Graham: We’re ‘Kicking Ass’ In Iraq, Political Reconciliation Likely ‘Within Weeks’

Yesterday, prominent Iraq war proponents were featured at a panel at the American Enterprise Institute, including Sen. Lindsey Graham (R-SC), a vocal supporter of President Bush’s escalation.

Graham cheerfully explained that in his eight visits to Iraq, he has never come back as optimistic as after his most recent one. Graham claimed political reconciliation is on the horizon and is now “all over the country.”

Within the next weeks, not months, there will be a major breakthrough on the benchmarks regarding political reconciliation. And after the last two weeks of being a reservist, you could see Sunnis and Shia and Kurds taking a second look at Iraq.

Watch a compilation of Graham’s remarks:

[flv http://video.thinkprogress.org/2007/09/grahambreakthrough12.320.240.flv]

Using lofty phrases like “the surge has worked” and “the people are war weary,” Graham conveniently dodged empirical evidence to back up his assertion of reconciliation at “breakneck speed.”

Graham has placed himself at odds with every observer — including the Bush administration — of the Iraq war, all of whom see little to no political progress in Iraq:

Gen. Petraeus: “[T]angible political progress…has not worked out as we had hoped.” [9/7/07]

White House Chief of Staff Josh Bolten: “[D]isappointment is the right word for…the Iraqi federal government.” [9/5/07]

Government Accountability Office: Iraqi government “has met only one of eight political benchmarks.” [9/4/07]

Congressional Research Service: “[T]he Iraqi government is in essential collapse.” [9/6/07]

National Intelligence Estimate: The government “will become more precarious over the next six to 12 months.” [8/23/07]

With Shi’as composing 75 percent of Baghdad today and 85 percent of the Iraqi national police, there is no near prospect for political reconciliation.

Despite these realities, Graham concluded his remarks at AEI — to loud applause — proclaiming that the United States is “kicking their ass,” a statement sure to make Bush proud.

Digg It!

    Comment by Master P — September 7, 2007 @ 4:17 pm

Good question. I’d think conservatives are much more Usama’s style:

“People of America: the world is following your news in regards to your invasion of Iraq, for people have recently come to know that, after several years of tragedies of this war, the vast majority of you want it stopped. Thus, you elected the Democratic Party for this purpose, but the Democrats haven’t made a move worth mentioning. On the contrary, they continue to agree to the spending of tens of billions to continue the killing and war there.”

(there are two ways to end the war) “The first is from our side, and it is to continue to escalate the killing and fighting against you.” The second is to do away with the American democratic system of government. “It has now become clear to you and the entire world the impotence of the democratic system and how it plays with the interests of the peoples and their blood”

“To conclude, I invite you to embrace Islam. There are no taxes in Islam, but rather there is a limited Zakaat [alms] totaling 2.5 percent.”

Hmmm… He complains about Democrats, proposes doing away with the democratic system, and boasts about having no taxes… Now who does that sound like?

RE: “Within the next weeks, not months, there will be a major breakthrough on the benchmarks regarding political reconciliation.”

There’s a big scoop that’s been slowly making the rounds on the blogs. I first found it at-
    http://mensnewsdaily.com/2007/09/03/iraq-peace-talks-draw-to-a-close-in-finland/

    and then at-
    http://cernigsnewshog.blogspot.com/2007/09/irish-ex-terrorists-try-to-broker-iraq.html

It’s beginning to gain traction, albeit still mainly in the blogosphere. MSM has yet to pick this up with any enthusiasm. CNN International had this on 9-4-
    http://edition.cnn.com/2007/WORLD/europe/09/04/iraq.finland/?iref=mpstoryview

A Sunni-Shia peace agreement borkered by an ex-IRA commander and now Sinn Fein MP. Of the Sunni & Shia participants Martin said “”They are power-brokers, they are people with enormous influence in that country. There’s no doubt whatsoever that the message that they bring back from Finland to Iraq is important…”

This is fascinating to say the least! Most fascinating is #5 of the ‘12 point plan’–
    “End international interference.”

    WOH!
I’m not sure where the Bush Admin is in all this, but my belief is most likely at arms length or better; for the simple fact that any Bush Admin involvement will doom any efforts to failure. Especially if there’s no profit or influence for Bush cronies!

