Petraeus’ September Report Will Be Written By The White House

petraeusThe Los Angeles Times reports that Gen. David Petraeus’ upcoming Sept. 15 report on Iraq will be authored by the White House:

Despite Bush’s repeated statements that the report will reflect evaluations by Petraeus and Ryan Crocker, the U.S. ambassador to Iraq, administration officials said it would actually be written by the White House, with inputs from officials throughout the government.

And though Petraeus and Crocker will present their recommendations on Capitol Hill, legislation passed by Congress leaves it to the president to decide how to interpret the report’s data.

In other words, the Sept. 15 report promises to be much like the July mid-term report which purported to show “satisfactory performance on 8 of the 18 benchmarks.” A closer look into those claims revealed that the progress was purely White House spin. Yet, the report accomplished its primary objective of producing media reports which suggested that the overall picture in Iraq was “mixed.”

The White House has repeatedly employed Petraeus as a PR flack, using him to promote failing Iraq policies and the war czar nomination.

President Bush had previously said he would “respect the command structure” and not intercede in the Petraeus report:

I will repeat, as the Commander-in-Chief of a great military who has supported this military and will continue to support this military, not only with my — with insisting that we get resources to them, but with — by respecting the command structure, I’m going to wait for David to come back — David Petraeus to come back and give us the report on what he sees.

Apparently, Bush doesn’t plan to wait for a report; instead, he’ll have it drafted prior to Petraeus’ return. Markos writes: “Let me predict the future: The report: ‘Success!’ The interpretation: ‘Smashing success!’”

Digg It!

For the record, Cheney has admitted he was unduly optimistic, but at the time it certainly did look like things were going well for the U.S. in Iraq and we were turning the corner. You people nag like wives in a car just because a husband made one wrong turn -- we are back on the right track now.

  6. Jo-Ann Says:

So what else is new? Nobody believes that this "report" will be anything more than another press release of propaganda to justify several more years of shame and death in Iraq. Yes, Petraeus is a tool and everyone knows it. How many suckers will buy that lie?

Unfortunately, that "wrong turn" put 150,000 troops and 2.5 trillion dollars into the wrong country. A bit of nagging is the least the neocons deserve.

Gee - it's 1984 - just a few years late.

You may not realize this, but you are watching the last gasps of a republican party. True conservatives are calling for a regrouping before it's too late but the one's in congress and the one's still in power are drunk on Fox mentality news and PNAC values.

Fair enough, but since we ARE NOT AT WAR, this does not apply.
Here are two simple requests for you:

    1) Define the enemy in this occupation
    2) Define the victory of this occupation

    Take your time.

  32. raynman Says:

I wonder if some of the trolls are typing their posts while being loofa-ed by their favorite right-wing propagandist.... but I digress.

This administration has consistantly demonstrated that they don't trust the 'truth' unless they create it. This is something that the MSM has been shown time and time again, but continues to 'trust' the information that comes out of the White House.

What's worse, is that Congress, even under the Democrats, just can't seem to wrap their thoughts around the undeniable fact that the administration will lie to them and call it the truth.

We need to wake up, and wake up the people who are supposedly watching out for us that anything that comes out of the White House must be viewed with the understanding that it represents the truth as the White House sees it, not as reality sees it.

  33. Keith H. Says:

    Comment by Jake D. — August 15, 2007 @ 10:15 am

I'll overlook your completely unnecessary negative gender stereotypes and address what I think you are trying to say.

    1) Yes, Cheney has admitted that he was unduly optimistic. That's because nobody is buying his Iraq spin anymore, and it was the most positive way he could admit that we are stuck in a sh!tpile.

    2) In the beginning, there were some objectives that were reached (and celebrated). Saddam was ousted. An election was held. Saddam was captured. But "turning the corner"? These victories have been more than overshadowed by negative consequences. We have started a very ugly civil war, and the puppet coalition we installed is fraying badly. We've been turning more corners than you find in an Escher drawing.

    3) By equating the invasion and subsequent occupation in Iraq to making a wrong turn while driving, you belittle our actions as minor. It's more like making a wrong turn off a steep cliff. It has created lasting damage and it's virtually impossible to get back on the correct road again.

    4) You think we're on the right track again? I still don't see any actual progress, or any other evidence of this. I just hear talk about bombing Iran -- which just seems like sliding down the cliff further.

