On March 12, the Pentagon announced that Army Surgeon General Lt. Gen. Kevin Kiley, who oversaw neglect at the Walter Reed Army Medical Center, was resigning, effective immediately. NBC News Pentagon correspondent Jim Miklaszewski reported that it was “very likely” Kiley “would be reduced in retirement, at least one rank” and “be forced to retire at that two-star level.”
In order to retire as a three-star general, Kiley would have had to do at least three years of active-duty service in that grade. The higher the grade, the greater the retirement pay and benefits a general receives.
Kiley was appointed Army Surgeon General on Sept. 30, 2004. Therefore, as Miklaszewski noted, he retired before serving out his three-year term at the three-star level.
But ThinkProgress has learned that Kiley is still serving at the Pentagon, despite announcing his “retirement” in March. An official in the Department of the Army Public Affairs told ThinkProgress:
He [Kiley] is no longer serving as the Army Surgeon General but is in a transition status pending his retirement. … Currently Maj. Gen Kiley does not have a specific retirement date. He is no longer performing any duties related to The Surgeon General and is pending retirement.
When asked why the Army didn’t immediately ask for Kiley’s retirement in March, we were told that such information was “protected under the Privacy Act which restrict disclosure of information pertaining to administrative actions or personal communication.”
The law states that if an officer does not serve at that grade for three years, “the Secretary of Defense may authorize the Secretary of a military department to reduce such period to a period not less than two years.” Therefore, the Army may still be holding open the door to the possibility that Kiley may serve through September and retire with the pay and benefits of a three-star general.
During his time overseeing Walter Reed and serving as Army Surgeon General, Kiley ignored the neglect at Walter Reed. As far back as 2003, Kiley was told “that soldiers who were wounded in Iraq and Afghanistan were languishing and lost on the grounds.” He also ignored Beverly Young, the wife of Rep. Don Young (R-AK), when she told him about a soldier at Walter Reed “lying in urine on his mattress pad.” Even after the Washington Post investigation, Kiley claimed that the problems at Building 18 “weren’t serious.”

Leave the man alone. He has suffered the indignities of scapegoating for the 43rd 1600-Penn.

I agree that Kiley has been a scapegoat — and that others should also be held accountable for their complacency regarding the neglect at Walter Reed. But Kiley won’t really have suffered indignity until he’s forced to lie in his own urine.

Taken to its “logical” conclusion this is all the fault of the Iraqi insurgents. If the insurgents had not attacked our troops, the troops would have never been injured, and therefor never sent to Walter Reed. With no wounded troops, Gen Kiley would have completed his service without incident.

I agree, but that would be blaming anyone else for every single pain our dear country is feeling at this time. I like to keep the pressure at the doorstep of the 43rd 1600-Penn.
The greater perspective is that the overcrowding at Walter Reed is directly linked to one of the most disastrous wars in history, obstinately being perpetrated by the most disillusioned bunch of tyrannical power-hogs.
The General has a responsibility of ensuring a smooth running hospital for our returning heroes, but look who he works for, the same cadre of folks who watched over disasters like Katrina and the Iraqi war. I have always been a firm-believer that the quality of the river is best at its source. It was (lets ban the use of ‘is’ to describe the Iraqi war) their war and they should accept full responsibility instead of hiding behind someone like the General to divert attention from the escalations they introduced during the same period the scandal broke.

Agreed that accountability must be held higher up. The underlings get thrown under the bus and the problems continue. Kiley wasn’t the only culprit.
I would have had far more respect for Kiley if he had been sacked due to fighting hard for improvements at Walter Reed, incurring the wrath of his bosses who were content with status quo.
August 28th, 2007 at 12:27 pmFact is, 37% of the military believe those in the U.S. who want to “cut and run†are unpatriotic. And I would agree.
Um, OK, what about the other 63%?
That’s like boasting that 25% of the country still supports the president, or that 18% think Congress is doing its best.
Percentages are only helpful when presented in their entirety and in context, including the knowledge of who was asking the questions, who was funding the study and what kind of anonymity was assured (especially in the case of military who can be punished for speaking out).
August 28th, 2007 at 12:30 pmMr. Bigfoot is not interested in answering any questions. That would expose the accountability flaw in his arguments as well as who he follows.