The latest reports from the GAO and CRS as well as the latest NIE all state the grim aspects of the political improvement in Iraq. They have provided statistics that support the consensus that Political improvement is bleak. Sen. Graham says we’re kicking ass and the govt. in Iraq is going to leap forward. But he doesn’t offer any evidence to support this.

Well, they are the experts, they have lost for thousands of years, and continue to lose. p, for instance, hasn’t ever won an argument here, in spite of engaging a dozen of more fake personalities. He can’t even win arguments with them! it’s the usual rightard bullshit: provide them with a proveable fact they don’t like, and you become a traitor, an Islamophile (like the Founding Fathers, by the way), or whatever. Same reaction if you point out the Deserter-In-Chief’s surrender to Bin Laden, or his incompetence, or his cowardice. these are all clear, provable items, yet if anybody points them out, we are Against the Troops, or some such post-nazi garbage. There is no truth on the right, there is only fantasy, wishful thinking, and wholesale cowardice.

George Bush was business partners with the Bin Laden family.
After 9/11, the administration made sure (while the rest of the nation was grounded)that a plane containing Osama Bin Laden’s family was able to leave the country.
In six years, George Bush has let Osama Bin Laden stay free and taunt America.
Pat Robertso and Jerry Falwell said that Osama was doing god’s work in attacking the WEC.
Dinesh D’Souza, a prominent Republican, has said he has more sympathy with fundamentalist Muslims than with most Americans.
When Barack Obama said that he would attack Osama’s hiding place if he received good intelligence, the Republicans mocked him saying, “He’d invade Pakistan!” as if invading Pakistan to destroy OBL were unthinkable, while destroying a whole country because they might, might supply him with weapons is ok?

His bro was involved in Arbusto Energy with George W. years ago and is the #2 money man in AQ. Now, Venus, the morning star or planet, is also part of that.

Even if this were true, (and anybody not currently in a coma knows it for the lie that it is) it STILL wouldn’t be “great news”.

So, as a reminder…over 1 mllion Iraqi civillians have died as a result of US military presense in Iraq. Another 4 plus million have been displaced, externally and internally. Iraq is now the #2 nation on the Failed State Index, just behind Sudan, without any real measurable difference. The civillians who are left, (though they are fleeing daily if they can, by the tens of thousands) are without electricity, gas, sewage, food, water, medicine, schools, hospitals, and whatever else it is that we all take for granted. And, they’re be walled into concrete enclaves, (topped with razor wire) with only one way in and out of their neighborhoods, and even that is by luck of the draw.

Today, (so far) 7 more US soldiers have died, and that seems to pretty much be the standard since the “surge”, despite the fact that we’ve drastically increased air attacks on these neighborhoods. And of course the civilian death toll climbs at 10 times plus that rate.

So, if this is “success”, and if this somehow signals an impending political reconciliation, it must mean that there just won’t be anything left to reconcile. Maybe that’s why the Senator is so optimistic. He’s also a lying lunatic, and we should keep that in mind.

As for the gay stuff, I had no idea. I’ve always so thoroughly disliked the guy, that I never paid any attention to what gender preferences he might have, because in reality, it’s never mattered, at least not to me.

Liars come in all varieties, and the main way to separate the political liars that have been abusing us, is to try and figure out whether or not they actually believe this stuff themselves. (some actually lie for so long, that they really do start to belive their own BS). Once we’ve figured that out, we can institutionalize all of them, but we’ll put the most demented into medical facilities, (where they can’t get out) and the rest in jails, (where they can’t get out).

The vast majority of these Iraqi civilians have died as a result of Sunnis killing Shiites and vice versa. Where is THEIR accountability for their own actions? Just because someone gives you a gun doesn’t mean you have to use it.

Iraq is now the #2 nation on the Failed State Index, just behind Sudan, without any real measurable difference.

Forced uprooting of large communities as a result of random or targeted violence and/or repression, causing food shortages, disease, lack of clean water, land competition, and turmoil that can spiral into larger humanitarian and security problems, both within and between countries.”