  87. roo Says:

So: consider that the report will be political, and not objective, in substance

What exactly does the Democrat leadership plan to do? It had better not be "wring hands" or "have alot of press conferences". I expect some sort of ass-kicking.

  91. Alan Charles Says:

Isn't it a shame that Bush supporters just won't believe anything we present them to show what their hero is doing to America? If it isn't from Rush, Sean, Bill, Michelle, Ann or Fox, it must be a leftwing lie, when in fact it is their heroes who are the ones doing the lying.

We simply must put a Democrat in the White House in 2008 or learn to live with these folks' ideas.

  92. Susan Says:

So let me get this straight. The White House will write the report, then, because of legistation passes by Congress, gets to interpret the information in the report. We are so screwed as a nation.

  104. Philadelphia Steve Says:

Actually, the headline is in error.

Specifically it says "will be" written by the White House.

The correct phrase should be "has already been" written by the White House. Specifically back in January when the Surge was announced.

And everyone in Washington knows this. Except the MSM, of course.

  105. Philadelphia Steve Says:

Re: "If cameras were on the beaches of Normandy ..."

Bush's unprovoked invasion of Iraq is nothing like the United States war against Nazi Germany. And George W. Bush is not the reincarnation of Abraham Lincoln.

No matter how much the NeoConservatives tell America to believe it.

Now, attacking the Taliban in Afghanistan IS a better comparison. In which case, the Bush Administration did "storm the beaches of Normandy". Then Bush immediately left Europe and launched an invasion of... Argentina!

Grand praise and Conservative declarations that George W. Bush is the second coming of the Lord do not mask his complete incompetence. They only emphasize the degree to which Conservatives are more loyal to George W. Bush personally than they are to the United States of America (as was confirmed by Sara Taylor's sworn testimony to Congress).

  106. Gregor Samsa Says:

Well, more of the usual modus operandi of the Bush clan: If reality doesn't match your ideas on what it should be, then reject it, and manufacture your own.

This is exactly what they did before invading Iraq: They manufactured the intelligence to "prove" that Hussein had WMD, had links to AlQaeda, and he could hand those WMD to AlQaeda and other terrorist groups.

With Feith out of the picture, I wonder who is writing these reports based on an alternative conservative "reality", you know, the one without a liberal "bias", and how many more lives and money they're willing to spend on Iraq. Compassionate conservatism at its best.

  107. BlueArkansas Says:

This General would do well to read the speech another General made at the UN. Colin Powell too was the voice of the government and lived to regret it and will carry the blight of that presentation to the end of his life.

If General Petraeus accepts this role he would do well to read the small print. If he signs the contract he becomes responsible...Perhaps he was chosen for this purpose - after all the Great Decider is never held responsible for anything. The General may just be taken for a sitting duck.

  111. skyreader7 Says:

The new report will be written by the new White House writer Mary Poppins.

    Pre-fabricated actually.

  116. newpantaloons Says:

My advice: Put Petraeus under oath and then ask him what the reality is like on the ground in Iraq. Ask him if the report has any basis in reality. But, of course, our dear elected Democrats won't do that.

Yes, I suspect this report was written around last February. Just before the surge officially began in March.

  119. Vinilo Suave Says:

#23 gets the smackdown Oscar. This band of trolls and trollettes knows the G.O.P Titanic has already hit the iceberg, and we watch them put on their lead-weighted life-jackets in blind faith. Such a sadly funny scene.

  120. Dave Says:

First of all, I'd imagine this report has already been written... I'd imagine it was written months ago and they've just been waiting until September to release it.

Second, I'm just guessing we'll see Petraeus resign soon... probably with the "want to spend more time with family" excuse that they've been using lately.

Third, I'm also just guessing, the report will say that the surge is working wonderfully, they need another 6 months (and after that, another 6 months, and then another, and then another, etc.) to evaluate progress, and they will punctuate the report with lots of evidence that Iran should be invaded next.

  121. jdw Says:

The headling is incorrect. The report won't be written by the "White House". It will be written by the "Fourth Branch of the Government". The Petraeus Report will be Cheney's work.

  122. jurassicpork Says:

Petraeus is expected to ask for a troop reduction. How much you wanna bet the WH will write the exact opposite?

