the intelligence report’s conclusions, making disingenuous and historically false claims about the war in Iraq. Below is a rebuttal of his key myths:

SNOW: “We never argued that [Hussein] played a role 9/11; political opponents manufactured the claim.”

FACT: The resolution authorizing force stated,”[m]embers of al Qaida, an organization bearing responsibility for attacks…that occurred on September 11, 2001, are known to be in Iraq.”

SNOW: “The most astonishing argument is the claim the United States (or the Bush administration) is responsible for this terror wave.”

FACT: As the new NIE notes, the Iraq war has spawned al Qaeda in Mesopotamia as the “most visible and capable affiliate” of the original terrorist group. The 2006 NIE stated that the “American presence in Iraq has helped spread radical Islam by providing a focal point for anti-Americanism.”

SNOW: “The al-Qaeda of 2001 no longer exists.”

FACT: The al Qaeda of 2001 is based in Afghanistan and is regenerating — while U.S. forces are mired in Iraq’s civil war. A new threat assessment by the National Counterterrorism Center is titled “Al-Qaida Better Positioned to Strike the West,” showing that al Qaeda has resurged in “operational levels” in the Pakistan-Afghanistan border.

SNOW: “More than anything, al-Qaeda wants the United States to leave Iraq.

FACT: Al Qaeda leadership supports Bush’s escalation as it gives them more opportunity to launch attacks on U.S. troops. In fact, top al Qaeda deputy Ayman al-Zawahiri opposes withdrawal because, as he stated, it “will deprive us of the opportunity to destroy the American forces which we have caught in a historic trap.”

Snow writes, “Politics sometimes manages to muddle the obvious.” So does Tony Snow.

    He’s not the only one:

    Radical Shiite cleric Muqtada al-Sadr has begun to reassert himself in Iraq, reports the New York Times.

    “After months of lying low, the anti-American Shiite cleric Muqtada al-Sadr has re-emerged with a shrewd two-tiered strategy that reaches out to Iraqis on the street and distances him from the increasingly unpopular government,” writes Alissa Rubin.

    al-Sadr has begun a grassroots campaign that appears to be modeled after Hezbollah in Lebanon and Hamas in Gaza to provide services to Iraqi citizens that the government is not providing. Rubin reports that this is in effect creating a “parallel government” in Iraq.

    He has also extended the reach of his Mahdi Army, one of the armed groups that the White House report acknowledged remain entrenched in Iraq. The militia has effectively taken over vast swaths of the capital and is fighting government troops in several southern provinces. Although the militia sometimes uses brutal tactics, including death squads, many vulnerable Shiites are grateful for the protection it affords.

    His basic tenets are widely shared. Like most Iraqis, he opposes the American military presence and wants a timetable for departure — if only to attain some certainty that the Americans will leave eventually. He wants the country to stay unified and opposes the efforts of those Shiites who have had close ties to Iran to create a semiautonomous Shiite region in southern Iraq.

In fact, I find we talk about what is happening and what needs to be done constantly. Even with people I don’t know as well or run itnto on the street. Conversation comes around to what is happening. That is how change will come about. The people have to wake up, get mad enough and start acting on their own.

For the most part, it’s technically true, while at the same time it’s a meaningless statement, since I’m not aware of anyone on “the Left” who actually accused the administration of that specifically. What we did accuse the administration of is undisputably true: the Bush administration time and time again linked the Iraq war to 9/11 and linked those we were fighting there to those who attacked us on that date.

    In a March speech about Iraq’s “weapons of terror,” Bush said: “If the world fails to confront the threat posed by the Iraqi regime, refusing to use force, even as a last resort, free nations would assume immense and unacceptable risks. The attacks of September the 11th, 2001, showed what the enemies of America did with four airplanes. We will not wait to see what terrorists or terrorist states could do with weapons of mass destruction.”

    Then, in declaring the end of major combat in Iraq on May 1, Bush linked Iraq and the Sept. 11, 2001, attacks: “The battle of Iraq is one victory in a war on terror that began on September the 11, 2001 — and still goes on. That terrible morning, 19 evil men — the shock troops of a hateful ideology — gave America and the civilized world a glimpse of their ambitions.”

    A number of nongovernment officials close to the Bush administration have made the link more directly. Richard N. Perle, who until recently was chairman of the Pentagon’s Defense Policy Board, long argued that there was Iraqi involvement, calling the evidence “overwhelming.”