On a scale of 1 to 10 with ten being the worst, the U.S. scores a 6 in the I2 category stated above but a country like Canada gets a 2.3? This it total BS. The U.S. is not in the mist of a civil war.

“I9. Suspension or Arbitrary Application of the Rule of Law and Widespread Violation of Human Rights

Emergence of authoritarian, dictatorial or military rule in which constitutional and democratic institutions and processes are suspended or manipulated. Outbreak of politically inspired (as opposed to criminal) violence against innocent civilians. Rising number of political prisoners or dissidents who are denied due process consistent with international norms and practices. Widespread abuse of legal, political and social rights, including those of individuals, groups or cultural institutions (e.g., harassment of the press, politicization of the judiciary, internal use of military for political ends, public repression of political opponents, religious or cultural persecution)”

The U.S. gets a 5 while coutries like France and Spain get 3.2 and 2.9 respectively? More total BS.

Hurricane Katrina was the costliest and one of the deadliest hurricanes in the history of the U.S. Nearly every levee in metro New Orleans breached as Hurricane Katrina passed east of the city, subsequently flooding 80% of the city and many areas of neighboring parish for weeks. Approximately one million people had fled the city and its surrounding suburbs by the evening of August 28, 2005 The Department of Homeland Security estimates that 1,197,499 homes were left damaged or destroyed by the three storms that occurred in 2005. [4] Damage from Katrina alone has been estimated to include 850,791 homes. “By July 1, 2006 when new population estimates were calculated by the U.S. Census Bureau, the state of Louisiana showed a population decline of 219,563, or 4.87%.The number of homicides in Houston from September 2005 through Febuary 2006 went up by 23% relative to the same period a year before; 29 of the 170 murders involved displaced Louisianans as a victim or as a suspect.

“Forced uprooting of large communities as a result of random or targeted violence and/or repression….”

“Can you name any anything in Canada of 2005 that was worse. Read and think more carefully.”

The above definition in this category is referring to internal strife and fighting which is what what people people to be displaced which is kin to exactly what happens during a CIVIL WAR. Natural disasters like a hurricane were NOT even a variable in the equation. Where did you pull the crap from? Canada and the U.S. political stability are about equal, so for the U.S. to get a much worse mark is total BS. I think you need to read more carefully and not try to make up your own criteria.

  355. Moosbrugger says:

Sorry you are wrong tracy, the definition of violence in not restricted to armed conflict or civil war. i have no idea why you would think so. READ READ. IT says VIOLENCE. Not ARMED CONFLCIT. READ it says VIOLENCE. IT even says RANDOM VIOLENCE. READ, READ.

Forced uprooting of large communities as a result of random or targeted violence and/or repression

It doesn’t say THAT the definiton is restricted to mean only CIVIL WAR.

LAST time i looked at the dictionary the word violence had more than one meaning. Maybe you don’t own one so i will help you

    American heritage dictionary:
    3. Intensity or severity, as in natural phenomemna; untamed force: the violence of a hurricane.

    Websters dictionary:
3 a : intense, turbulent, or furious and often destructive action or force: the violence of the storm

    Again read the definition:

Forced uprooting of large communities as a result of random or targeted violence and/or repression…

Clearly the criteria is meant to include both man made conflict or natural distaster.

    Hope that helps you.

“It doesn’t say THAT the definiton is restricted to mean only CIVIL WAR. ”

I never said that it is ONLY restricted to civil war.

“Clearly the criteria is meant to include both man made conflict or natural distaster.”

Well if that is what you think it means the we will just have to disagree. I don’t think that natural phenomena is what they are referring to at all considering ALL of the other indicators listed deal with human caused problems.

Please read this from the president of the FFP and tell me where you think that this index the this organization produces refers to any thing but human interaction.

    http://www.fundforpeace.org/thefund/president.php

Clearly this site and the index rating system, if you were to choose to browse thru it, deals with human activity, not natural disasters.

  358. Moosbrugger says:

You said, “Natural disasters like a hurricane were NOT even a variable in the equation. . . I think you need to read more carefully and not try to make up your own criteria.” Did you even bother to read a single assessment? Here word for word is an assessment of El Salvador.