August 28th, 2007 at 12:35 pmFact is, 37% of our soldiers are being smirked at by the 63% of our military who read news papers, think for themselves, love the constitution, and are perhaps old enough to drink.
As a veteran, I couldn’t give a tinker’s damn what military personel think is patriotic. I take my cues in patriotism from Jefferson, Washington, and Franklin, not from teenagers kept in a media blackout, most of whom are just trying to make enough money to go to college. If they survive, go to college, and study american history, then I’ll consider their opinions on patriotism. Carrying a gun for Uncle Sam doesn’t make you a patriot. Defending our constitution from all enemies, foreign and domestic, makes someone a patriot. Putting your life on the line to defend america makes you a patriot, putting your life on the line for Haliburton makes you property. Those who wish to be patriotic in the present day have to stand up against the Bush royalists who’re so determined to destroy our constitution.
The Bush administration can no longer be considered merely inept, wrong-headed, or even moronic. We must consider this administration and all who support it to be a danger to the constitution and the republic. Their utterly failed policies were perhaps just malfeasance when first detected. Their irrational and criminal continuation of those policies at the expense of human lives and vast national resources is blatantly treasonous.

Nice attempt at redirecting the thread, hellin. But I’ll answer: Mormons don’t make a habit of digging into other peoples personal lives.
The Church of Jesus Christ of latter-day saints is a “teaching religion”, not a “preaching religion”. We don’t spend a lot of time and effort attempting to tear other people down in order to build ourselves up.
Unless Craig told Romney about the incident, there was no reason for Romney to go looking for it. Mormons state the truth, as it is known to us, and then it’s up to the other person to either accept or reject it. At that point, our job is done. It’s a life philosophy which guides our daily actions.
Furthermore, Craig resigned, Romney didn’t fire him. Mormons, while personally rejecting behaviours which they find run counter to their religious teachings, are also very accepting of others beliefs and personal behaviours.
If Larry Craig turns out to be a flamer, that’s his business. I would think you libs would be congratulating Romney on keeping a homosexual on his staff…
But then, it’s easy to defend New Jersey Governor McGreevey for living a double life…isn’t it? After all, he’s a Democrat….Craig’s a Republican, so it’s different for him…right?

August 28th, 2007 at 12:48 pmMr. Bigfoot, thanks for answering. I didn’t care for an answer because to me it’s just another slimey politician. Didn’t realize it would hit a nerve. Nor did I think it would show your political leanings.
It was meant as sarcasm for all of the blatant redirection that occurs from the right.
You didn’t bother answering any of the other questions that pertained to this thread. In fact, your original posting was a BS non question that had no other purpose than to deflect from the thread.
Do you know for a fact that Romney didn’t know of the lewd conduct? Or you just guessing? How do you think Idaho will react to their congressman?

Very beautifully done. I must however point out that you are talking about a situation whereby there is culture of dissent been silenced from the top down. Look how long pretty much the whole populace has been demanding some transparency from the white house.
An outside snowball chance? Maybe. But a whole culture is the air we breathe, our mode of behavior, our mode of thinking etc.
It is most difficult not to apportion all of the blame for the Iraq war to the ones who started the war even while realizing that there were no connections between OBL and Saddam.

Irrational and meaningless. Find a new drug dealer?
August 28th, 2007 at 12:52 pmUmmmm, getting back to the point of the article above: A man in charge turned a blind eye to the reality of what he had the power to change.
He should have lost his job. Instead, he’s allowed to stay on so that he can “earn” even more money in retirement than he would’ve if he had retired when news of his problems arose.
That is the issue at hand. No polls. No “I lied about being guilty for lewd behavior but I’m not lying now.”
Just the wink-wink among those in power to let others in power remain in power regardless of their past.

Cuz.
Comment by Swifty the Boat (PiP) — August 28, 2007 @ 12:41 pm
Cuz you got nothing peebrain. Why is Bush so soft on al Qaida. They’re Saudis and Bush kisses and holds hands with Saudis. He quit looking for Bin Laden and flew his family out of the country. Then he closed the bases OBL wanted closed thereby negotiating with terrorists. Why does Bush negotiate with terrorists? No Saudis are the second largest holder of our national debt after China. That’s what they get for attacking us. That and weapons. Why?
August 28th, 2007 at 12:55 pmHe followed orders and did his job. Now they have to keep him in the military so he wont tell the truth about who took the money for the soldiers health care. Yes it’s all about cover up and it started with Rummy in charge. Nothing really has changed anyway. Soldiers are still treated like trash, but now the Iraq people aren’t doing to bad with the US medial care. We noticed with the silence of the murder of Pat Tillman the orders come from the Top not below.
August 28th, 2007 at 12:55 pmWhen Americans stand up an yell for the safety of our troops and the health care of our troops like they yelled for Vick to be hung for killing dogs things will change.
That was strange Americans out cry for Vick killing dogs was more then 4000 + soldiers being killed based on lies. We see what’s more important.

