New WH Report Contradicts Bush’s Claim That Troop Drawdown Is Result Of ‘Success’ In Iraq»

Tonight in his prime time address, President Bush announced that he plans to withdraw approximately 23,000 U.S. troops from Iraq by mid-July, returning the force to pre-surge levels and “leaving about 137,000 U.S. troops in place.” He claimed that because of his escalation’s “success” on the ground, troops can now be drawn down:

Iraqi forces are receiving increased cooperation from local populations. And this is improving their ability to hold areas that have been cleared.

Because of this success, General Petraeus believes we have now reached the point where we can maintain our security gains with fewer American forces.

Yet as White House reports show, this “success” is nothing but rhetoric. In July, the White House released its “Initial Benchmark Assessment Report” claiming that the Iraqi government has “shown satisfactory performance so far on 8 of the 18 benchmarks.”

As the National Security Network pointed out, even the “satisfactory” benchmarks demonstrated “minimal progress, not achievement” and “others ha[d] been achieved on the surface, but fail[ed] to accomplish the overall purpose of the specific measurement.”

A new White House report to be released tomorrow largely mirrors the gloomy July conclusions. The new report shows that the Iraqi government has shown “positive movement on only one of the benchmarks.” The AP reports that the new White House analysis will cite unsatisfactory progress on issues such as:

-Enacting legislation to formally distribute oil resources equally among Iraqis without regard to their sect or ethnicity.

-Ensuring that the Iraqi security forces are providing evenhanded enforcement of the law.

-Increasing the number of Iraqi security forces units capable of operating independently.

-Ensuring that Iraq’s political authorities are not undermining or making false accusations against members of the Iraqi security forces.

Recently, the Bush administration has attempted to distance itself from the benchmarks framework. Earlier this week, outgoing White House Press Secretary Tony Snow claimed that they were “something that Congress wanted to use as a metric.” Actually, as The New York Times notes, it was “the White House and the Iraqi government, not Congress, that first proposed the benchmarks for Iraq that are now producing failing grades.”

    Bush made clear he will allow thousands of more soldiers die in Iraq so he and Cheney can work on getting the Iraq contacts for oil rights. So look for at lease 100 body bags coming back to the US with dead soldiers. Good news for the Iraq people Bush will make sure the men have jobs and those who lost their pensions will start getting them again most likely with back pay. All this with US taxpayers money. Yes Bush made it clear that he will make sure Iraq gets homes, jobs, water, electricity and a strong economy. While millions of Americans lose their jobs and homes they still will have to make sure they pay their taxes because Bush has promised Iraq to continue the 10 billion dollars a week and he has told the American people the next President will have to continue that policy.

    Editor: The gargantuan front page article “General backs partial pullout” can be surmise into two basic points. It’s the conviction of Gerneral Petraeus that the deployment of 30,000 troops out of Iraq by the summer of 2008 is possible because of the success of the escalation. Second, the general raves that the escalation has dealt “significant blows” to al-Qaida, thus overcoming Iraq’s and of the U.S. greatest opposition to democracy. Both President Bush and General Petraeus claim that overall sectarian deaths in Iraq are down. But the GAO report said that the overall civilian deaths are increasing. Since August the death count was 1809 while in July it was 1760. The report also mentions that only 3 of the 18 political progress benchmarks have been met. That spells failure, not success. And as for the al-Qaida threat, it has been overblown, thanks with the help of the mainstream media. Contrary to Petraeus’s talking points, al-Qaida has never been a major threat in Iraq since its “threat” consists only somewhere between 2 and 5 percent of the total insurgency. This is smoking mirrors. And why not? In May of 2003, Petraeus, with his experts, made claims that he found the mobile biological agent production lab in Mosul, Iraq. These ‘experts” failed to mention that those labs were nothing more than hydrogen generation units to fill weather balloons. Now, should we believe General Petraeus as we did with General Colin Powell?

    Editor: The article “Bush aides: Bin Laden still threat” need its pot stir a bit more. According to the Bush administration’s counter-terrorism dept. Osama bin-Laden and al-Qaida are still considered a major global threat to liberty and civilization. Yet the National Intelligence, our armed forces and President Bush have failed to live up to their promise to parade Bin Laden’s head on a stick in the last 6 years. The Bush administration is kicking up a dust storm in Iraq about the threat of al-Qaida. But nothing is done to apprehend bin-Laden and destroy the dreaded al-Qaida in Pakistan. We invaded Iraq because we suspected Saddam Hussein was a terror threat to the U.S. Yet there’s a hands off policy on Pakistan, comforting bin-Laden with our foreign aid. But on the home front, the Bush administration is thrashing our civil liberties and expanding its illegal surveillance on innocent Americans. Now to put all this in a nutty nutshell. Before Congress as General Petraeus was plucking dots out of tin air to connect them, justifying the escalation, a question wasn’t asked: Why invade Iraq at the cost of over a trillion dollars while the mastermind of 9/11 is in Pakistan, making home videos?

    Surely you remember Shock and Awe… we dropped 4000 bombs on Baghdad, a population of which half were children, babies, under the age of 16.     According to a recent PIPA survey, a full 24% of Americans believe that bombing and other types of attacks intentionally aimed at innocent civilians are sometimes or often justified.

    But these killers are not allies, supporters, or friends of President Bush. Instead, they are allies of the Democratic party.

