Brown-Waite digs ‘foreign citizens’ hole deeper.

In op-ed yesterday, Rep. Ginny Brown-Waite (R-FL) refused to apologize again for referring to Puerto Ricans and Guamanians as “foreign citizens” while also misstating more facts about their citizenship:

“In my original statement on the stimulus package I used the same word that the IRS uses to describe income earned in Puerto Rico…foreign.” — Rep. Ginny Brown-Waite [Orlando Sentinel, 2/10/08]

VERSUS

The term ‘foreign country’ does not include U.S. possessions such as Puerto Rico, Guam, the Commonwealth of the Northern Mariana Islands, the U.S. Virgin Islands, or American Samoa.” — Foreign Earned Income Exclusion – Requirements [IRS.gov]

UPDATE: In fairness to Rep. Brown-Waite, commenter good_golly notes that other sections of the tax code do include Puerto Rico and Guam under the term “foreign country.”

    Y’all should probably check this out and issue a correction and/or apology, otherwise, you look like a bunch of culturally insensitive redneck Republicans. This is the second time you’ve used this term in as many days, and it’s the second time I’ve tried to let you know.

    Where have you seen that the term is offensive? Not all people in Guam are Chamorro – there are also significant Filipino, Caucasian, and East Asian populations.

    Well, to be fair to the good Rep., you can see why she made her mistake. I mean, the quote from the IRS contains the wrods “Puerto Rico” and “foreign” in the same sentence.

    You can’t really expect her to read the entire sentence and decipher what the hell the IRS is actually saying, can you???

    Considering the Insular Territories may very well determine who our next President will be, I suggest Ms. Brown-whatver look a little bit deeper into the status of Puerto Ricans, Virgin Islanders, Guam residents, American Samoans et al.

    Instead of compounding her error, Ginny could point out that citizens of Puerto Rico and Guam do not pay federal INCOME taxes, which the rebates are for. In P.R., only those employed by either the U.S. government or do business directly with federal entities pay fed. income taxes. They do, however, pay FICA taxes. All taxes, including fed. income taxes in Guam never goes to the U.S. Treasury, but stays in Guam and goes into their general operating funds. Thus…including citizens of P.R. and Guam in the (Federal Income) tax rebate makes no sense. But rather than pointing out the simple reality, she chose to inflame the situation by using the word “foreign.” Truly stupid.

    In using the term “Guamanian,” I merely based it off of the Merriam-Webster dictionary, which included “Guamanian” as an adjective or noun variation on the root noun “Guam.”

    Though the Chamorros are the indigenous population of the island and make up the largest share of the population, they are not the only residents of the island whom Rep. Brown-Waite referred to as “foreign citizens.” If I were to have used of the term Chamorro exclusively, it would not have encompassed everyone who is a resident or citizen of Guam in the context of her comments.

    But Marcus, if you have a source that could explain how “Guamanian” is offensive, I would appreciate it.

    GiGi pulls an IRS statute that she THINKS says what she wants it to say, but in fact talks about all qualified taxes paid to U.S. possessions.

    It says nothing about the residents of those territories being considered “foreign citizens” or their income being “foreign income” and in fact the quote that TP posted addresses that issue quite succinctly.

    Too bad for Gigi. It was almost a nice try for Gigi.

    Had GG passed basic English Lit, it would have realized that it violated two rules of basic sourcing. First, when given two contradicting sources, the primary source — that is the source that generated the fact the writer is trying to reference — always has priority over a secondary source — such as a site that is referencing a primary source. Second, dates matter. GG posts an article referencing a 2001 date, when Think Progress referenced current tax law.

    Sorry, GG, TP has no retraction to post. You, on the other hand…

    Thanks, Ralph, but I suspect that this will be a never-ending battle. Their goal is to disrupt communication between the Progressives and the independents and moderate Republicans. Had I not pointed out that GG had to dig for an outdated article, then it could have pointed to this as evidence that the ‘loony left’ doesn’t care about facts. Sad thing is that people need to have their information pre-digested and laid out JUST right, and Trolls like GG know this….that’s what they count on.

    The Indian Ocean, actually. A hole dug straight down from the continental United States directly through the core would emerge somewhere in the middle of the Indian Ocean somewhere. The antipode of southeastern China is actually northern Argentina.
