Third, it is the penchant for this administration to cover its actions with a cloak of secrecy which has alarmed legal scholars belonging to both parties. Fourth, it is the timing that such perpetual sites or periodic reports blink out of existence as soon as economic or other conditions would indicate that things are not going well for the administration.
