Congress should pass a law making the medical care of all citizens of the United States equal to that offered to the members of the three branches of government. If W considers that unfair, medical care for the said members would be terminated via a subsequent law. If that is considered unfair by W, Congress can refuse to fund the program for the the three branches (and Cheney’s branch) of government.
