That shows that the 110th Congress for all the heat we give them has succeeded where no other Congress has, force the executive to seek redress from Congress. The intelligence service has always been a tool for the law enforcement duties of the executive rather than the legislative.

The only unfortunate cut was the manner in which the 110th Congress dispensed of the FISA legislation like it was some legislation to mark some wild land designation for a colleague that just passed away.</description>
