Blackwater Fired First In 84 Percent Of ‘Escalation Of Force’ Incidents Since 2005»

On Sept. 16, private security contractors working for Blackwater USA opened fire in a crowded traffic circle in Central Baghdad, killing 11 Iraqis. Since the incident, Blackwater and the State Department have insisted that the guards were responding to a “hostile attack.”

But a comprehensive report by Iraq’s Ministry of Interior, released last week, concluded that the Blackwater employees “fired an unprovoked barrage in the shooting” and that the “company is considered 100 percent guilty” for the incident.

Newsweek’s Kevin Peraino, who has had access to “an extensive evidence file put together by the Iraqi National Police,” told CNN today that the evidence is “largely consistent with what the Iraqi officials…have been saying all along”:

They said that Blackwater, the firing was unprovoked. They don’t know why it happened. All the witness statements that I saw, that they had collected there, said that there was no apparent reason for the firing to begin.

Though the State Department has yet to issue it’s own incident report, Blackwater has a history of firing first that would appear to support Peraino and the Iraqi government’s claims.

In a memo released today, House Oversight And Government Reform Chairman Henry Waxman (D-CA) reveals that of the 195 “escalation of force” incidents Blackwater has been involved in since 2005, Blackwater forces fired first in over 160 of them:

According to the Blackwater incident reports received by the Committee, Blackwater personnel have participated in 195 incidents in Iraq from January 1,2005, through September 12, 2007 , that involved firearms discharges by Blackwater personnel. This is an average of 1.4 incidents per week. In 32 of those incidents, Blackwater personnel were returning fire after an attack, while on 163 occasions (84% of the shooting incidents), Blackwater personnel were the first to fire.

Despite the controversy around Blackwater, the Pentagon recently awarded the firm a new contract worth $92 million. Tomorrow, Blackwater CEO Erik Prince will testify before Waxman’s committee tomorrow.

    The last I heard Blackwater was involved in 56 incidents. Now we hear it was 195. Something is very wrong with this picture and we need to do something about it, NOW!

    The families of the four killed contractors filed suit against the company in January 2005, saying that Blackwater’s cost-cutting measures led to the deaths. That lawsuit is still pending as a federal judge tries to determine whether it should be heard in arbitration or in open court.

    Blackwater has argued in court that it is immune to such a lawsuit because the company operates as an extension of the military and cannot be responsible for deaths in a war zone.

    I was browsing around looking for Blackwater material and came across this interview with author Jeremy Scahill. This is something I was not aware of:

    deaths of these contractors go uncounted in the official death toll and we know that more than a thousand contractors have died in Iraq, because their families have applied for federal death benefits with the US government. …US taxpayers end up paying death benefits to the families of some eligible contractors. But those thousand or so whose families have been approved for death benefits don’t represent the total number of contractors.

    Is it normal for contractors working for the government to be paid death benefits out of taxpayer dollars? This company is making tons of dough and isn’t providing its employees with a benefit package?

    Oh, I beg to differ with you. Bush’s private armies (the contractors in Iraq) are all part of Bush’s plan to install himself as our permanent dictator. He is quite likely to declare Martial Law before the next election and install Blackwater and their ilk in as his private army. Are you OK with that? He will have to install Blackwater and others as his private Army because he knows that if he tries to take over our government, our military will perform a coup and march his ass off to jail.

    And that canard of Iran wanting to destroy Israel was debunked a long time ago. He was talking about destroying the Israel Government, not Israel as a whole. On the other hand, I could not blame him for wanting to destroy Israel considering how they are always threatening other nations, kind of like we do.

    I’m not sure if Daryll has ever responded to a question like yours. But Tracy, some months ago on a Giuliani thread, responded to a question about why he’s not in the military and fighting in the war he sports that he doesn’t “want to be away from (his) wife and kids for an extended period of time.” In other words, a typical chickenhawk.

    To initiate firing means that the other, hostile and ready to fire side does not fire first. If the other side does not fire first chances of survival for you and those that you protect go up. And that is why you go the job in the first place. In every exchange like that - does not matter if you are first one to fire or not - there is a danger of unwanted collateral damage. What do you prefer: to be dead or to have slightly increased probability collateral damage by the first shot? Besides, if you elliminate the thread on the onset, chance of a collateral damage goes dramatically down in the overall statistics.

    So, please, do not insult our intelligence by complaining about being alert and reacting on it….
