Perino: Congress Knew More About CIA Activities Than Bush, President Not ‘Aware’ Of Torture Tapes»

During the White House press briefing today, reporters bore into White House Press Secretary Dana Perino over when President Bush was first informed about the CIA’s destruction of videotapes in 2005 that featured agency officials using harsh interrogation tactics. Perino said that Bush had “no recollection of being made aware of the tapes or their destruction before yesterday”:

QUESTION: Thanks. On these CIA videotapes, did either the President or Vice President or Condoleezza Rice, when she was National Security Advisor, or Steve Hadley, see them before they were destroyed?

PERINO: I spoke to the President, and so I will have to defer on the others. But I spoke to the President this morning about this. He has no recollection of being made aware of the tapes or their destruction before yesterday. He was briefed by General Hayden yesterday morning.

If what Perino says is true, it means that members of Congress were more informed of the CIA’s activities than the president himself. In his letter to agency employees yesterday, CIA Director Michael V. Hayden stated that “leaders of Congressional oversight committees were fully briefed on the matter.

Rep. Jane Harman (D-CA) told the AP that she was made aware of the tapes’ existence in 2003:

California Rep. Jane Harman, then the senior Democrat on the House Intelligence Committee, was one of four lawmakers informed in 2003 of the tapes’ existence and the CIA’s intention to ultimately destroy them.

“I told the CIA that destroying videotapes of interrogations was a bad idea and urged them in writing not to do it,” Harman said.

Senate Intelligence Committee Chairman Jay Rockefeller (D-WV) says he was also made aware of the tapes’ destruction in 2006:

While we were provided with very limited information about the existence of the tapes, we were not consulted on their usage nor the decision to destroy the tapes. And, we did not learn until much later, November 2006 — 2 months after the full committee was briefed on the program — that the tapes had in fact been destroyed in 2005.

According to Perino, Bush says he wasn’t “made aware of the tapes or their destruction before yesterday,” but members of Congress learned of the tapes in early 2003 and then their destruction in late 2006.

As President, Bush is in charge of the executive branch, which the CIA is a part of. But somehow, the administration that has vastly expanded executive authority, expects the public to believe that Congress knows more about the CIA’s interrogation activities than the President does.

UPDATE: Rockefeller just put out another statement saying that he wasn’t actually told of the tape’s destruction in 2006, but confirming that he was told of their existence in 2003.

UPDATE II: In “an angry letter” to CIA Director Michael V. Hayden, House Intelligence Committee Chairman Silvestre Reyes (D-TX) and the committee’s ranking member and former chairman, Rep. Pete Hoekstra (R-MI) say that “simply is not true” that the CIA informed the committee of the tapes’ destruction in 2005, as Hayden’s statement said on Thursday.

    Presidential crapitude is in better shape now than under Clinton. Congress was woefully less compliant under Clinton, too. So Bush improved that. The economy was going too well, gas prices too low, so he fixed those, too.

    As with so many incidents involving the Bush White House, there are two possibilities here:

    1. Bush (through his spokeswoman, Perino) is lying.

    2. Bush had no knowledge of things that happened under his administration that are of great importance to U.S. national security and America’s standing in the world.

    In either case, Bush is clearly unfit to be President, as he’s either a serial liar or totally incompetent (or both).

    And somehow, right-wing pundits and trolls will find some way to blame this on Bill Clinton, Jimmy Carter, Democrats in Congress, or the “liberal media.”

    Honestly, I don’t see this as something Bush would get involved with. Any SERIOUS President would, but I doubt he would. I believe this whole thing has the fingerprints of Vice President Cheney all over it.

    We’ve seen reports time and time again where the Vice President holds classified documents in his office in vaulted file cabinets. I don’t think for an instant that this is something that he wouldn’t have been aware of. For all we know, he may have been one of the interrogators. We’ll never know because the tapes were destroyed. The Vice President has to do something with all the time he has in these “undisclosed location” trips of his.

    As for select members of Congress knowing more about this than the Executive Branch, it’s an easy solution. Tell those people responsible that they have to step up and take one for the team and tell everyone what they knew about them. If one is found to have known all along that the CIA had destroyed the tapes when Representative Jane Harman specifically wrote to them advising them against it, there’s room for litigation:

    United States Constitution Article I, Section 5 [2], “Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behavior, and with the Concurrence of two thirds, expel a member.”

