You see, Bush came up with all of this wonderful aid, and then forgot to actually put in any internal controls whatsoever to make sure that it actually went to the people it was supposed to help.

According to WaPo, In his State of the Union address in 2003, the president promised $15 billion to fight AIDS over the five years ending in September 2008 -- then the largest financial commitment by a nation to battling a disease.&quot;

So as soon as Bush took office, he promised the largest amount of money EVER, by any country, to fight AIDS or any other disease.  

Clinton nor any Democrat never DREAMED of doing this much.

So now Bush asks to up the ante to &quot;increase the funding for the President&#039;s Emergency Plan for AIDS Relief (PEPFAR) to $30 billion over five years, beginning in October 2008&quot;.  He wants to DOUBLE the already record-breaking funding towards eradicating this disease.

So you guys know you have to spin this?  How? You attack the abstinence component. Right out of the gate, you insinuate that that&#039;s what drives all of this, and that they are &quot;christofacists&quot;.  So the people fighting AIDS in Africa are fascists, eh? Hey, if it suits your purposes.

But ONLY 7% of the money can credibly be said to go to abstinence-based programs, says the same WaPo article.

You are willing to ignore one of the biggest philanthropic American commitments EVER, because a small portion of it goes to one piece of a  PORTFOLIO of efforts.

I hate Bush. hatehatehate him.  But stuff like this is why libs get on my nerves.

Yes, China, and other industrialized or industrializing nations in Asia and Asia minor are investing in African nations, and those investments are used by the local power structures to both extract natural resources, and displace those populations interferring with that extraction (Niger, Chad, Sudan, etc.).

With Africa&#039;s long history of disrespecting property rights, starting with slavery, and including genocide, war (to seize property) and rape, I don&#039;t see those cultures improving to the point of viability, at least not viable enough to compete with the cultures that are encroaching on them - muslim, Chinese and Indian.

Thinking back on my post about the need to occupy these nations to allow capitalism to take hold, I guess Europe tried that when they made many of these nations their colonies, set up viable industries, only to see them seized, then collapse.  Perhaps even occupation won&#039;t work.</description>

I agree that sub-Saharan cultures could change, but it would take an effort similar to the end of war, decades long, occupations of Japan, Germany and South Korea, just as it will take in Iraq and Afghanistan (although these modern muslim nations should be easier than Japan and S. Korea were in the 1940&#039;s and 1950&#039;s).  

Unfortunately, the libs made such a fuss about the US being in Iraq and Afghanistan, that it seems unlikely the US will occupy the Sudan or other war-torn sub-Saharan nations.  The UN doesn&#039;t seem to be able to do anything, and NATO has no strategic interests in sub-Saharan Africa, as it did in the Balkins.  Even the African Union seems unwilling / unable to help.

Because of the aforementioned, the current trends show that muslims from North Africa, and Indians and Chinese from the East will more likely displace the sub-Saharan African cultures, rather than the existing cultures develop / mature on their own.</description>

After taking some time to further consider your comment on no differences among cultures that would effect the potential for capitalistic reform and growth, I still disagree, and here are two examples of why:

1) Rhodesians did not respect the property rights of the Europeans, who made Rhodesia the breadbasket of Africa.  The Rhodesians seized the property from the Europeans, then failed to sustain the productivity of those assets, leading to a collapse of their economy.

2) South African native peoples blamed the Apartheid government for the poverty among themselves, and after overthrowing the Apartheid goverrnment, they now have twice the number of their own living in poverty.

The first fundamental tenant of capitalism is property rights, which means:

1) No person can be someone else&#039;s property - sub-Saharan Africans have long sold each other into slavery, so it is a part of their culture that is the first and fundamental reason capitalism will never succeed.  It allows them to dismissively injure, rape, enslave and kill their own in the staggering numbers witnessed in Rwanda and Darfur.

2) No person has claim to the wealth created by someone else&#039;s hands (since you don&#039;t own that person, you don&#039;t own the fruit of their labor) - Refer back to the previous examples in which the Africans seized the developed properties of Europeans, only to mismanage and destroy that developed wealth.  Even Zimbabwe (formally Rhodesia) is trying to lure Europeans back to re-develop those lands by offering them leases, but the Europeans aren&#039;t stupid - no one will develop a property that others will take back later.  This offer is further evidence of African culture not respecting property rights, therefore, capitalism will not succeed in Africa.

If you simply observe the behaviour of the sub-Saharan Africans, you will see that any person who creates wealth is eventually a target of theft / murder, so capitalism is antithetical to sub-Saharan African culture.</description>

In no way, should at any time a Corporation should be able to place its corporate/non-profit logo on any part of the White House/Peoples House!!

success is not possible, since the war was lost before it began. Mass-murder can never be called successful, except by sociopaths. if Iraq is ever left to its own devices, without the constant warring between an agressive, illegal invader and the country&#039;s patriots (bolstered by oppotunistic terrorists, not there before the invasion), it may achieve a success by its own measure, but will never be a success by the measure of immoral, greedy, sociopathic American businessmen. <p>success is not possible, since the war was lost before it began. Mass-murder can never be called successful, except by sociopaths. if Iraq is ever left to its own devices, without the constant warring between an agressive, illegal invader and the country&#8217;s patriots (bolstered by oppotunistic terrorists, not there before the invasion), it may achieve a success by its own measure, but will never be a success by the measure of immoral, greedy, sociopathic American businessmen. I honestly don&#039;t believe education is enough at this point - there is something seriously wrong with these various cultures in sub-Saharan Africa, in which there is so little regard for human life, even their own.

I predicted long ago that muslim, Indian and Chinese cultures will eventually displace the existing sub-Saharan cultures, because it is now their manifest destinies.  These cultures have far greater population densities, without the same levels of disease, poverty and war, and being more viable, will succeed over their less viable neighbors.</description>

They wrap themselves in the trappings or support or the regalia of actual social consciousness while they remain steadfast in there support of abstinence only education and faith-based initiatives. Clearly, libs are trying to downplay the HIV rates in Africa (as well as the devastation to the jungles by the slash and burn land clearing practices that occur in Africa, as it does in the Amazon - even Al Gore was brave enough to state that).
