It seems like “tax cut you didn’t get” might mean you didn’t get the bill you wanted, although you may have very well gotten some tax cut. I don’t think there’s an assumption made about whether you got your taxes cut personally; I think he’s just saying you didn’t get the legislation you wanted. I might be wrong, but I’m just sayin’ that’s my impression.