Maestro, please- Cue Green Day's "Wake Me Up When September Ends."

  123. Probus Says:

Petraeus' report will only ask for more time. Just like the republicans are doing right now. But it is clear to the American people that the surge has failed to produce the political progress we were promised. The strategy was flawed from the beginning. Giving it 6 more months will not change the conditions on the ground in Iraq.

  124. ebbnfloe Says:

What I would like to see, is that everyone just ignore the comments from the ridiculous apologist Bush supporters. I truly believe that they are only there to divert attention away from a topic, because then what they say becomes the topic. They are likely a planted diversion. Ignore them, they are not worth engaging in any serious dialog. There can be no rational person left that thinks that way. I suggest just looking at it as a Colbert twist and have a laugh.

  125. ~M Says:

Of course the white house is going to write it. Like this should surprise anyone? ~M

  126. oneconcernedcitizen Says:

If anyone thought it would be any different you were just fooling yourself. The fact that Bush has said Petraeus about 5 million times on tv makes it quite obvious that it won't be Petraeus's report at all. Isn't obvious how these neocon's think? I just wish they'd understand that they're the ones that don't get it it, not us. It's the age old game of blaming the other side for doing exactly what you are doing. Genius, why didn't I think of that!

  127. Ricardo Says:

Bush only listens to the generals when he puts the words into their mouths?

  128. Josh Watree Says:

Bush makes a big deal about being Commander-in-Chief who respects the command structure. What kind of respect is he showing by referring to General Petraeus by his first name in his public statements? What message does that send the troops? "Hey, guys, don't worry 'cause David's looking over you?"

BTW trolls: If you are so gung-ho about "fighting them over there so we won't have to fight them here," and "staying the course until we are victorious," I want you to know your local enlistment offices are open from 8 a.m. to 5 p.m. Monday through Friday. 130. towanda Says:

Bush has already said we will NOT leave iraq as long as he's the deceider. What part of that don't people believe?

  131. BillWilliam Says:

How to get out of Iraq:
Step one: Impeach Bush and Cheney.
Step two: Move all of our forces to the borders of Iraq to prevent any outside countries from entering Iraq.
Step three: Wait for the Iraqi people to settle their differences and form their own government.
Step four: Get out of Iraq and go after Al Qaeda in an all out war.
If we treat Al Qaeda right and eliminate them, the problems with the middle east will be fewer and less serious. Right now they confuse our delicate handling of Iraq with weakness. We need to show some pictures of Japan and Germany after WWII. Whole cities turned to rubble, lots of them. They do not understand what war with a major power can be like because they have never seen it. All they have seen is the limited police action in Iraq in both "middle east wars". The Gulf war wasn't war it was target practice. I still think we should have gone to Baghdad then. Just to drive our tanks down the main street and leave. The result may have been better than what we have now.

  132. LookBeyond Says:

The SURGE is working to ensure we have troops in the region when we attack Iran. Then, there won't be enough, and then we must keep surging. You know, like the profits of WarMongers, Inc. (blackwater, KB&R, et. al) All of this paid with money we don't have.

  133. D S Arthur Says:

I agree with the Conventional Wisdom that the Whitehouse hopes to "spin" the Petraeus report in September ... which conceivably could, but probably won't, accurately reflect his own military evaluation of the situation. Will the general go along? With others writing the report, yes. With personally reading the report to Congress that others wrote, probably yes. With declaring (if anyone dares to ask) that in all respects it accurately reflects his own judgment, quite unlikely. There is something that West Point trys to drill into every cadet and probably succeeded with Petraeus --- Duty, Honor, Country. Assuming anyone in Congress has the guts to simply ask the general if the report is, essentially, his own, I do not think he will lie about it. I do think nobody will have the guts to ask.

  136. Calm Says:

America is never gonna leave Iraq. Never!

It makes little difference if they reduce the amount of soldiers inside Iraq because there are 300 thousand private mercenairies there.

"Military men are just dumb stupid animals to be used as pawns in foreign policy.”
--Henry Kissinger, quoted in “Kiss the Boys Goodbye: How the United States Betrayed Its Own POW’s in Vietnam”--

America has encouraged sectarian violence within the middle east since the beginning of time. For the past 100 years America has supported Sunni governments in Jordan, Egypt and Saudi Arabia. There is no way in hell that after a hundred years and trillions being spent, that America is gonna walk away and give Iraq to Shiite Iran.