August 28th, 2007 at 12:58 pmRumsfeld had an ofc. “a few blocks from the Pentagon” with a staff of 7 to write his “memoirs” said MSM immediately after his “resignation” was the stuff emitted. The grapevine said he was still at the Pentagon. Lo and behold upon that discovery, he bounced over to M Street to open his “Think Tank”! Whut, pray tell, wuz he planning to to that with? (Spelling intended”as is”!) He is so old, that he couldn’t possibly need a “tank” of that type.
I wonder if Newt still is a “consultant” with offices at the Pentagon. Last I heard he was.
None of them resign. If you pay attention, you will find they have slithered over to another position to … work for …. you got it, … the adm’s goal. How many of you believe there is no North American Union (NAU) in your future? Do you believe you are on the inside of power? Do you know who is behind the NAU?
If you wonder to what I’m referring, you should get off name calling, and research the facts! (I suspect you won’t be able to get documentation from our govt. to support anything whatsoever. If so, kindly share it with us here in the reality zone.)

August 28th, 2007 at 1:14 pmI was on the Canadian gov’t web site and I got sidetracked with a big pdf article on the bird flu and man oh man it looks like if we do get hit with a big bird flu, or some other, epidemic, not only will Rummy get even richer with his stock in the bird flu vaccine company, but they’ve got it all set up where we might as well be all one big country. It was very troubling to read.

Purdence Juris - here is the link I was talking about:
http://montebello2007.gc.ca/doc/pandemic_en.pdf
It was announced on August 21st at the recent meeting that Bush attended in Canada. Not that we read or heard about it in the news of course.
It’s called the “North American Plan” and in much smaller letters below that it continues “For Avian and Pandemic Influenza”. Obviously it’s a good idea to have a plan for such an occurrence but…when you read this “plan” it sounds like they’re using the threat of bird flu to put all sorts of measures into place that quite frankly sounded scary to me in some cases (like surveillance and “social distancing measures” which in plain english means a prohibition on community gatherings etc.)
It also bothered me that the article casually refer to the 3 countries as “SPP” countries, another subject that you NEVER read about in the MSM, which stands for Security and Properity Partnership of North America.

August 28th, 2007 at 1:39 pmAnd anyway, it’s never quite that simple. I think they’re using the threat of bird flu to enhance their “co-operation” and all that that entails.

August 28th, 2007 at 1:45 pmFscking Idiot.
As the presidential debates heat up and tensions increase, the candidates need to be reminded of the critical issues that still trouble our society today. Issue such as global poverty needs to be address by our candidates to each other and to the general public. As one of the nations that has pledge to fulfill the goals of Millennium Development Project, whose goal is the elimination of world hunger and poverty, the Bush Administration has not shown any substantial action to bring this fundamental problem to a stop. According to the Borgen Project, dedicated to fighting and ending Poverty around the world, only $19 billion dollars are needed annually to stop world wide poverty, hunger and malnutrition. However, more than $340 billion dollars has been poured into this “war on terror.†And each year, our country has a military budge of $522 billion dollars. It’s time for a new leader who will be addressing an issue that affects 1.2 billion people everyday worldwide.

August 28th, 2007 at 2:29 pmWith bush being president , did you really expect anything different.
August 28th, 2007 at 3:09 pmThere is a logic to protecting Lt. Gen. Kiley: No person in the military should have to show greater competence than his/her commander-in-chief. Only a limbo dancer could crawl under that bar.
August 28th, 2007 at 3:49 pmAbsent a court martial he probably has a legal right to serve out the end of his three years in rank. Although none of us may like it because of the disgusting way US service personnel were treated (or, perhaps, maltreated), there is generally a right to retire with full benefits if a service member reaches a point two years to eighteen months from retirement. My guess is that Army lawyers advised the Department to acknowledge this and let him serve out his three years quietly.
August 28th, 2007 at 6:18 pmIt’s beyond the point of shaking one’s head in disbelief. This administration flaunts a F**k You attitude towards the folks they supposedly work for.
August 28th, 2007 at 6:25 pmIf there isn’t at least SOME kind of a revolution in our future, I’ll be amazed. The revulsion is already at hand!
Fire the bitch.
August 28th, 2007 at 6:40 pmHe has suffered enough? Are you kidding me? What about all the soldiers who thought they were going to receive the proper medical care they deserve for fighting this point-less war. Little did they know that this Army Surgeon General was just marking off the days in his calendar until September so he can retire as a fraud 3 star general. Yeah he may be one of the many scapegoat’s this Empire has used but, doesn’t mean he isn’t responsible for what he allowed to happen in Walter Reed and facilities. He should be force out as a 2 star reduced to a 1 star and then court martialed for what he’s done.

August 28th, 2007 at 11:02 pmThe General shows neither honor or good ethics.
He displays that quality of lust for a bit better retirement income, when in fact, he should have stood to courts martial.
His treatment of our servicemen and women; the neglect shown under his command was reprehensible.
And yet, he’ll retire at the highest paygrade possible and his buddies will make certain that happens.
I guess that’s just America, especially under the administration of GWB and his mindset. But, it’s not American!
