Because blacks, since they were freed of slavery, have been relegated to ghettos, have been forced to go to underfunded ghetto schools, and have been largely ignored by this country (when they were not being discriminated against).

Asians, on the other hand, come here with money and therefore can afford a quality education. And then there are the Asians who came here from Vietnam. They received boatloads of financial assistance so they, too, were able to afford quality educations.