    “Al Qeada” is such an amorphous term. It used to be mujahedin. Now, anything that is mujahedin, wahabi, or even just sunni extremism, is labeled as “Al Qeada.”

    These disparate groups don’t even communicate with each other, yet by labeling them all the same, it gives the impression that they are one huge connected organization.

    It’s not like the IRA, the PLO, or even Hizbollah.

    It’s irresponsible, to put it mildly, for the primary spokesperson for the administration to be pumping out propaganda like this on such an important matter.

    Our military, our ability to defend this nation, is rapidly being depleted. Our ability to find anyone on this earth to partner with us in defending against terrorism or nuclear proliferation, or even to stop the spread of sophisticated weapons that can be used against us is deteriorating. Our continued presence in Iraq is not making us or anyone else safer, but it is building up the strength of those who would like to commit acts of terrorism against us anywhere that they can.

    And, what is it that drives Tony Snow? What is it that he sees as the most important thing he can do with his mouth and his pen? Shield the president from criticism. Nothing matters so much to him but to deflect blame, deny facts, re-frame arguments, thwart inquiry, and shield the president’s fragile ego from the humiliation of being corrected.

    It’s more important to Snow than anything else that he keep Bush far away from the realization that he’s destroying this country, and doing a fair amount of damage to the rest of the world, as well. Nobody’s lives and no number of lives enter into the equation. Snow doesn’t give them a second’s thought as he churns out this Orwellian swill.

    Get rid of these scumbags now. I was hoping that Snow’s recurring bouts with cancer might humble him a little or at least make him a wee bit more introspective. Not a chance. I give up on this piece of crap. I hope it eats him alive.

    I find it hard to accept that you actually believe the garbage you spit out. Either you are completely ignoring the FACTS that have been mentioned by TP and the other posters, or you find it fun to make light out and mock the situation in Iraq which has taken too many American lives (not to mention Iraqi). Many of those live were my comrades and friends.

    I ask the question that has been asked over and over with no good answer – If this occupation is SO noble and you believe we are under a great threat, then why don’t you enlist to help lighten the load on our overburdened and underfunded military? Why don’t you call on the American people to sacrifice and have a draft?

    If you believe the unsubstantiated garbage that you spew, then there are only a couple of reasons why you don’t do the above. Either you don’t think this country is worth fighting for, or you are a COWARD.

    I re-signed up even though I didn’t agree to the premise because I felt my country and fellow Marines needed me and I thought I might be able to make a difference. As it turns out, the country I love and vowed to defend was being dismantled while I was fighting for it. In addition, the leadership of this country is hanging the military out to dry. We went to provide security so that we could start reconstruction. I did my job – I provided the security, but the reconstruction NEVER came.

    What have you done besides insulting every soldier that has ever fought AND DIED for the ideals of this once great country.

    Because “eradication” (that’s the word you wanted) has always worked so well with insurgencies, and because “al Qaeda in Iraq” makes up roughly 10% of the insurgents. Perhaps you would like to provide some examples of how eradication has worked in the past. You know, like Vietnam. Or like the Russians in Afghanistan. Or the US in the Philippines or the British in Malaya.

    Feel free to provide citations and actual historical data, rather than childish histrionics about “irradicating alkaida”.

    What’s in a word? It’s clear that al-Qaeda no longer refers to a specific organization (if it ever did). That is clear from Tony Snow and from Think Progress. The US captures a senior insurgent leader and Think Progress headlines “Did WH politicize capture of top al-Qaeda leader?” What does Think Progress mean by al-Qaeda? It’s not Bin- Laden’s organization. Tony Snow is right that the al-Qaeda of 2001 does not exist. The term al-Qaeda has been converted into a marketing catch phrase that includes all terrorism. The organization still exists, but to call it al-Qaeda is now too broad (at least in the context of US domestic political discussion). Perhaps we should refer to “The Bin-Laden Orgnaization”.

    Tony actually goofed up and offered a valid fact. Al Q is an organismic structure which rapidly reacts and changes. Any business is different than it was in 2001, but especially one formed of small cells reacting to local conditions.

    The place where he errs is in not understanding how much an advantage a flexible and maleable organization has over an entrenched, monolithic organization in combat. Look at the americans and French in the French-Indian war. Look at the underground organizations in WW II (and like Al Q, it would be a fatal mistake to suppose all the underground freedom fighters were formally associated into one structure).

    The second error is forgetting how much the populace hates an occupying army J(even if it behaves impeccably – which ours hasn’t) and how this spurs recruitment for the underground.