“El Salvador was hit by two natural disasters in 2005, causing the indicator scores for demographic pressures and internally displaced persons to rise. In May 2005, fears of massive damage from Hurricane Adrian caused over 20,000 people to flee their homes. In October 2005, several thousand residents fled or were evacuated from villages when El Salvador’s highest volcano erupted, sending lava the size of cars and boiling mud and water into surrounding areas. Demographic pressures increased from a 5.0 in the Failed States Index 2005 (FSI 2005) to an 8.5 in the FSI 2006. Refugees and internally displaced persons rose from a 5.0 in the FSI 2005 to a 6.1 in the FSI 2006.”

N.B. no mention of armed conflict or civil strife. The rise in the I1 and I2. score was due to natural phenomenon. Therefore, your contention that , “Natural disasters like a hurricane were NOT even a variable in the [I2] equation” is clearly incorrect. In the case of El Salvador , natural phenomenon is the primary “variable.” I think you need to read more carefully and not try to make up your own criteria. ☺ peace

  359. Moosbrugger says:

You said,” I don’t think that natural phenomena is what they are referring to at all considering ALL of the other indicators listed deal with human caused problems.”

Another example where natural disaster is cause to a rise and fall in the social indicatorS. Indicators 1-4 by the way are described as a social indicator on their website. Again word for word. . .

“Hurricane Jeanne caused extensive damage in the Dominican Republic in 2004, killing over 20 people and as many as 2,000 in neighboring Haiti. The hurricane was largely responsible for the high ratings of MANY of the indicators in the 2005 Failed States Index (FSI 2005), especially the social indicators. A high unemployment rate of 17 percent also contributed to the high rating for demographic pressures. Most ratings went down in the FSI 2006 as the country began to recover. The rating for demographic pressures fell from a 9.0 to a 7.8 and the indicator for displaced persons fell from an 8.0 to a 7.0 as damaged homes were rebuilt and the economy improved.”

N.B. no mention of armed conflict or civil strife. The rise in the I1 and I2. Score in 2005 was due to natural phenomenon. Therefore, your contention that “I don’t think that natural phenomena is what they are referring to at all considering ALL of the other indicators listed deal with (only) human caused problems,” is clearly incorrect.

  360. Moosbrugger says:

    And Another:
“Except for refugees, Papua New Guinea received high ratings for most of the social indicators. Demographic pressures were rated 8.0 because of a high population growth rate of 2.21%, a young population (37.8% under the age of 15) and a life expectancy of 65 years. The population growth rates in some of the provinces are well above the national average, with the highest in the Southern Highlands province at 5.4%. Land disputes between the highland tribes have also become more common due to population pressures. The rating for refugees and displaced persons was very low due to the lack of a significant number of refugees and IDPs, although the inhabitants from Papua New Guinea’s Carteret Islands are being displaced by rising sea levels.

( again no armed conflict here, but people are being displace by yet another kind of natural phenomenon or untamed force, rising sea levels.)

  361. Moosbrugger says:

The Philippines received high ratings for most of the social indicators. Demographic pressures was rated 7.0 in both the Failed States Index (FSI) 2005 and the FSI 2006 due to a population growth rate of 1.8%, a young population (35% under the age of 15) and severe environmental degradation. The indicator for refugees and displaced persons also received a rating of 7.0 in the FSI 2005, but it improved significantly to 5.5 in the FSI 2006. There were about 150,000 IDPs as a result of fighting between government troops and the Moro Islamic Liberation Front (MILF) and Abu Sayyaf rebel groups. Floods and mudslides in November and December of 2004 killed hundreds of people and displaced many more, resulting in the higher rating in the FSI 2005.

(Oh look armed conflict AND natural disaster as a cause… impossible. I think not. Why you ask? Because the criteria is carefully written to include both man made conflict and/or natural phenomenon.

You said “On a scale of 1 to 10 with ten being the worst, the U.S. scores a 6 in the I2 category stated above but a country like Canada gets a 2.3? This it total BS.”

You are correct. I do question the index rating system though. For instance, drawing on my incorrect assumption and you correction you provided why does Japan have a 1 rating in the I2 category considering their severe frequency of earthquakes and hurricanes? Why is Cuba rated lower in this category than the U.S.?

