Sure there could be other reasons. In fact, there are other reasons. But the article gives no indication that the war is one of them, and they emphasize the dollar aspect. The point is that, if you take this article for what it’s worth, you should not be given the impression that the Iraq war is having a substantial impact of oil prices. His reasoning is that companies raise their prices to cover any increased taxes, thus passing along the tax payments to their customers.
