Despite Announcing His ‘Retirement,’ General Who Oversaw Walter Reed Scandal Still Serving In Army

kkiley3.jpg On March 12, the Pentagon announced that Army Surgeon General Lt. Gen. Kevin Kiley, who oversaw neglect at the Walter Reed Army Medical Center, was resigning, effective immediately. NBC News Pentagon correspondent Jim Miklaszewski reported that it was “very likely” Kiley “would be reduced in retirement, at least one rank” and “be forced to retire at that two-star level.”

In order to retire as a three-star general, Kiley would have had to do at least three years of active-duty service in that grade. The higher the grade, the greater the retirement pay and benefits a general receives.

Kiley was appointed Army Surgeon General on Sept. 30, 2004. Therefore, as Miklaszewski noted, he retired before serving out his three-year term at the three-star level.

But ThinkProgress has learned that Kiley is still serving at the Pentagon, despite announcing his “retirement” in March. An official in the Department of the Army Public Affairs told ThinkProgress:

He [Kiley] is no longer serving as the Army Surgeon General but is in a transition status pending his retirement. … Currently Maj. Gen Kiley does not have a specific retirement date. He is no longer performing any duties related to The Surgeon General and is pending retirement.

When asked why the Army didn’t immediately ask for Kiley’s retirement in March, we were told that such information was “protected under the Privacy Act which restrict disclosure of information pertaining to administrative actions or personal communication.”

The law states that if an officer does not serve at that grade for three years, “the Secretary of Defense may authorize the Secretary of a military department to reduce such period to a period not less than two years.” Therefore, the Army may still be holding open the door to the possibility that Kiley may serve through September and retire with the pay and benefits of a three-star general.

During his time overseeing Walter Reed and serving as Army Surgeon General, Kiley ignored the neglect at Walter Reed. As far back as 2003, Kiley was told “that soldiers who were wounded in Iraq and Afghanistan were languishing and lost on the grounds.” He also ignored Beverly Young, the wife of Rep. Don Young (R-AK), when she told him about a soldier at Walter Reed “lying in urine on his mattress pad.” Even after the Washington Post investigation, Kiley claimed that the problems at Building 18 “weren’t serious.”

    In case anyone’s in doubt, the first and second duties of the U.S. military general staff are ass-covering and protecting their own, in that order. Protecting the Constitution comes somewhere after “having a good time on the taxpayer’s dime.”

    I agree that Kiley has been a scapegoat — and that others should also be held accountable for their complacency regarding the neglect at Walter Reed. But Kiley won’t really have suffered indignity until he’s forced to lie in his own urine.

    Taken to its “logical” conclusion this is all the fault of the Iraqi insurgents. If the insurgents had not attacked our troops, the troops would have never been injured, and therefor never sent to Walter Reed. With no wounded troops, Gen Kiley would have completed his service without incident.
    Clearly, by placing blame on Gen Kiley, we are placing blame on the wrong person here.
    Then again, Kiley can always “blame Canada”

    The greater perspective is that the overcrowding at Walter Reed is directly linked to one of the most disastrous wars in history, obstinately being perpetrated by the most disillusioned bunch of tyrannical power-hogs.

    The General has a responsibility of ensuring a smooth running hospital for our returning heroes, but look who he works for, the same cadre of folks who watched over disasters like Katrina and the Iraqi war. I have always been a firm-believer that the quality of the river is best at its source. It was (lets ban the use of ‘is’ to describe the Iraqi war) their war and they should accept full responsibility instead of hiding behind someone like the General to divert attention from the escalations they introduced during the same period the scandal broke.

    Agreed that accountability must be held higher up. The underlings get thrown under the bus and the problems continue. Kiley wasn’t the only culprit.

    I would have had far more respect for Kiley if he had been sacked due to fighting hard for improvements at Walter Reed, incurring the wrath of his bosses who were content with status quo.

    That’s like boasting that 25% of the country still supports the president, or that 18% think Congress is doing its best.

    Percentages are only helpful when presented in their entirety and in context, including the knowledge of who was asking the questions, who was funding the study and what kind of anonymity was assured (especially in the case of military who can be punished for speaking out).

    As a veteran, I couldn’t give a tinker’s damn what military personel think is patriotic. I take my cues in patriotism from Jefferson, Washington, and Franklin, not from teenagers kept in a media blackout, most of whom are just trying to make enough money to go to college. If they survive, go to college, and study american history, then I’ll consider their opinions on patriotism. Carrying a gun for Uncle Sam doesn’t make you a patriot. Defending our constitution from all enemies, foreign and domestic, makes someone a patriot. Putting your life on the line to defend america makes you a patriot, putting your life on the line for Haliburton makes you property.     The Bush administration can no longer be considered merely inept, wrong-headed, or even moronic. We must consider this administration and all who support it to be a danger to the constitution and the republic. Their utterly failed policies were perhaps just malfeasance when first detected.     Nice attempt at redirecting the thread, hellin. But I’ll answer: Mormons don’t make a habit of digging into other peoples personal lives.

    The Church of Jesus Christ of latter-day saints is a “teaching religion”, not a “preaching religion”. We don’t spend a lot of time and effort attempting to tear other people down in order to build ourselves up.

    Unless Craig told Romney about the incident, there was no reason for Romney to go looking for it. Mormons state the truth, as it is known to us, and then it’s up to the other person to either accept or reject it. At that point, our job is done. It’s a life philosophy which guides our daily actions.

    Furthermore, Craig resigned, Romney didn’t fire him. Mormons, while personally rejecting behaviours which they find run counter to their religious teachings, are also very accepting of others beliefs and personal behaviours.

    If Larry Craig turns out to be a flamer, that’s his business. I would think you libs would be congratulating Romney on keeping a homosexual on his staff…

    But then, it’s easy to defend New Jersey Governor McGreevey for living a double life…isn’t it? After all, he’s a Democrat….Craig’s a Republican, so it’s different for him…right?

    An outside snowball chance? Maybe. But a whole culture is the air we breathe, our mode of behavior, our mode of thinking etc.

    It is most difficult not to apportion all of the blame for the Iraq war to the ones who started the war even while realizing that there were no connections between OBL and Saddam.

    I was on the Canadian gov’t web site and I got sidetracked with a big pdf article on the bird flu and man oh man it looks like if we do get hit with a big bird flu, or some other, epidemic, not only will Rummy get even richer with his stock in the bird flu vaccine company, but they’ve got it all set up where we might as well be all one big country.     It was announced on August 21st at the recent meeting that Bush attended in Canada. Not that we read or heard about it in the news of course.

    It’s called the “North American Plan” and in much smaller letters below that it continues “For Avian and Pandemic Influenza”. Obviously it’s a good idea to have a plan for such an occurrence but…when you read this “plan” it sounds like they’re using the threat of bird flu to put all sorts of measures into place that quite frankly sounded scary to me in some cases (like surveillance and “social distancing measures” which in plain english means a prohibition on community gatherings etc.)

    It also bothered me that the article casually refer to the 3 countries as “SPP” countries, another subject that you NEVER read about in the MSM, which stands for Security and Properity Partnership of North America.

Although none of us may like it because of the disgusting way US service personnel were treated (or, perhaps, maltreated), there is generally a right to retire with full benefits if a service member reaches a point two years to eighteen months from retirement. My guess is that Army lawyers advised the Department to acknowledge this and let him serve out his three years quietly.