I assume that since you didn’t comment on this part of a previous post…

“I9. Suspension or Arbitrary Application of the Rule of Law and Widespread Violation of Human Rights

…you understand why I question the rating system?

  364. Moosbrugger says:

why does Japan have a 1 rating in the I2 category considering their severe frequency of earthquakes and hurricanes?

Severe frequency would have little to do with it. A high frequency of earthquakes and hurricanes doesn’t necessarily cause Massive Movement of Refugees or Internally Displaced Persons creating Complex Humanitarian Emergencies. Also, Bear in mind that a countries ability to respond to a complex humanitarian emergence would affect the outcome.
Why does Japan have a 1 rating? I don’t know. Maybe they have a really good emergency response system to these types of events. Scratch that maybe they have the best. But like I said frequency doesn’t necessarily cause. . . and maybe Japan has the infrastructure to meet those demands.

you understand why I question the rating system?

No, but I understand why you might be curious about Japans exceptionally low rating. Maybe you should write and ask. It’s a fair question.

  365. Moosbrugger says:

I assume that since you didn’t comment on this part of a previous post…

I don’t have the assessment for the U.S. It’s not on the website. But here is what the president said in an interview:

JERRY FOWLER: One thing that is referred to in the report that might surprise a lot of people is this idea of “pockets of failure” in countries such as the United States which otherwise are quite stable.

PAULINE BAKER: The United States did not come out in the category of most stable. We had five categories there, and Canada and the Scandinavian countries came out actually better than the United States. In the case of the United States, the drawbacks were—as you indicated—the response to Katrina which showed real disfunctionality or pockets of failure, and also the whole debate and activities regarding human rights with Guantanamo, the debate over torture, rendition; the United States slipped back from where it use to be on being really an ideal country promoting human rights and that is due to the war on terror. While in no means is this to suggest that the United States is a failing state, it does have pockets of either disfunctionality or backsliding on some of these indicators that I think we have to pay attention to.

“…the United States slipped back from where it use to be on being really an ideal country promoting human rights and that is due to the war on terror.”

I wonder why Western European countries haven’t been called for their rampant racism and violation of human rights when it comes to their surpression of their emerging Muslim population. For Baker to point out Gitmo as an example of WIDESPREAD human rights abuses by the U.S. is total garbage especially when France’s and Spain’s societies repress the human rights of their Muslim populations in their countries on a daily basis and have been since the end of WW2.

    A. She doesn’t point out Gitmo as an example of WIDESPEAD human rights abuses. Her statement is measured. “While in no means is this to suggest that the United States is a failing state, it does have pockets of either disfunctionality or backsliding on some of these indicators that I think we have to pay attention to.” Seriously where did she say WIDESPEAD?! I don’t see it.
    B. Her answer is given in response to a question concerning the U.S. In the above passage she makes no mention of Spain or France not having problems. Seriously, where does she say in the above except that France and Spain do not have problems.?!

She clearly cited Gitmo as one of the reasons for “backsliding” on inidicators of human rights abuses by the U.S. and all I am saying is that this RARE incident involving very few people should have made it not worth mentioning. Second of all you have also to be of the OPINION the what is going on in Gitmo constitutes human rights abuse, considering most of those who are being held there are trained LIARS.

The index cites France and Spain as scoring much better when it comes to human rights abuse than the U.S. I was just making a the point that the ratings of France and Spain are very skewed in reality in my opinion.

So you start the name calling because you think your are right and you didn’t like my comments? What particular comment in my last post prompted it? Calling someone an idiot just because you don’t like their answer pretty much invalidates the insult.

BTW when Baker said there is a “debate over torture” she then continues on to state that the U.S. has “slipped back” from being a country that promoted human rights, as a result of the war on terror, i.e. specifically the DEBATE over what is and isn’t torture. Well if there is a debate on this subject then how can she say if the U.S. has slipped back as far as human rights promotion?

It clear you do not know what Human Rights are.
I suggest you educate yourself. Read about the U.S.

Then Baker is an idiot. First for stating that there IS an ongoing debate with what is going on down in Gitmo is considered torture and then saying in the same quote that the U.S. has slipped in human rights promotion.

“Its not that i don’t like the answer, it just a bad answer, a thoughtless answer, the kind of answer only an idiot could believe or espouse.”

