Here, Jason, since it seems you are having some problems understanding the basics: Abstinence-only programs were a federal idea and are taught at schools across the US to all students, regardless of their political affiliation and race.

That a certain percentage of those students happen to be minorities takes nothing away from the fact that they were taught the very same same abstinence-only sex education.