    Senators and congressman say they are outraged about every new revelation, but they do nothing more than 15 sec. nightly news statements that amount to zip.

    With every new revelation of wrong doing or lack of responsibility, our nation becomes less and less secure. We have no moral authority on the world stage. We look weak. This apparent weakness will translate into boldness of those who would like to strike the U.S.

    The safety, reputation, and security of this democracy depend on what Congress decides to do with these new Iran lies. It’s safe to say that Bush and Cheney no longer hold any degree of respect nationally and are villified internationally. Now NIEgate will tank their rep worldwide even further.

    This country cannot sustain another 12 months of these liars. It will be bad enough that so much more criminal behavior will be unearthed every day of the week for the next 12 months - that’s horrible enough - but god knows what these demons are capable of at this point. They absolutely cannot be trusted with the safety and security of this country.

    It matters little if they “don’t have the votes”. By the time impeachment conversations begin and the variety of whistleblowers come to the fore with their heinous stories, the number of impeachment votes will grow. Certainly we would be able to count on those whose term of office expires soon to vote in favor of impeachment.

    The people would be out in the streets supporting Congress and impeachment at this point. Why do you think Congress’ numbers are almost as low as Bush’s?? It’s because they haven’t listened closely to the mandate of the people during the midterms whose priorities were (1) ending the war in Iraq (and they continue to fund it) and (2) ridding Washington of corruption (and this means the White House).

    The people will not rest until the two largest criminals are removed from office along with their little party gal, Rice. The rest of the criminals have hightailed it out of town and the publice eye already.

    Impeachment will bring the power back to the people regardless of whether congress now has the votes to do it. It will send a clear signal to the rest of the world that the criminal antics of this renegade administration do NOT reflect the morals of the people of this country.

    With this latest NIEgate, they really have no alternative but to uphold their oath of office and, since this is an impeachable offense, they must begin impeachment proceedings.

    It’s no longer a “choice” for Congress but a “mandate”. If they fail the people on this right now, the people will take action without them, state by state, as has been done on other issues. I believe there are several states which are bringing impeachment charges against this white house already. More are joining.

    The states will admonish Congress if they fail to do their job this time.

    Waterboarding is not the reason the CIA destroyed those tapes! Yes they showed waterboarding. And it is a practice that should be stopped! But there is something bigger on those tapes, and that is what motivated their destruction!
    One of the suspects was tricked into thinking he was taken to Saudi Arabia, thinking that would terrify him into talking. And in fact, he became quite relaxed. The first time he met the interrigators, he gave them the personal private cell phone number of a member of the Saudi Royal Family and told them to call him, and he would set them straight!

    I’ve said this before and I’ll say it again here…the sheer degree of memory loss and memory lapses which members of this administration seem to suffer on a regular (not to mention remarkably convenient) basis forces me to ponder whether they’re actually sufficiently compos mentis to actually do their jobs. If I suffered that level of memory loss and/or absentmindedness where I work, well…needless to say, I wouldn’t stay employed very long.

    Bush would like to claim that he’s the CEO president, running the government as one would a large corporation, delegating, delegating, delegating, and not concerning himself with the minutia.

    Problem with that scenario is that every CEO wants to be fully apprised of organizational behavour . . . anything out of the ordinary and I want to know. If my contractors have killed civilians, I want to know. If $1 billion of arms are missing and unaccounted for, I want to know. Hell, I want to know if my supplier is accused of raping a local. I’m not just interested if the exchange rate is down a point, I want to know if the cost of concrete from China has skyrocketed.

    How many tractors are being shipped to Afghanistan may not catch my eye, but the fact that a bunch of Saudi’s are taking lessons to fly planes, but not to take off or to land would . . . particularly in light of that other memo I meant to read regarding the likelihood that a bunch of Arabs want to fly planes into the World Trade Centers.

    As a CEO, my first thought, after hearing that that eventuality had become reality and finishing the story about a goat, would not be to schedule flight plans for the bin Lauden familly to flee the country during a flight blackout, but would probably be “How many of my employees were effected and how can I help them.”

    Nonsense in the brain (?) of CEO Bush.

    First, make sure my ass is safe.

    Second, get the bin Lauden’s out of the country.

    Third, time to pump up Guiliani.

    Fourth, where the hell is my Tanguray? At a time like this, the Decider must have his gin. Cheney says this is a goldmine . . . must be ready.
