Petraeus has said he wants troops to stay in Iraq for the next decade. Bush has no plans to remove troops from Iraq just like the Petraeus report was never going to be written by Petraeus. Congress shouldn't take Bush at his word. Even if a small number of troops are drawn down it won't be enough if no date for troop withdrawal is set.
