Bush Administration Touts ‘Disciplinary Action’ Against FEMA Staffer, Gives Him Job Promotion»

Last Friday, the Washington Post revealed that a FEMA press conference about the California wildfires was staged. In an event that was aired live on cable stations, FEMA staffers posed as journalists and lobbed softball questions at Vice Adm. Harvey E. Johnson, the deputy administrator of FEMA.

FEMA quickly came under a storm of criticism. The Department of Homeland Security said the propaganda press conference was “inexcusable,” and claimed they were taking the issue “very seriously.” Dana Perino said the White House does not “condone” FEMA’s actions.

John “Pat” Philbin, FEMA’s director of external affairs, quickly announced his resignation. “It was absolutely a bad decision. I regret it happened. Certainly…I should have stopped it,” he said. But Philbin simultaneously announced that he was landing comfortably at the Director of Public Affairs for the Director of National Intelligence, where he is starting today.

The Bush administration has sought to portray Philbin’s departure as an act of accountability. In a phone call with CNN’s Jeanne Meserve this morning, FEMA Director David Paulison pointed to Philbin’s exit as an example of the “disciplinary action” that was being undertaken in the wake of the phony press conference:

MESERVE: [Paulison] also said that some disciplinary action has been taken over at FEMA and that he was very disturbed at the effect this had on morale in his agency. When I asked if it had a deleterious effect, he said undoubtedly it had. […]

I did ask him also about John Philbin, also known also as Pat Philbin. … I asked Paulison if he thought it was appropriate that Philbin should make the move over to another government agency. He said that’s between Philbin and his new boss. But Paulison did say in an e-mail, Philbin had taken complete responsibility for what had happened at that press conference.

The administration’s efforts spin Philbin’s departure defy the reality of the situation. In an email to PRNewser, a FEMA spokesman described Philbin’s departure as a job promotion. He is landing an “amazing opportunity to head the communications shop at ODNI,” said FEMA press secretary Aaron Walker.

For DNI Mike McConnell — who has gained a reputation for hyping and manipulating terrorist threats — the acquisition of an expert in phony communications seems quite appropriate.

UPDATE: The AP reports that Philbin’s hiring has been put on hold by the DNI, and McConnell is now “weighing whether to hire” him.

    Here’s the rub. Philbin is not a “loyal Bushie” by definition.

    He had a 25 year career in the Coast Guard. He then briefly held a corporate job, before coming to FEMA as head of External Affairs (or, in plainspeak, head of their PR department).

    He has a PhD from the University of Maryland.

    In other words, he has experience.

    His “team” of colleagues, however are loyal Bush appointees. His former deputy, Cindy Taylor, was the one telling “Brownie” over e-mail that he looked “fabulous.”

    Philbin as a military man may have been naieve, or maybe he’s taking the fall because he was in charge. Still, give it a little more thought.

    I read the linked article, and this sentence leapt out at me:

    Um…wouldn’t a procedure for dealing with news organizations require actual news organizations to be involved?

    Democrats always encounter hecklers at their public appearances (Clinton Obama, Edwards, Kerry have all experienced it) - it is a Republican tactic (perfected by Karl Rove for Bush) that friendly audiences only are invited, vetted and granted permission to attend appearances. How many times have we seen GW set up by a “plant” in the audience? (Not that he doesn’t proceed to make a public fool of himself despite the aid.)
    Recall the set up of the six soldiers a year or two ago - where the questions from soldiers in the field were scripted and rehearsed.

    DO WE HAVE A DEFINITIVE FINDING RE THIS STATEMENT?

    Frankly, there would be no surprise should Philbin actually get the position. After all, it would represent more authority and greater status which is the usual reward for a loyal Bushie. If he lost the position, one would have to assume that it was only because of the publicity when the new position became common knowledge. Was that not a Friday news release?

    Philbin was actually well qualified for the position. This seems to be a case where an otherwise good guy went bad because of the poor example provided by the Bush administration

    It all has to do with context. If the context is Hillary Clinton and her Senate duties or her presidential aspirations, then yes it would be appropriate.     1. No one would condone the planting of questions at a town hall meeting or news conference. That would include those softballs that come at WH briefings from former gay prostitutes as well as Clinton.

    2. There is certainly a difference between a planted question at a WH press briefing or a town hall meeting. You seem to be equating a planted question or two with an entirely fake event. The first should not be condoned, the second just goes beyond the pale.

    3. I would also like to see the source for the allegations against Clinton. You see there were a lot of BS stories out there alleging that the Clintons murdered people, committed fraud on land deals and imported drugs. Ken Starr, a very partisan Republican operative, did indeed investigate the allegations and could find no evidence to support them. So, I tend to take these allegations with a grain of salt.

    WASHINGTON (CNN) — The man who oversaw public affairs at the Federal Emergency Management Agency when it held a fake news conference last week will no longer be taking over as head of public relations for the director of national intelligence.

    Pat Philbin won’t be taking over as head of public relations for the director of national intelligence.

    Pat Philbin, FEMA’s external affairs director, was scheduled to become director of public affairs for National Intelligence Director Mike McConnell on Monday. It was not immediately clear whether he offered his resignation or was fired just as he was set to begin the job.

    As of Sunday, officials only said that they were aware of concerns.

    But Monday, the director of national intelligence office issued this statement: “We do not normally comment on personnel matters. However, we can confirm that Mr. Philbin is not, nor is he scheduled to be, the director of public affairs for the office of the director of national intelligence.”

There were no health threats involved, and no crime was commited, despite what some liberal “trolls” would suggest. Basically, they were trying to fight fires and provide for displaced people. Any kind of press conference takes away from that. Just take a look at Governor Schwarzenegger’s masterful handling of the media for further information.

    BAHAHA, the CLASS ENVY PROJECTION - too funny, while you DEFEND TAX EVASION!!! You’re a real piece of work!

    I don’t ENVY the wealthy, but I believe that wealthy criminals that hide their money offshore should go to jail, and especially when their acts are UNPATRIOTIC and DISHONEST - traits you seem quite laden with!

    40 years after President Johnson’s massive “Great Society” welfare expansion, liberals are still complaining about wealth being concentrated in a few hands….so lets have more welfare!

    That has much to do with RONNIE RAYGUN turning back the clock on those efforts! Never mind that the number of poor dropped significantly before RayGun got in office, or that Clinton dropped the poverty rates yet again, only for them to rise again with Bush.

    If we could keep you Republicans out of office so you stop screwing up the economy, we might just do away with much of the need for welfare.

    Oh, and you do realize that the number of Americans actually on ‘welfare’ are quite small, don’t you child? Of course you don’t!

    WHEREAS the number of you GOP on the federal t!t with corporate welfare just keeps rising!!!