A bad answer? A thoughtless answer? Considering it’s only your OPINION and can be defended by using YOUR own cited quote, you can really call me an idiot and think it’s valid. Maybe you are the idiot for contradicting yourself.

Who made this organization the speaker for human rights and/or those rights which they mention are to be universally accepted? Where does this organization have the right to basically produce a constitution? Human rights expressed by this organization are NOT universally accepted, nor should they be.

On 10 June 2006, the Department of Defense reported that three Guantánamo Bay captives committed suicide. The military reported the men hanged themselves with nooses made of sheets and clothes. One of the men was first detained when he was a juvenile. They each had been imprisoned for the past four years, but never charged with a crime. Before June 10, the Department of Defense acknowledged there had been 41 suicide attempts at the camp. On 24 August 2006, the 24 year old Murat Kurnaz was released from the base. He claimed to have been exposed to water torture, sexual harassment and desecration of Islam while staying on Guantanamo. The documentary “Prisoner 345″, interviews other former captives, Sami al-Hajj and Moazzam Beg, making similar claims of harassment.

  383. Moosbrugger says:

The closing-down of the Guantánamo Prison has been requested by Amnesty International (May 2005), the United Nations (February 2006) and the European Union (May 2006).
On 6 September 2006, President Bush announced that enemy combatants held by the CIA will be transferred to the custody of DOD, and held at Guantánamo Prison. Among approximately 500 prisoners in Guantánamo Bay, only 10 have been tried by the Guantanamo military commission, but all cases have been stayed pending the adjustments being made to comply with the Hamdan decision by the U.S. Supreme Court.

  386. Moosbrugger says:

Japanese American Internment was the forced removal and internment of approximately 120,000[1] Japanese and Japanese Americans (62 percent of whom were United States citizens)[2][3] from the West Coast of the United States during World War II.

In 1988, President Ronald Reagan signed legislation which apologized for the internment on behalf of the U.S. government. The legislation stated that government actions were based on “race prejudice, war hysteria, and a failure of political leadership”,[6] and beginning in 1990, the government paid reparations to surviving internees.

“On 24 August 2006, the 24 year old Murat Kurnaz was released from the base. He claimed to have been exposed to water torture, sexual harassment and desecration of Islam while staying on Guantanamo.”

So where is his proof? This is a he said she said case. I am not denying OR confirming that it happened. You should not be so quick to automatically believe the accused. If this guy wasn’t picked up on the battle field then there should have been charges filed or he should have been released much earlier. If he was picked up on the BATTLEFIELD fighting U.S. soldiers, however, then he was an enemy combatant where due process in a criminal proceeding is not how he should be treated. Military tribunals should be conducted on a individual basis, but for some reason people keep looking at these thugs at Gitmo (the NON U.S. CITIZENS) as criminals that have a right to due process. They are NOT criminals. And as for the ones that are U.S. citizens that are picked up on the battlefield shooting at their OWN soldiers, should be given due process ONLY in a military tribunal, and NOT a U.S. court (John Walker). They too are enemy combatants. When you take up arms against U.S. soldiers you are an enemy combatant. The multiple cases where people have been incorrectly classified as an enemy combatant is something that need to be fixed pronto.

  389. Moosbrugger says:

On November 30, 2004, The New York Times published excerpts from an internal memo leaked from the U.S. administration,[94] referring to a report from the International Committee of the Red Cross (ICRC)
The ICRC reports of several activities which, it said, were “tantamount to torture”: exposure to loud noise or music, prolonged extreme temperatures, or beatings. It also reported that a behavior science team (BSCT), also called ‘Biscuit’, and military physicians communicated confidential medical information to the interrogation teams (weaknesses, phobias, etc.), resulting in the prisoners losing confidence in their medical care.

As they should have been. I don’t think however these Japanese Americans were caught taking up arms with Japan to fight the U.S. If you are trying to compare these people with those at Gitmo, who BTW are foreign nationals, NOT American citizens, it’s a poor comparison.

I believe there have been instances of torture at Gitmo. I also believe that, as I stated earlier, many of the detainees are trained LIARS. Al Qaeda’s training manual explicitly talks about it.
