The laws regarding citizenship to foreign-born children have changed over the years (generally having to do with the amount of time a US parent had to have lived in the US to transmit citizenship) but there was never any question that George Romney was a US citizen at birth under the laws then in force.  So he was not an immigrant.  He was a US citizen returning to the US.</description>