    This is the same group that was cheering yesterday that the Dems had won the election, and who said that they were now “looking forward” to a more “accommodating” attitude from the Democratically lead US government.

    This is the same group that has been “ratcheting up” the level of violence In Iraq in synchronization with the news and election cycles to create an atmosphere most favorable for electing Democrats here in America.

    And, noticeably, I have yet to hear a single Democrat publicly repudiate the idea that Democrats will “work with” the Islamic terrorists and insurgents to reach an “accommodation”.

    Years after the Vietnam War was ended, we found out that people like John Kerry were having secret talks with the North Vietnamese. Talks which encouraged the NV to continue to fight, and which promised an “accommodation” once the Democrats gained sufficient power.

    And so it happened.

    Giap continued to fight after Tet, not because he believed he could defeat the US military in the field, but because he was supporting his Democratic allies in America while they fought a political and propoganda war. Giap was able to drag out the war long enough that it lost popular support in the US, due largely to the actions of people like Kerry and the MSM. The Democrats gained political power, and South Vietnam was left to conquest by the North.

    As a result, 68,000 Americans died, and nearly 2 million Vietnamese were murdered by the political allies of the Democrats.

    We may very well be seeing the same thing in Iraq.

    The Terrorists with whom the Democratic are allied have already killed over 3,000 US soldiers, and by some reports, over 150,000 Iraqis. And if the US, because of actions taken by the new “Democratic” leaders, pulls out of Iraq, the death toll will skyrocket.

    I wonder if, in a few years, we will find out that far too many of our soldiers and Iraqi civilians died as a result of Democrats encouraging Islamic terrorists to “hang on” for just a few more years, just like they did in Vietnam.

    Majority of civilians being killed in Iraq today are by airstrikes (bombs, jet fighters, and helicopter gunships). Only the US is doing this.

    Fox certainly looked like it was celebrating the US’s destruction of Iraq and its people to me. One million dead. Four million refugees. One in eight Iraqi children die before the age of five. Second-worst failed state in the world. Now conservatives want to hit 1200 targets in Iran.

    Bush indicates troops will be coming home. But, progressives aren’t content with applauding the troop cuts (because they care about the lives of the soldiers), they are more interested with tying the reduction to what they hope observers will see as a failed policy to fuel there partisanship.

    If you really cared about the troops you’d be happy about the ones coming home and encourage the return of the rest. Instead, you want to spin any reduction in force into some sick political victory.

The ONLY reason why Bush is bringing troops home is because he has to unless he is willing to extend the current 15 month tours to a longer tour or bring back the draft. Bush is smart enough to realize that either of those two actions would be suicide, so he is twisting the facts to his advantage, something he has become an expert at.

    Wrong. ronjazz certainly hates the military. Words mean things. He displays nothing but disgust for our military, stating they are mere murderers of innocent people, and stating that anyone who joins the military is only being sent off to fight for oil. Total bullcrap, of course, but it does betray his true feelings.

    And now I must ask you the same question, since you feel you need to answer for ronjazz for some reason (he apparently isn’t capable of answering for himself): Do you concur with ronjazz in hating our military?

    2.2 million people have fled Iraq Bigfoot, 75% of the doctors have fled, 70% of whats left is unemployed, requiring basically welfare. The nymber of people fleeing a month has gone up from 50k to 60k a month. Their are still no oil contracts, the Maliki government is stagnant, and the INF, 325,000 strong is complacent.

    I can see why they would bring the troops home seeing as many of the ‘terrusts’ as George says [potential recruits for extremism] have fled to other countries.

    Now tell me how that is a success Bigfoot? They fly some reporters into Baghdad, show them around for four days, and suddenly all these facts, above, dissapear into la la land.

    I have explained to you many times that Saddam DID comply. He allowed the weapons inspectors in, he did not have any WMD and he gave a 20,000 page report accounting for his past WMD.

    The weapons inspectors said they looked every place they could think of, and if the White House could suggest some place to look they would do so. The White House ordered them out.

    The White House DID lie. They said Iraq HAD stockpiles of WMD: 500 tons, 42,000 liters and 38,000 liters. The uranium from Africa was a lie. The aluminum tubes was a lie. The meeting in Prague was a lie. The drones was a lie. The ready to launch in 15 minutes was a lie. The ties to al Qaeda was a lie. The shack in the north was a lie. The mobile weapons lab was a lie.

    We bugged the Security Council’s phones and when we realized the vote would go 11-4 against the US, we pulled out.

    The Downing Street Memo is true. It said the policy of invasion was set in summer of 2002 and the “evidence” would be made up later.

    Tonight on 60 Minutes, Tyler Drumheller, the former chief of the CIA’s Europe division, revealed that in the fall of 2002, President Bush, Vice President Cheney, then-National Security Adviser Condoleezza Rice and others were told by CIA Director George Tenet that Iraq’s foreign minister — who agreed to act as a spy for the United States — had reported that Iraq had no active weapons of mass destruction program.

    Drumheller has also said that he told Tenet to remove information in Powell’s speech to the U.N. that had been gleaned from “Curveball” because he was not a trusted source. Tenet said he would take care of it yet the info was left in the speech.

    Bottom line?

    DRUMHELLER: The policy was set. The war in Iraq was coming, and they were looking for intelligence to fit into the policy, to justify the policy.
