This morning, Michael Mukasey was officially sworn in as the 81st Attorney General of the United States. At the beginning of his remarks, President Bush thanked officials for joining him, including former Attorneys General John Ashcroft and Dick Thornburgh. Missing from the ceremony? Alberto Gonzales:
BUSH: Thank you all for coming. And thank you for making sure this good man not only made it to the floor of the Senate, but was confirmed.
I want to thank former Attorney General John Ashcroft, and welcome John, as well as former Attorney General Dick Thornburgh.

Indeed, there is an old clip of Robert Kennedy when he was running for the U.S. Senate in 1964 responding to a question saying that he was not running for the title since he could be called ‘general’ for the rest of his life.

Eh — Bush displays ignorance in this case that’s shared by too many other Americans, and that is recognizing adjectives as nouns. It’s particularly glaring when plurals are employed — does one say that two former attorneys general attended the ceremony, or that two former attorney generals attended the ceremony? The former is correct, yet many people opt for the latter.
Another example of gross misuse is to employ “reverend” as a noun when refering to a Protestant pastor. “Reverend” is an adjective — as in “the Reverend Billy Graham.” Yet, how many times do you hear “wait a minute, honey, I just want to go shake the Reverend’s hand.” Although that has gotten so much use that, even though it’s incorrect, some dictionaries recognize its use as an informal or slang term.

You are corrent. I defer to Bill Safire. The use of ‘general’ is the context of addressing an attorney general is common but is also grammatically incorrect. As we see, it is not an error that has been limited to President Bush. It has been going on a while.
Here is a partial transcript of a 2000 CNN program:
“BARR: Well, what I think the problem here is, Larry, between — the dialogue between General Thornburgh and the professor is what is due process? The professor throws around this notion very glibly that under new laws and proposals there is no due process. That’s nonsense. There’s plenty of due process and neither General Thornburgh nor I nor anybody on this program would want to see due process taken away”
And here is part of an article written by a Cardozo Law School professor addressing the use of ‘general’ when referring to an AG:
Generals, Generals Everywhere
If you attend a Supreme Court argument of sufficient moment to be presented by Solicitor General (SG) Theodore B. Olson himself, you may hear something like this:
QUESTION: Thank you, Mr. Dellinger. General Olson, we’ll hear from you.
Then, if you cross the street to attend, say, a congressional hearing on security issues at which Attorney General (AG) John Ashcroft is testifying, you may hear something like this:
SENator BYRD: “General Ashcroft, we welcome you to the Senate Appropriations Committee as we conduct our hearings on homeland security…”2
And so your day would go. While at the Department of Justice (DOJ) you would sense that neither attorneys nor solicitors are in charge; generals are.
The tendency to call the AG and the SG “General” is not new or pervasive. As far as I know, it is not officially endorsed by DOJ; the Department’s own publications and Web site do not use that formulation. Reportedly, Janet Reno disliked being called “General” and discouraged use of the title. When John Ashcroft became AG, he told reporters he did not care if he was called “John, General, Mr. Ashcroft, or ‘Hey, you.’” Nonetheless, it is not at all uncommon to call the AG and SG “General.” I respectfully suggest that doing so is altogether incorrect.’

Mr Bush does what he wants – precedent or not. Again we see Bush’s tendency to hide his failures by simply not acknowledging them. If it was in Bush’s favor, he would have Fredo there. Because Fredo is a pariah, Bush chose to leave him out of the picture. Bush does what he wants, always.
