With 462 days left in his term, President Bush “has left whole agencies of the executive branch to be run largely by acting or interim appointees — jobs that would normally be filled by people whose nominations would have been reviewed and confirmed by the Senate.” The New York Times adds:
In many cases, there is no obvious sign of movement at the White House to find permanent nominees, suggesting that many important jobs will not be filled by Senate-confirmed officials for the remainder of the Bush administration. [...]
While exact comparisons are difficult to come by, researchers say that the vacancy rate for senior jobs in the executive branch is far higher at the end of the Bush administration than it was at the same point in the terms of Mr. Bush’s recent predecessors in the White House.
Currently, three executive agencies are being headed by interim officials.

It’s part of his slash and burn reaction to his and Rove’s failures of perpetuating Republican control of our and government. Bush would rather destroy our government than hand it over to duly elected Democrats.

I can think of no reason why the Iranians would want to assassinate Putin. Bush, clearly they would have a reason to try an assassination but Putin, no. Why would they want to kill the leader of a country that is supporting them? That makes no sense.

Or the exit of key members before the next big thing may be a calculated move by Cheney to ensure that those who left can’t be implicated. If you’re about to do something guaranteed to sink the ship, you want to get as many supporters off the ship so that they can be around for the next wave. I think those remaining are confident that they won’t lose their heads when the people experience what’s next, though I am surprised that Rice hasn’t exited yet.