    Get Real!

The recent arms deal with Saudi Arabia was just a back-door agreement to allow Saudi Arabia to arm the Sunni's in Iraq as they have been doing since the invasion. Saudi Arabia is causing more violence inside Iraq then Iran ever thought of doing.

During the sanctions against Saddam in the 90's, America wiped out 500 thousand Iraqi's. Secretary of State, Albright, claimed that 500 thousand deaths was a price worth paying!

"Oil is much too important a commodity to be left in the hands
    of the Arabs."
--Henry Kissinger, US Secretary of State under Presidents Nixon & Ford--

I truly believe that America deliberately set out to cause chaos inside Iraq since the beginning. Had the invasion gone well or had been conducted as per the Geneva Conventions, America would have no reason to remain. It is only the continuing violence" which America can use as an excuse to Stay-n-Slay! What we are calling "Bush Lies" was actually American policy! It is easier for America to defend or to excuse a lie then to admit International theft!

America has huge experience with the Divide and Conquer schemes during the past 300 years. It is called "Foreign Policy".

The U.S. method of pacifying Iraq after Saddam Hussein's fall actually spurred an anti-American insurgency.

The failure of America to secure 10,000 ammo dumps and missile facilities immediately following the invasion. Looters systematically dismantled and removed 377 tons of explosives, many Al Samouds and Fatah missiles,

The Pentagon admits that a breathtaking 250,000 tons of heavy ordnance - aircraft bombs, artillery and tank shells, mines, rockets -- were allowed to be looted after the invasion. That's equivalent to 1 million 500-pound bombs. At twenty 250-pound roadside mines or market closeouts a day, that's enough for 274 years of attacks.

The U.S. Inspector General concluded that of the 505,093 weapons that have been given to the Iraqi Ministries of Interior and Defense over the last several years, serial numbers for only 12,128 were properly recorded. In addition; 751 of the M1-F assault rifles sent to Iraq were missing, and nearly 100 MP-5 machine guns. 200,000 AK47s Fallen Into The Hands Of Iraqi "Terrorists". Thousands of guns meant for Iraq's police and army instead went to al-Qaeda. The equipment included two launcher mounts for shoulder-fired guided missiles, two guided missile radar test sets, ceramic body armor inserts currently used by deployed troops in Iraq and Afghanistan, a digital signal converter used in naval surveillance, an all-band antenna used to track aircraft and 12 digital microcircuits used in F-14 fighter aircraft.

America did the same thing in Iraq that they had done in Bosnia. The UNDP says about 20 percent of the civilian population in Bosnia possesses weapons, most of them illegally. The number is put at close to 500,000 in a country of some 3.8 million. About 200,000 weapons and 40 to 50 million rounds of ammunition have been exported by Bosnia to Iraq.

If Los Angeles said the Bloods and the Crips are going to be tolerated, they’re going to be armed and police their areas and enforce the law in certain areas, what sense would Los Angeles have of government?"

Do Americans believe the Petraeus/White House Report will be honest?
By: John Amato on Thursday, September 6th, 2007 at 2:19 PM - PDT Not according to the new Rasmussen Poll:

…39% believe the report will honestly and accurately reflect the General’s true assessment of the situation in Iraq. Thirty-five percent (35%) say it will not while 26% are not sure.

You could say 65% of Americans believe this will be more propaganda coming from the White House on Iraq as usual.

  141. sam mcabee Says:

For the record, we need to be in Iraq and should remain there for the foreseeable future, although in a much diminished capacity. The world is at war; we didn't cause or start it. Terrorism is real and unless this country starts to pull together and realize that an isolationist policy will not work; nor will ignoring, placating or pacifying stop the spread of terrorism. If you think we will not be attacked if we pull all our forces out of Iraq you are badly mistaken. We need to take the initiative, hunt them down and eliminate them as long as they are determined to destroy the USA which they believe to be the "great satin". Also, all the spin in the world won't make it so and unless you've been living under a rock, we won the war a long time ago and it was the most brilliantly planned and executed military operation in world history. It is now a support operation to help stabilize the new government. Progress has been obviously but ignored by some because they want to look at and report only on the negative and bash the administration.
