The U.S. embassy in Baghdad remains plagued by”major deficiencies in the infrastructure,” according to a letter to Secretary of State Condoleezza Rice from the House Oversight Committee. The finding raises “questions” about the State Department’s December decision to certify that the embassy compound was “substantially complete.” Waxman plans to subpoena Deputy Secretary of State John Negroponte if the department does not provide documents related to the embassy’s construction.

After all, they’re the ones who’ve been building those internment compounds right here at home. February 29th, 2008 at 5:17 pmWhat I would like to know is why none of the contractors who are working on the embassy, doing shoddy work, have been held accountable for their shoddy work. They have been paid and are still being paid for work that will have to be redone. But, they are all FOB’s so that’s ok. We can just keep paying them and paying them and paying them until they finally get it right.

Substantially complete in construction industry speak means occupiable with minor items to complete. Life safety (fire alarm, sprinkler systems) items as described in the letter are not minor items.
It probably isn’t even occupied.
