Mueller could have been talking about any other NSA program, but Think Progress says that since he stated it was a NSA program, it must be the TSP. Think Progress thus establishes that the NSA only has one program, which is the TSP.

Glad we’ve got that all figured out. Now my only question is, does the NSA really only have one program, the TSP? Think Progress, what say you?