You may not have been talking directly to me, but you were referring to anyone with my opinions. I know that both sides do it, but one side is cheering to send more of my friends into combat.

    The name calling is not what insults me. I didn’t start posting because my feelings were hurt. It is the message that truly insults me and all the service members – whether they support this occupation or not (most that I know don’t). They are more than willing to lay down their lives for this country; however, they are asked to risk everything. They have done MORE THAN THEIR SHARE. Meanwhile, those that are sitting in the comfort of their home, tirelessly banging on the war drums aren’t willing to give them a rest. They aren’t willing to sacrifice for a cause that they say is crucial to our survival.

    This isn’t a game of Risk or Command and Conquer. There are 4-6 soldiers KILLED EVERY DAY and scores more being MUTILATED. They don’t have to luxury to sit behind a desk and shout for more blood, they are giving it.

    There is plenty of proof displayed on this thread and the armchair warriors are content with parsing the quotes and missing the intent. Do you really think that this administration DID NOT INTEND for the American people to believe that Sadaam Hussein was involved in 9/11?

    I don’t want an answer here because you have too much pride invested on this site; however, I would be very happy if you took a moment to look at the FACTS and arguments — on both sides. OBJECTIVELY ask yourself: who is selling something? Who is trying to scare you? I did and I have made my conclusions. I wake up everyday and wish I was wrong. I wish this was noble and justified. All I see is misdirection and misinformation.

    This is good stuff. The administration is right back where they were in summer 2001 – denying that al-Qaeda is a threat and doing nothing about it.

    And the bit about al-Qaeda wanting us to leave Iraq… I’m not sure aobut this. They’re kind of in a win-win. If we stay, it’s great for recruiting and they can kill Americans without having to buy airline tickets. If we leave, they can claim they drove us out of Iraq. Besides the obvious strategic victory that would be, a successful resistance against a western power also helps recruitment. Then again, the majority Iraqi population will likely turn on al-Qaeda if we go, depriving them of any real strategic gains.

    But either way, we should just be doing the opposite of what al-Qaeda wants us to do. $10 says they don’t want us to nuke the Masjid al-Haram during Ramadan. I think we can all agree that’s a bad idea.

    Only the most complete koolaid-slurping stooge can deny the FACT that Bush Administration rhetoric, from the start, INTENTIONALLY commingled Hussein, Al Queda, and 911, and used that propaganda to fuel the prevailing mood as cover for an unprovoked attack, conquest, and occupation of Iraq.

    You can keep pressing the same talking points, propaganda, and Big Lie denials, but doing so here is a waste of your time. Ringo, nobody here will buy your garbage, so you’d do better to peddle it elsewhere.

    And again, this is only a small sampling. There is oh, so much more, available to those with eyes to see and ears to listen.

    Ok Mr. President,

    I am going to attempt to respond to your post because you actually made sense and have a made a logical point.

    First, your claim is not completely accurate. The quotes that gorn diligently provided does not ONLY say that Sadaam has ties to organization LIKE Al Qaeda. He does in many quotes, but in many others, he says outright that he has DIRECT TIES TO AL Qaeda. NOT some unknown little group LIKE Al Qaeda.

    Second, you are right that the exact words “[Hussein] played a role 9/11″; however, since he often and continually said (many times in the same speech) that Sadaam had direct and continuing ties (before, during, and after 9/11) to Al Qaeda AND Al Qaeda is responsible for 9/11, then by the transitive property Sadaam had a role in it. Essentially if Sadaam had a role in Al Qaeda, and Al Qaeda is FULLY responsible for 9/11, then Sadaam had a role in 9/11. By mentioning all three OVER AND OVER AGAIN in the same speeches – especially speeches regarding WHY WE ATTACKED IRAQ, he is intentionally making the connection.

    Finally, every one of the statements concerning Sadaam, Iraq, and Al Qaeda is false and was known to be so before 2002 when most of these quotes were uttered. OUR OWN intelligence agencies were telling the president that a working relationship between Sadaam and Al Qaeda did not exist.

    Please read my other post. The point is that they wanted us to believe there was a link when they knew otherwise. Because of their 30,000 or more of our troops physically suffering. Many more with non visible scars. In addition to the almost 4000 killed FOR A LIE

    Stop splitting hairs and look at the intent. They wanted war with Iraq – they didn’t have good reason – they made these connections to justify it.
