Let’s just keep in mind that Joe Klein and his bosses knew before the 2004 election that Bush was lying through his teeth about the Plame affair and they didn’t think that the voting public needed to know this information to make an informed voting decision. Time has become an utter disgrace. There is absolutely no reason to buy one or read one exept to see what kind of propaganda the plutocracy is selling.

Your pseudo-discussion does absolutely nothing to address what the passage actually says, which is that persons believed to be outside of the U.S. can be spied on without court warrants or court oversight.
